J. Park~r~ at 7:3~ o~elock, P.M.~ on Tuesdays October 1~~ 1957. The Reverend Qribbs opened the m~e~- ing with a prayer. Upon roll. call, the following alder~ne~ answered present; Tra D. Rodgers A. E. Leuthold J. E. Freeburg Roy Horning E. H. Eb~rgviller Waltesr Men~llo Jake R~u~F John Beslanwiteh The minutes of the previous meet3.ng were read. It way moved by Ebersviller and seconded by Leuthold that the minutes be approv+~d with one correction. It wa.s Mated that the Motion made b~ Freeburg to purchase the equipment u~~d at the plant eras z~eant only for the spreader and not to include the roller. Motion parried. Four young ladies appeared before the +Council to observe proe~edings~ and introduced themselves as Irene Johnson, Joanne Wc>mbolt~ ~enra Ingr~:Mam~ and D~loris T3.nn~~. They were welcomed by the Mayor, and told to ask questions if they desired, Mrs. Mona Fewitt appeared before the council in regard to purchasing Parking Space to reserve for her taxi business. It was moved by Monello and seconded by Ruff that this matter be turned. over to the Po1.i~e and Strut Com~:i.ttee with authority to act. Motion Carried. Mr. Kenneth Hageman appeared before the council in regard to several mattsr~. He stated that the School Board feels that they are payiisg ample for the maintenance of the Athletic Park. Tt was moved by Ebersviller and seconded by Monello that th3.s matter be turned over to the Park Comm~i~tee~ with the suggestion that the co~nmitt~e get together w3.th members of the School Board ~a settle on a more agr~eab3.e arrangement. Mr. Ha~eraan also brought ~p the question of Qarbage pickup for the Sehoel~. H~ s~at~d that the 5choml Board feels that it is pay~a g far too much for garbage pickup. Mr. Hageman also compla3n~d about the charge that was made to the school for three loads of gr~.vE:l. I~lr. Hag~mari also eo~plained about the water bills for the sehools~ stating that owe of the meters way running far too high. Also he complained that their taxes were figured r~or~. Mr. Hageman also requested a survey by the City Engineer~~ with a ei.ew to the box drain that is causing some trouble. Clerk~Q report for the month of September was pre~~nt~d. It was moved by Monello and seconded by Bes2anw~ttch that this report be approved. Motion Carried. Minutes for the Spec3.al meetings held on Oetob~r 1957 were read. Qrdinanee creating a contributions Fund to be used in connection with payrol3s for the ~it~ of Laurels Montana, commencing October 1i 19a~7~ and ending upon its repeal, authorizing the pity Clerk to draw warrants signed by the City Clerk and the M~.~or upon such funds conneet~c3 w~.th the Employees pa,~roll ~ are needed to establish a contributions Fund for the purpose of facilitating the monthly payroll work, and eliminating the need for several warrants igsved upon the same fund, It was moved by Menello and seconded by Rodgers that this Ordinance be passed and approved. C7rdinance No. SI~.~ being an ordinance authorszing the City Treasurer to refund. tax moneys erroneously ehar~ed on S.~.D.~s numbered $1 & 82 to certaar~. pr€~p~rties. It was mov+~d by Eberszriller and aecand~d by Menel].o that this ~rd3.nancx be approved. Upon taking roll call vote, all. Aldermen present voted ~~Ay~~~ and - Ordinance No. ,~1~. wa,~ declared passed and approved. Maim was presented by W. L. Mavrr for refund of overpayment on S.F.D. #81. After being okayed by the finance committe~y Motion was made by F"re~bury and seconded by Beslanwitch that this claim b~ allowed. RESOLUTION N0. 1022 Resol~.tion No. 1022 be3.ng a resolution transferring certain Funds, namely ~~.50,(,K~ dram the General Fund to the Police Fund for fines collected in September. Motzon was made by Horning and seconded by Leuthold that this resolution be passed. Upon taking roll call vote, all aldermen present voted ~~Ayett~ ~.nd Resolution No. 1022 way declared passed and approved. A claim present~sd by Idlodern Chevrolet was again pre>,sented for payment. This claim had previously been r~f~.sed by the Finance ComQnittee. Motion was made by rreebury and seconded by Ruff that this c1a3m be allowed, Motion Carried. Dick Throm reported on the cost of repairing the Pa~ro7., and submitted a written report to the City Council. The cost of the repairs was $].i1~30.00~ and it was mav~ed by Freeburg and seconded by Ebersvillc~r that we go ahead and repair the Patrol. Motion carried. N:r. Rathbun reported that there were five shots for A~iar~ Flu available for City Employees. He suggested that the City ask the five key men at the Water plat to take these shots, and that the shots be given by our Health Offie~r. He asked that the $3.00 fee per shot be paid by the ~f;;ity to protect ovr water system in case of the flu epidemic here. It w~.s moved by Beslanwitch and seconded by Ruff that the men b~ asked to take the shots, but at their owri expense. Motion Carried. A bill way pres~nt~d by ~arr~ll Smtih for a tire that was ruined by Mrs. Smith hitting culvert. It wa:~ moved by Freebtary and sECOnd~d. by Horning that this bill be turned over to Mr, Bi11 F~ntor~~ our insurance agent. Mr. Rathbun reported that there would be a meeting of the Building inspectors of Montana a_nd Northern Wyoming held in Laurel i.n 4etob~r 2l~a 19 7. He also reported that there would be a meeting in Helena on October 18, & 19~ aid asked that he have perrnission to attend this meeting on Saturdays October 19. It w~.s moved by B~slarzwitch aid seconded by L~uthold that he be allowed to attend this meeting. Motion Carried. Mr. Freeburg reported on a new R.E.A. Inspection involving him, and mentioned that they waul.d require a green tag after the: 3_nspection. It was moved by L~uthold and seconded by Rodgers that Mr. Freeburg be allowed to inspect wiring i.n this aria that is outside tYie City limits provided Mr. Bradley would write and find out whether or not the City was in the clear ~.n case of an aceid~nt. Motion ~axried. Mr. Rathbun reported en the case of liquidated damages with Cop & Flynn and B~charaeh. Motion w~,~ made by Rodgers and Seconded by Ebersv3.11er that th.e pity ~l.~rk be instructed to write a I~t~er finding out whit has been decided in this matter, Motion carried. The question of the lobs next to Mr. Greeriirlg was discussed. Motion carried. Mr. Leutholrl reported on some badly needed office equipa~~nt for the downstai.r~ offices namely an ~,d.dressogmaph~ a r~-condi.tioned Royal typ~wr3.t~r, and an adding maehir~e. It way moved by Bcslanwitch and seconded by Ebersviller that this matter be referred to the puFChasing committee with authority to aet. Motion harried. Mr. L~uthold made a motion that the eng3.n~ers try to make a survey tY~is winter of sidewalks all over the pity to see whether or not these would regUi.re T'6p~.Z'1T1~• Motion earried with Mr. Rodgers voting ~~No.~~ Mr. B~slanwitch. and Mr. Menello reported on their meting w3.th the Laurel Aehiev+~ment Club' to ~,aquain~ these people with the ~~orm sewer question.
