HomeMy WebLinkAboutCity Council Minutes 08.06.1957Minutes of the City Council of Laurel AUGUST 6, 1~~7 The City Couna3.l of the City of Laurel, Montana, met in regular Session in the Council Chambers, and was called to order by Mayor Parker at 7:30 P.M., Tuesday, August 6, 197. Upon roll pall, the f'olloeaing Aldermen answered present; Ira D. dodgers, E. H. Ebersviller, E. Leuthold, Roy E. Horning, Walter Menello, J. Fraebury, John Beslanwftch, Minutes of the previous meeting were read. It was moved by Leuthold and Seconded by Beslanwitch that the minutes be approved as read. Mr. Kenneth Olsen and Mr. Frank Kondelis appeared before the Council representing the Rod and Gun Club regarding the renewal of their lease. .All present existing conditions of this lease being favorable to both the City and the Rod and Gun Club, ~t was moved by Beslanwitah end seconded by Horning that this lease be extended. Representatives requested a copy of this lease, end City Clerk was instrue~ed to make up the lease, with copy to be sent to the Club. Mot~.on Carried. Mr. Fred Hi.lger~G appeared before the Couna~l to protest the ~aot that pit-run gavel had been pl~.ced on Montana Avenue before his place of business in such away that he has had to replace four plate-glass win- dows. After discussion of this problem, it was moved by ~'reebury and seconded by Leuth old that this matter be turned over to the Street Com- mittee for immed3.ate action. ~o~ion Carried. RESOLUTION N0. 1003 Resolution No. 1003, being a resolution transferring Certain Funds of the City o~ Laurel, Montana, namely Four Thousand One Hundred Eleven and no~1.00 (~~,111.00) Dollars, from the Park Fund to the Swim Poal Fund. Upon faking roll call vote, all Aldermen present ~roted "~.ye", and Resolution No. 1003 w€~s declared passed and approved. RESOLUTION N0. 1004 Resolution No. 100}, being a resolution transferring Certain Funds of the City of Laurel, Montana, namely Four Hundred Forty-Ni.ne end no/100 0.9.00) Dollars for fines and bonds aollect~d in July. It was moved by Freeburg and Seconded by Menello that this resolution be approved. Upon taking roll call vote, all Aldermen present voted "Aye", and Resolution No. 1004 was declared passed and approved. Health Officers report for the month of May way presented. It was mowed by Rodgers and seconded by Beslanwitch that this report bs accepted. Motion Carried. Water Registrar's Report for the month of May was presented. Mr. Rodgers suggested that in the future we should be very careful that there should be no disarepanQy in the number of horsepower. He suggested that in the future all bids f'or Patrol Cars should read "Not less than 220 horsepovuer~t, when ~.t is ad- vertised. Mr. Freebury reported that he was ge~Gtin, inf'orma~ion and prices regard- ing the repairs to be made on the Swimming Pool. In phis conneQtion, 142r. Cam Calvert stated :that he had head many favorable comments about the manner of runn~.n~ the Swimming Pool this year. Leuthold aorr~nended the report made by Mr. Bradley to the City CounQil, and requested that a copy of this report be mailad to Mr. En~ebregson. Mr. Throm reported that the Engineers s off ice has had many re- ports on the ~aot that the City Parks are wasting water, espec~.~.lly now tY~at the water users are being asked to conserve water. As the water is being burned on i.n the parks by someone who has no authority to do so, it was suggested that locks be put on the box and that only those who take care of the Parks would have a key.: PJir. Throra reported on a blacktop spreader that could be used to great advantage at the Sewage Disposal Plant aid at the Park for the tennis Court. N1r. Throm stated that this machinery Qould be rented for ono month at ~13~.00, and it could be tried out, with a view to purahas- ing 3.t, if it proved sat isf actory. St was moved by Beslanwitoh and seconded by Leuthold that the En~inesr~ s Office be given the authority to rent this machinery for one month. Motion Carried. Minutes of the City Council of Laurel Some time ago the purohas~.ng committee vuas asked to oheok on ' floor pol~.shers to be used at the Library and the City off ices. Mr. Leu~Gkiold reported on two d~.fferent types of floor polishers, and made a reoommend~,t~.on that we purchase the polisher that sells for X49.95 plus tax. It was moved by Beslanwitch and seconded by Freeburg t~.at this polisher be purchased. Motion Carried. Mr. Beslanwitch asked for permission to leave the Stats, and to be absent from the next regular meeting. Mr. Horning asked for per- mission to leave the State, and to be absent from the next regular meet- ing. Mayor Parker asked for permission to leave the State and to be ab- sent Prom the second regular meet~.ng ~.n August, or August 20th, 1957• It was moved by i reebury and secoMded by Menello that permission be granted i.n eaah case. Motion carried. Mr. Horning reported on the decisions made regarding raises for the men employed by the City, and the ra~.se for Mrs. Salsbury. The raise to be five cents per hour per man, including those who are employeed at a monthly salarry. Mrs. Salsbury to receive Sixty Dollars per month raise, 10.00 increase to be paid from Wader Fund, and ~~0.00 ~o be paid From General Fund. The Thief o~ Police to receive a monthly wage of X375 and the Patrolmen to r~aeive X350.00 per month. All raises to be retro- active to July 1, 1957. ReQOmmendations as to the above raises were made by the Qommittee. Tt was moved by Beslant~.toh and seconded by Freeburg t~iat this raise be granted. Motion carried. Engfneer~s offiQ~ reported that a Claim should be apx~roved for Barry 0(Leary, Ins., to pay the ramaining balance due them of ail except 2/. Motion wss made by Freeburg and seconded by Horning that t~.is claim be approved. Motion carried, There was di saussion regard~.ng the lots used b~ Mr. Grean~ng as a used Qar lot. It was moved by Leuthold and seconded by Rodgers to authorize the City Attorney to clear the ti~1o on the lots with the idea of perhaps putting them up for ba.d, or lease, or anything ~o get the lots to bring in some revenue. Motion Carried. '~h~ uestion was raised as to ehargin~ Special Improvement Districts 80, ~1, and 82, with 5/ Engineering fees, the same to be placed ~.n the General Fund. Mill levy was discussed bri.ef'ly regarding the Airport, and a higher rate of charge was discussed briefly regarding Garbage.
