The City CounQil of the pity of Laural, Montana, met in regular
session ~n the Council Chambers, and was called to order by Mayor Parker,
at 7:30, P.M. , Tuesday, July lb th, 19 7 , Dr. Spaulding opened the meeting with a prayer.

The minutes of the previous meeting were read. It was moved by
Freeburg and seoonded by Menello that the minutes be approved ~s read.

Mr. Engebregson appeared before the Mayor and City Council ~egard- ~ng the lowering of the water rate. He presented a Qopy of his report to
the Mayor and Council, and also a copy to each member of the 'dater Committee.
after d~.scussion, it was moved by Menello, and seconded by F~eslanwitclz, that
thzs roport be turned over to the water committee, the C;i.ty Attorney, and
the City Engineer, for consideration and report at the next regular Council
mee ~a.ng. l~2otion Carried.
Mr. Pagel, and P,~r. ti'~m. C. Porter appeared before the City Council
~ regarding the C it yt s Insurano e bus ine s s. They repr~e sent the General Insur-
anoe Company, and believe that they can save the Cit~r about half of its
insurance premiums. l~~r. Freeburg made a motion that this matter be tzzrned
over to the finance committee and purQhasin~ commi~~ee with the recommenda-
tion that vuhen the insurance comes due again in January that the Insurance be let out for bids. Seconded by Ebersviller. Ptlotion Carried.
1V1r. xoger Montgomery appeared before the Council to ask that he
be a1.lowed to build a pumice stone store building at lb Montana Avenue. He
asked whether or not there were any restrictions regarding this. He was
adv~.sed that he s~~auld have his plans drawn up, and go to the City Engineer and purchase a building parmit at which time those plans could be gone over.
Mr. Gay Easton and Mr. lion 5cheidecker appeared before the Council
regarding the bad traffic at f~.res. He stated that he v~ould 13.ke to have
an ordinance governing the people who f ollow fires. Gay said that the am-
bulance and the doctor were seriously hampered by the ~raf~ic, and that people would not let the emergency vehicles go through. One man ran over
the fire hose. Mr. Freeburg took his license number, and he was issued a
citation. He strongly advised that there be police protection for the
traffic and the equipment at a fire, or that the firemen be liven rights to
deputize ark responsible citizens to take over these jobs.
Mr. Bradlay stated that the H. & ~J. Lumbar M~11 wanted to sign a
contract with the City Fire Department to g~.ve them Fire Protection as they
are out of the ~ ity Lima.ts. They would have s3.gned before, but felt that
the suggested charges of X30.00 por month and X50.00 per hour at ~ f ire,
were prohibitive. Tt was moved by Beslanwitch and seconded by 142ensllo that
the Mill be asked to sign a contract with the Fire Department quot~n~ a
price of X15.00 per month flat charge, plus a charge of ~100.OQ per hour should a fire occur. Motion Carried.
In this tonne otion, it was moved by Freebur~t and Seconded by
Beslanwitah that the mill be sent a bill for ~~}00.00 in payment o.~ the fire
Department being palled out on Saturaay, Duly ic, ly~r. ~ai~~~~jl gal-.~lou.
Mr. Rathbun st~.ted that at the time of the firo there was only
oleven feed of vuater in the reservoir. He staffed that the existing ordin-
anae governing the water be gathered together and presented to the people, so that they would cooperate in case of afire. It vuas stated that when
the Fire siren blows, all irrigation water should be turned off, and all
people be informed of what is done regard~.ng staying away from the scene of
a fire, not blocking traffic, not following emergency vehicles too closely,
not standing to close, and not running over the fire hose.
Application signed by R. H. ~trendin~, asking that he be allowed
a City License for the purpose o£ opening a lawn mower sharpening and repair
business was presented, check attached. It was moved by Beslanwitah and
seconded by Ebersviller that this appliQation be approved. lotion Carrisd.
Claims were presented by Barr OtL~ary, Inc., for partial pay- ment estimate No. 10, in the amount of 886.37; by Hitz Construction Co.,
for partial payment estimate No. 5, in the amount off' ~2, 339 • ~4 and by
Hitz Construction Company, for partial payment estimate No. 2 ~.n the
amount of ~17,99~•55• It was moved by Beslanwitah and Seconded by Menello
that the se ola~ms be allowed. P~iota.on Carried.
Treasurer's Report for the month of June was presented. It was
moved by Beslanwitah and seconded by Leuthold that this report be passed
and approved. Motion Carried.

EXAMINER'S CON7NIENTS
The cash balances to the credit of the various fund accounts as shown by
the books were ver~.fied by d~.rect correspondence wi~~h the depository bank
as of April 30, 1957, while the cash on hand was vari~'ied by count. The
amounts to the crodi~ of the respective fixnds are shown elsewhere in this
report. The several. cash fund acoount~ o~ the Treasurer and the City Glerk were in reconciler~~nt. Funds on deposit in depos~.tory bank are amply pro-
teated by pledged securities supported by custodian receipts and the
guarantee of the rederal Depos~.t Insurance Corporation.
Minu~Ges vuere written up to date and properly signed.
Official Bonds are on file and appear to meet all requirements.
Claims are generally well itemized, properly signed and approved Por
payment.
The City Clerk i.s again requested to set up an inventory, upon proper in-
ventory cards as prescribed by the State Examiner, for .all assets owned by the City .
Special Improvements Districts ~uhiah have balances in their Sinking Funds,
but no longer have an indebtedness against them, should have the cash
balances transferred to the Spea3.a1. Improvement Dis~riot Revolving Fund.
The last examination report eommonte~. on Resolution Number 935 which

City General Fund as an investment ~.n the Huff Seater L~.ne. S~nae the Water Deposit Fund is a trust account for persons making the deposit, it
must not bs used for any purpose other than a trust aQCOUnt. It was re-
ques~Ged that this amount be transferred back to the ~a~Ger Deposit AaQOUnt.

the remaining balance be transferred to the Water Deposit Fund immediately.
The pity Clerk is in the process of setting up Water ~`leter Deposit cards
from the inventory made as requested in the previous examination report.

Council on the vuater aocounts, and such be approved by the Council and
filed. in the City Clerk's Of~a.ce.
At the present time all expenditures made for Special Improvement Districts
are charged against the Surplus .~ocount leaving the C3.ty with no record of
the aQtual value of all improvements such as paved streets, s ide~oalk and
curb, sanitary sewer, storm sevuer laterals and water mains. The total amount
of ~l19,15 .98, wh~.oh has been closed out to the Surplus aocount s~.nce July 1, 19 9, must be charged oorrectly to the asset aocount "Other Lands'
by Journal entries. The account ''Other Lands! must thin be set u.p on
individual ledger accounts showing; the type of Asses owned by the City.

Minutes of the City Council of Laurel
The. amount a~ X8,713.53 gas transm~.tted to the Ivorthti~uestern Nat~.onal Bank of Minneapolis dus~ing the month of January, 1957. This amount was then
taken into consideration as a disbursement at that time with only
X8,4.50.95 0.~ coupons being paid and recea.ved by the City Treasurer to
Apr it 30, 1957. The amount transmuted for the payment of Bondi and
ooupons must be carried as a depos~.t with the Northwestern National Bank
of Minneapolis until the Bonds and coupons are received by the C~.ty Treasurer, and then the balance is reduced as 'the paid Bonds and coupons
are returned to the pity. On April 30, 1957, a balance of X262.56 ~s
s~Gi.ll an deposit with the Northwestern National E~ank of Minneapolis. The
records of the City were adjusted to shove this balance. The Treasurer
and City Clerk were instructed as to the proper proaeedure in the operation
of this account.

Letters from the City Treasurer to the Superintendent of Banks,
Helena, PJlon~ana, the Federal Reserve Bank, M~.nneapolis, Minnesota, and the
Yellowstone dank, Laurel, Montana, releasing 2~ Treasury Notes, Series C.,
in the amount of X100,000.00, were read. It was moved by Freebury and
seconded by Beslanwitah that the request of the Treasurer be granted.
Motion Carried.
A copy of a letter written by Dr. W. A. McCormick, Chiropractor,
to I'orrest H. Anderson, Attorney General, protesting the license charges
of the City of Laurel, was read.

This bea.ng the time and place for considering emergency expendi-
tures, al.l members of the Gouneil having had notice of the same according
to law, tie Mayor called the question of such emergency expenditures up to
the CouMOil for discussion. After General Discussion, it was moved by
Menello and seconded by Rod~er~ that the following Resolution No. 1005, b~
passed and approved, and Clerk was ordered to dive Notice of Publication.

C~.ty Clerk according to law. Seconded by Fraebury. Upon taking roll Dell vote, all Aldermen voted F~Aye", and this resolution was declared passed

City Clerk was requested to write up Ordinance No. 511, being an
ordinance setting up a Pay roll fund.

Mr. ~euthold reported that the Board of appeals had met and
. organized' and_. considered two appeals. 'They deo~.ded for the En~i.neer and
his decision. The Board has not set a particular n~.ght ~or~ mee~'in~s, bud
w~:ll meet when the c~aQasion arises, The-Airport committee has had some
moet3.ngs, bud did not- accomplish rnuah~ aaoord~ng 'Go Mr. Leinhold. He
sated that a~ one time the Qommittee had an opt~.on to bu;~ some properly adjacent to the ,~.irport. The opt3.ora ran mut, ho~?ever, and the owners would
not renew. There is a poss~.bil3.ty now of puranasing some land from Abarr~.
Mr. Rodgers reported on some. equipment, pumps, eto~tera badly
needed at the Sewage Disposal Plant.. xe st~o~~iy aaV~~~a. ~Q~~ ~a~.a~e
