H. ~bersv~.ller Jake duff Roy Horning Jaok F'reebury John Beslanwitah The minutes of the previous meeting vuere read, Correotions were offerred as follows: Dr. D. A. Nottingham to serve ~hrse years on the Board of .Appeals rather than two years. Mr. E. C. 1Nruok to serve three years rat~.er than Mr. Rathbun, the City ~n~in~er. It was moved by Ebers~riller and seconded by 1Vlenello ~h.a~ the minutes be approved with these corrections. Motion Carried. The Health Of'f'icers s report for 'the month o~ June was presented. Tt vas moved by Ruff and seconded by Beslanwitah that this report be a4oepted. Motion Carried. Library report for the month of 3une uuas presented. It was moved by Beslanwitch and seconded by Ruff that this report be aQOepted. Motion parried. Water report as of the close of business May 31st ~uas read. It was moved by Ruff and seconded by Eber~viller that this report be approved. Mot3.on Qarried. Polzae reports for the month of May were presented. It was moved by Horn~n~ and seconded by ~bersviller that these reports be approved. Motion Carried. Letter was read from Mrs. Dar is E. Rodgers, regarding the proposed moving o~ tha ditch on Alder Avenue. Distribution of last half of 1956 taxes, and delinquent taxes collected was presented. Letter from Peter C. Si~uenze, DireQtor of Personnel for the Governmezzt of Guam regarding the aapabil.ities, moral and ohar~.oter baak- ground of Chet ~;yer, former City Engineer for the City of Laurel. It was moved by Lauthold and seconded by Ebersviller that Mayor P~.rker answer the letter immediately, giving the highest recommendations for Mr. dyer as regards his character and Y~is work with the City of Laurel. NCotion Carried. Report of the City Treasurer regarding delinquent City Licer~se~ was presented. l~r. Bradley suggested that each off' the delinguen~ accounts be written a letter stating that a~'ter July 10, 195?, the City Treasurer would ~i~n a complaint and they would no 1on~er be allowed to do business in the C~.ty o~ Laurel. It was moved by Beslan~uitoh and seconded by Ebers- v~ller that these complaints be signed. Motion parried. Request from the City Treasurer 'Go renew Treasurer! s Qertif~.aats~ v~~as read. Thrum appe~.red before the Council as a representative of the rnployees of the City, to ask that they be allowed to have Friday, July 5, 1957, as part of the four-day holiday, and said they would be willing to take the day as one day of their vacation. Ater stating the feat that someone should be delegated to stay ~n town in Qas~ of an em- ergenay, it was moved by Ebersviller and seconded by Reslanwitoh that phis request be granted. T:Zotion Carried. Mr. ~?odgers stated that he had had a complaint by long-d~.stance telephone that many people were parking in front of Mrs. Nicholas' house. After suggesting that these persons be asked not to park there ~or<.mor~ than five hours, this matter was turned over to Mr. Jake Ruff, to speak to the par~ie s involved. Mr. Elwin Ehman who had sent ~.n an application f'or the job of City wiring inspector was to appear before the Council. Mayor Parker and Mr. Freeburg balked to him, and staffed that he appeared qualified. Mr. Ehm~.n was not able to appe~.r, but will do so in the near future. It was reported that it cost about X400.00 par season to main- tain the Athletic Park. It was moved by Beslanwitch and SeQOnded by Ebersviller that the School Board be asked to pay half of this expense, or ~2U0.00. Motion parried. RESOLUTION N0. 100 Resolution No. 1002, being a resolution transferring pertain funds of the City of Laurel, namely ~,~68.00 From the General ~~ur~d to the Pol~.ae Fund f'or fines collected in June. and X115.70 from the Park Fund to the Athletic Lights Fund. Upon roll call v~~e, all Aldermen present voted "Ayes', and i3esolution No. 1002 was declared passed and approved. Upon the d3~scussion of the purchasa o~ a new PoliQe Car, f.t was movad and seconded by Horning and Ebersviller that the new oar be advsr- tised for bids, and referred to the Police Comm~.ttee. Mation Carried. Upon the recommendation of the State E~arr~.iner, Mr. Za.mmerman, Mr. Ray Lathom, and Mayor Parkor, the C~.ty Clerk respectfully requested that a third person be hired for the City Off ice. After discussion of qualif iQations, and references, Mrs. Frances P. Fisher was a~paa.nted by Mayor Parker to be Deputy C~.ty `treasurer, and Deputy Ca.ty Clerk, at a salary of X200.00 per month, to be paid X150.00 f'ror3 the 'mater Department, and X50.00 from the General Fund. Motion Carried. Mr. I-~ornin~ reported on the f ind~.ngs of the Committee appo~.nted to disouas pay raises, and quoted some of the recommendations regarding the raises. Nothing settled defin~.tely as yep, but the Committee will have definite recommendations to make a~G the next Council meeting after talk~~ng to Mr. Lathom. The Committee did recommend that T~Irs. Salsbuey be raised X60.00 par month, X10.00 to be paid from the water fund, and 50.00 from the General Fund. Also recommended that the Police Officers bs increased to y~375. 00 for the Chief of Police , and ~3~0 .00 for the Patrolmen, and r~rar~nr.tina the amount of the elothin~ allo~vanae of ~2q.00 for Chief' o~ Pol~.ce~and 15.00 for Patrolmen. The distribution of raises to be referred to the Chairmen of each comr~lit~cee. It was moved and seconded that an Ordinance to be numbered X11, being a payroll ordinance setting up a Payroll Fund, and an Ordinance to be numbered 512 setting up a Contributions Fund be written up. Motion Carried. Mr. Leuthold reported that he had done quite a-bid of invest~.ga- tin~ regarding the controlling of mosquitoes and other insects. TJIr. marry Smart stated that he oould borrow a sprayer. Mr. Leuthold stated that he would need perrl3.ssion for about X7.50 worth of spray, and tho Park Area _ could be sprayed for insects on the afternoon of the Fourth of July as an experiment. It was moved by Freeburg and seconded by Ruff that Mme. Leuthold be allowed to make the experiment-. Motion Carried. l~~r. Leuthold reported that several South Amerioans would be here as guests of Laurel, and entertainment provided fog them here, as Billings oould not. aaQOmmodate them because of the Shrine Circus. They will appear Wednesday, July 10th, at 3:30 P.M., and be shown the City of Laurel, I and some of its facilities. Dinner at the Owl Cafe at 5:30 P.M., with a short program. to be given. Dinner to be followed at 7:00 P.PJI. with a band concert in ~Ghe Park, and two baseball games. Mr. Leuthold suggested that anyone interested should contact him for the dinner.
