The C~.~y Council of the City o~ Laurel, Montana, met in rc~ular
session in the Council Chambers, and was galled to order by Mayor Parker, at 7:30 P.M., Tuesday, June 1~, 1957• Father Maher opened the meet~.n~; vuith
a prayer.
Upon roll call, the f'ollow:ing Aldermen answered present:

'rhe minutes o~ the previous meeting were read, and a.t was moved by
Ruff anal seQOnded by Beslanwi~ah that the minutes be approved as read.

lY7r. Baal McNeese, 14~r. Kenneth Walton, and Mr. Sams, appeared before
the Council to protest the proposed raise of the City Beer Li.Qense ~'or Off- Premises sale o~ Beer. They were told that they would have time to protest
after due not3.f ication of the proposed raise in 1958
,A.s no protest has been received, the new Zoning; Ordinaries was
passad by a motion from Ebersviller and a second from Ruff' that this Zoning
Ordinance be adopted. Mot3.on Carried. ~Zr. Parker appointed the suggested
Board o~ Appeals to hear any proposed dev~.a~ions from restric~a.ons: The Board to serve are as follows:
Mr. J. fit. ~ieebner, for one-year berm
Mr. Albert Leuthold, Por~tvuo-year term
Dr. D. A. Nottingham, for year tern
It4r. Lowell Rathbun, f'or ar term
Mr. i-iarold '3Villiams, for t~ao-year term
It was moved by Ebers~ril.ler and seconded by Beslanwitch that this
Board of Appeals be ao4epted. Motion Carried.
It vas suggested tha~G a lector be written to the Mate Higheray
Corr~m~.ssion ooncarning new Speed Limit Sins at the Ca.ty Limits.
Application was read from ~ubman~ s Food Mart, concerning a
renewal o~ Beer i~iaense, check attached. It vacs moved by Horning and
seconded by ~;bersviller that phis renewal be granted. Motion Carried.
A claim was presonted by Mrs. Gear~e Horn~n~ for a refund of
X25.00 pa~.d t'or Riverside Hall, wh~.ch was not used on the speci~a~ed data.
After being approved by the Finance Committee, phis claim was approved.
Claim from the t~later Department to the Streot Uopartment was
presented. It was moved by ~bersviller and Seconded by Ruff ~ha~t this
claim be allovued. Tv7otion carried.
Claim was presented by Hitz Construction Company f'or part~.al
payment estimate .No. 4, on S.I.D. No. 31, ~'or ~5a~5~-1-•97s end for part~.al
payment estimate No. 1, for Q.I.D. No. 82, in the amount of ~~.,6~~.~6. Tt
was moved by FrePbury and seconded by Ebersviller that this claim be
allowed. Motion Carried.

A letter vacs read from Elwin E. ihman, applying for the fob as
electrical Inspector far ache City of Laurel. It was moved by Ru.f f and
seconded by.~;bersvill.er that this matter be referred to Mr. Parker and
Mr. Freeburg, to check his qualifications. Motion Carried.
Montana 14~unicipal League representatives called at the Cit~r Hall
and suggested that the wages of the councilmen. be raised to X21.}..00 per month
and requested th€~t their League Insur~.nce be deducted from this amount. Ater discussion, ~.t was moved by 1~uff and seconded by Menello that we do not
ta~~e advantage o~ this offer, as everyone alroady carr3.ed enough insurance.
Mo~Gion carried.
It was ~ugges~ed that the Catholic Cemetery be charged ~1~0.00
.for water for their cemetery for the sumr~.er season of 1957•

Minutes of the City Council of Laurel
ORDINANCE N0. 509
ORDINANCE N0. 50g, bdin~ an Urgent and Emergency Ordinance,
amend~,ng section 1 of Ordinance No. LE.62 relating to the schedule of fees
to be charged by the City of Laurel for the issuance of permits requiring
survey work by the City Engineer, was read. Upon Roll Call vote, X11 aldermen present voted "Aye", and said Ordinance No. 509 was duly passed
and approved as an Urgent, Erro rgency, Ordinance.
Rathbun stated that after the discuss~.on about Street Signs at
the last Council meeting he had sent a follo~r-up letter of cancellation
for the signs. It was moved by Ebersviller and seconded by Menello that we purchase new signs as per the discussion at the last meeting, and pay
f'or them out of the Police Fund. R~Iotion Garried.
There was discussion about the feat that some City employees
laved outside the City L~.mi~s. Motion was made and seconded that in the
future, no one living outside the City limits is to be employed by the City. b~otion Carried.
I~~r. Parker reported on the fact that the School Loard should pay
part of the ma3.ntenance of the Athletzc 'ark. Clerk to write a letter
stating that f.t is felt that the School Board is obligated to pay part of
the expenses of the field. It was suggested that this matter be turned
over to Mr. Parker anal the Park committee ~'or consideration. It was moved by ~bersviller and Seconded by Menel.lo that this be done. Motion Carrz.ed.
Mr. Parker reported on the fact that he went to see ~Zr. Johnston
regarding the using of the space in back of his plaQe of business for parking.
Mr. Johnston thought that the shop would always be .dull of water if the lot
were filled in, unless a drain were pu.t in. This ma~~er to be taken under advisement by Mr. darker and the Street Superintendent.
Mr. Parker requested the presence of several of the Councilmen
at the iNe stern Day Parade in Billings, as guests of Mr. Earl Kni~.t, Mayor
of Billings, Montana.
It was suggested by the Chamber of Commerce that the City of Laurel make a truck availably about one day a month to pick up trash. 'I'h~.s
expense to be paid for out of Garbage ~2. It was moved by Beslanwitoh and
seconded by Ruff' that this be done. Motion Carried.
It was thought that we have an existing ordinance concerning the
proposed regul.at~ons ~.baut Garbage. It vas suggested that this Ordinance should go into effect on August 1, 1957, anc~ be enforced. It was moved
and seconded that there be publicity to ghat effect, and regard~.ng the new
garbage can arrangements. Mat ion carried.
Mr. Freeburg reported that a tree on the boulevard by his resi-
dence was hit by a taxi. The Insurance Company was called a.n, and the free was painted by a tree surgeon. However, this tree surgeon would not state
whether or not the tree mould live.. If it does not, Mr. Freeburg wanted to
go on record as stating that he would assume no responsibility, should the
tree die, and cause some damage in a year or two.
