' June 1957 'The City Council of the :pity of Laurel, Montana, met ~n regular se~si.on in the Council Chambers, and was called to order by Ma~ror T'arker, at 7:30 P.M., Tuesday, June 195? • Upon Roll Qall, the following Alcbrmen answered pre~en~: Leuthold Ruff Horning Monello Beslanwitch Ebersviller Rodgers The minutes of the previous meeting were read. .After mak~.ng a minor correction, it was moved by Leuthold and seconded by Ebersviller that these minutes be approved as corrected. Mr. ~bersvi.ller reported. that the CQmm3.ttee appointed to investigate the situation in regard to the li.guor li.Qenses pa3.d by the bar ovun~rs, had met on May 31, 1 57. The Commit~e~: recommended that the grocery ~tor~s which sell beer, have their beer liQenses raised from the X125.00 which they now pay to X200.00, which the bar owners pay. The aommi~tee recommended that the X35.00 soft drink license ~hiah only two establishments pay, be discontinued if' the others are not to be charged. The Committee recommended that the prim of the beer and liquor licenses remain the same for th~.s year, and after w~ find out how the raise on liquor on Julg 1, 1957, i.s going to af'f'ect the p~xc~ of the li.Qenses, the Qornmittee vuill reconsider this matter of lowering the priQe of the City 13.eenses. The City is allowed to impose any license fee on beer and 13.quor provided that the cost is not more than that charged by the State. Mr. Bradley was ir~strueted to prepare an ordinance to r€~ise -the cost off' the liQense fee for ~Ghe Groe~ry stores from 125.00 'Go -200.00, to take ~ffeot in July of 1858. It was moved b~ Ruff and seconded by Leuthold that the report of the committee be accepted. Motion Qarried. ~pplioation was read from the Palace Bar, asking for a renewal of his beer and liquor liQense. It was rno~red by ~bersviller and seconded by Horning that this application b~ approved. Motion carried. Mr. Horning masked for permission to leave the Sate on or about the 8th of June . It wag moved by Rodgers and seconded by Ruff that phis per- mission be granted. Motion carried. The Clerk is them to write a letter to each of these persons, sating that the lots must be cleaned up by a spec 3.f ied date, or that the City would clean the lots up and a bill be sent for the ahar~es. Motion Carried. Minutes of the City Council of Laurel Mr. Hoff min appeared before the Council to state that the City Engineer had refused him a permit to build a car port. He asked the permission of the City Council to build this ear port. After much discussion, it was moved by Beslanwitch and seQOnded by Leuthold that this building permit be granted. 142otion carried. In the sar:~e connection, ~.t was moved by Beslanwitch and seconded by Menello that vuhen the new zoning ordnance goes in~Go effect, that no exceptions be made, except as regards existing property. No ex- ceptions to be made on new construction. Motion carried. Mr. Parker reported that he had not yep heard from the Board of County commissioners, and a letter was read that had been written by Mr. Parker, asking for this meeting. The Report of the police Judge was presented. It was moved by Horning and seconded by Menello that this report be approved. Motion Carried. The Police Reports far the month of l~~ay ware presented. Mot3.on was made and seconded that these reports be approved. In phis connection, ~.t was brought to the attention of the City Council tha~G the monthly re- ports of all the police officers were signed by Police Chief C.M.Wood. It was moved by Ruff' and Seconded by Eeslanwitoh that all Poliae Officers make out and sign their own monthly reports. Motion carried. RESOLUTION N0. 999 RESOLUTION N0. X99, Being a resolution transferring certain funds of the City of Laurel from the 'v'Vater Deposit Fund to tho Water Department, vuas read. RESOLUTION No. 10~ RESOLUTION N0. 1001, Beim a resolution transferring certain funds of the City of Laurel from the General Fund to the Pal ice Fund and from the General. Fund to the Flood Control Fund was read. Motion was made and seconded that this resolution be approved. Upon taking ro11 Qall vote, all Aldermen present ansvuered 'tAye", and Resolution No. 1001 was declared passed and approved. Motion Carried. Petition forms were presented regarding the General Storm Sewer. ~t~vo~ Parker reported that he had appointed Mr. ~enallo and Mr. Beslanwitah_ toJrepresent the City, and to serve with members of ~i~io Groups. Copies or this pet~ti.on were handed cut for aist~ibut3.on. Nir. Parker reported that the Library Board would l~.ke to have a floor polisher to proteot their new floor. 3t vuas moved by Ebersviller and seconded by ~todgers that this mater be referred to the Purchasing Committee. Mr. Rathbun reported that there vuas need ~o~ some kind of air- aonditioning for the off ice upstairs, the council room and the f~r~ department room. He reported on the post of an adequate unit, and quoted approximate cost as estimated by Bundy~s Plumbi.n~; & Heating. Mr. Bundy to take the inadequate oooler in on grade. It was moved by Beslanuvi~oh aid s~eonded b~ Rodgers that Mr. Rathbun be authorized to purchase this un3.t vuith the approval of the Committee . It~iot ion Carried. Mr. Rathbun reported on hip findings as to the charges to be made for' survey work. He r~eomrnended a ~b.fl~ minimum for survey ~rork for s~.dewalk and curb and butter, or both. This charge is based on 200' at the rate of .~J3~ per foot. Any additional footage to be charged at the- rake oP .03~L per foot. ~~~Zx~~~3~~$ For a lot l~.ne survey, charge should be X6.00 rnin3.mum, up to two lots, and X1.00 per lot in ~.ddition. I~ Minutes of the City Council of Laurel Mr. ~bersviller reported ghat the F~.re Departrnen~ hid puroh~.sed new hose, and had six lengths of used dire hose ghat they would like ~o yell, at 85sC per foot. Mr. ~bersville r stated that posy ibly the Disposal Plant could use three leng~Ghs, and the other three ler~~ths could be used by the swimming Pool. fir. Bare is to be eantacted to see whether or not he elan use this hose. Mr. Ebersviller reported that the Police Department would like to have some new signs. Some to be put outside the City ~i~riits. Spend Lim~.t s~.gns stating 25 miles per hour, Striatl~r Enforced. The Sign on the South Side should be moved, as the new Safeway Store interferes. also some two- hour p€~rk~.ng signs, some stop sign, end some No-U-Turn signs. The signs for the Streets was discussed. Mr. Rodgers stated that when the City w~.~ f~nano3.ally able to bup n~~ signs, that we should have them. He stated tha~G he would be vuilling to unds~write the pr~.ee of anew street sign on the corner on which he lives. I~G vas also suggested by Rodgers that men could probably be found w~~hin .the City~s Emplo~e~s who Qould paint and ole~r~ up some of the existing signs, and oou?;d probably build some of the signs we need at much less expense ~Ghan buying thsm new. It was moved by Ruff and seconded by Rodgers that this matter be turned over to the Police ~ommitte~ with authority to cot. A member of the Police Committae is also on the Finance Committee. ~Ir. Ebersviller reported on a situation of ill-feeling betvueen some of the men beQause of the fact that Mr. l~Zetzger is not getting the same pair - as Mr. ~i'atson, for doing the sarrie vuork. A~'ter disaus~ion, i~ was mov~rd by Ebersviiler and Seconded by BeslanwitQh that Metzger be raised ~o ~2.0~ per hour instead of ~1.~0 per hour that he now receives, to adjust his rate of pay as maintenance man up to the- same level as that o~ l~r. tlVatson. This raise to be e~feat~.ve as of June 1, 1957. Thomson be given X15.00 per month for ~ gasoline allo~ranae, in aonnec~ion v~ith the work that he is doing as Park Commissioner and Cemetery Board Chair~rn~n, - 10.00 to be paid out of Park, and X5.00 to be paid out of Cemetery.
