The City Council of the ~it~ of Laurel, i~~ontana, met i~n regular session. in the Council Chambers, and was caJ_led to order by
Mayor Parkes', at 7:30 P.P~2., Tuesday, May 21, 1957•

`the minutes of the previous meet~n~;, Tvla~ 7, 1957, were read,
end a~prov~d as read tivith two correotions. Clerk had the namo of
Vi.c for Vogel written as Fred Vogel, and the ;~urcY~as~ of a street
sprinkler as a stroet sweeper. These corrections have baen made in,red
on the May 7th minutes.
Several men who are owners of the liquor establi.~hrnents in
Laurel, appeared before the Ca.ty Council and the P~Iayor ~n regard to the
cost of their City Licenses. ~onn~r U'Day, otivner o~ Slick t s, as spokesrlan
~'or this group, cited their reasons f'or believing t~ze cost of their
licenses to the city to b~ too high in comparison with licenses charged
to other business establishments. The group requested a cut of approximately 100.00 Srom their x,',350.00 fae as it stands now. It was
moved by ~bersviller and seconded by 11'Ienello that the P,~ayor appoint a
committee to check into the s~~uation, and report at the next Council
meeting.
Mr. Paul Carey appeared before the City Council to state that he had purchased some land, and desired to construct a Drivo-~.n. TJ~ovie
I'h~a~re. Z-io requested that h~ be allowed to ~iook on to the City Wator which
comas to vu~thin about 100 yards o~ the proposed ~~:~e. P~Zr. Frank OtNeill
and several others are on this tNater line. 1l~Tr. Leuthold stated that he
thought the thoater vuould bo a decided asset to the community. 'ihe
parsons on the line nave stated they vaould tae w~llin~; to have the theatre tap in Lo the line, i_E' P:'Ir. Corry tivould help pay ~'or tt:~e cost of thc~
original line, ~Nr ichh he ~s willing to do. It was moved by Leuthold and
soconded by 1?eslanw~.tch that we grant 1;2r. Cory this request providing
that A,ir. ~~radley can draz~u up a contract to protect tho City. in the future,
in the event that particular arcaa should sorr~e d~~T bocome w~.thin the City

A letter was read From the Volunteer P~.re Department asking for
permission to bout on a fireworks display again this year on the evening
of July 4th, 19 7. It tivas moved btiT Ebersviller ana seconded by Rulf t'nat
phis permission be granted. P~2oti.on oarr~ed. Tarr. Parker di_d state at
this time that more Police should be on duty at that particular time.

A letter was react From a Mrs. Berner, in P~Z~am~, Florid, request-
ing some histor~T, pictures and literature in connection tivxth a book that
she is writing. T~zi.s letter was Curried over to Pl~r. Leuthold, 'resident
o:f the Conunercal Ciub, f'or action.
P~~ayor Parker s~~ned a ~roalamation stating that the date of
Nlay 25, 1957, tiNOUld bo Poppy Day, and ~ivin~; this proclamation to the
Lot~a.on. Auxiliary.
Letters vuere read from the ill Service Insurance Company, and
from Robert Ha~lderman, stating; that tneyT were no loner in business in the City of Laurel, and consequently reS'using to buy a City Lzcens~.
,~pplicat~on from the Safe~~ay Store, lit Avenue, Laurel,
Montana, -requesting a renewal of the it vuholesale Faer License, accompanied
by their check in the amount o:~ t~125.00 was read. Application i'rom tie
A. ~~c UU. Drive In, a hoot Beer Stand, requesting a new City License, ana
accompanied by a check in the amount of ~~35.Q0 was read. It was moved by Beslanwitch and s6conded ~?~T ~Llff tha~G these licensor be approved.
Motion Carried.
Minutes of the City Council of Laurel
Treasuror~ s Report for the month of ~pri_1 was read. It was moved by Beslanwitch and seconded by Leuthold that this report be
approved. il~iotion Carried.
VVa~er report for -the month of .~pril was read . It was moved by
F'reebury and seconded by TuTenello prat this report be approved. Motion
carried.

A letter was read, s~.~;n~d by Mayor Parker, aski.n~ for approval
on the appoin.tmen~G of 1VIr. Peter D. Thomson to the Cemetery hoard, to
r~plac~ PJIr. 1!:~el VVa_lliams LN~10 sent in his letter of res~~,nati~an. Tt was
moved by Beslanwa.~ch and seconded by Lbersviller that this ap~ointmen,t
be approved.
A, letter vuas read from tYie ~,aurel llVomen~ s Club requesting; that
several a~.~itions be made in the Recreation Schedule for tha~s summer.

the above-mentioned building and could admit
those who needed the use of the facilit~.es.

Mr. Freeburg reported that Items No. 1 2~ 2 v~~ere already bin
taken. care of. He also reported that there was someone there from
9;30 A.M, to 12: noon, ana from 1:00 P.PJ~. to 5:00 P.TJ~.

Leuthold staffed t2iat he would be glad to take one, f`ox' the Commercial
Club, and iJir. N~enello offorred the services of` the, Kiwanxs Club.
1~Zr. Freeburg reported that he and Tfr. Throm had inspected
several of the alleys of the City, because Borne of triern vuero in such bad
shape that the Garbage trucks vuere getting stuck. Particular alleys
mentioned included, Travelers s Motel., ~~es~L Avenue, second and Third
.venues, Pennsylvania ~lven.ue, around Herbstruth~ s, West ~:n.d Lumber, that
runs by Anderson Dairy. Freeburg stated that some alleys vuere too high, and some needed fill. T~~Tr. Freeburg recorrli°nended that 11~Tr. 'rhrom be liven
the authority to include these alleys ~.n his .3.mmediate program, and if
there are not sufficient funds, a transfer could ioos:~i~l~ be made from
the Ganoral Fund. Another spot mentioned vuas the street south of the
gigh School. Mr. Beslanwitch stated that ho knew that some of the property owners would be glad to ~a;~r for some gravel ~o be placed ~n these
a17_eys, if the City would do the hauling. It was moved by F'reebury and
Seconded by Beslanwitch that the property o~raners be contacted €a rid the

1~2r. Eb~rsvill~r roported on she cost of the short-wave unit for
tho Foli.ce Car. He stated that there would be an i.ni~ial installation
charge o~ X25. QU. The fee a~'~er that would be X22.00 per mon~Lh, for
vvhich the Pol~.ea would be allowed 15 calls free of charge. ~~he mainten-
ance vvoLtld be without charge. Any person wisn.in~; to call the Police at
any ~i.m~ or ~.n an emer~~nay vuould be charged 40¢ w}rich vaould be added to their telephone bill. It was moved by Leutl~old and seconded by Ebersv~ller
thati we install this unit ~n the polio car, but in view of the fact that
the city is due for a new police car ne:~t month, ~raiLh reservations that
we wait and install this unit in t~~e new police car. Pr7otion. carr~ocl.
Lowell reported that the price o~ surveying of 2.50 was out of
line in some cases. He stated that a diFferenee in ra~Ge should be made because of t'rie fact that some persons require. much more surveying time
~.an others. It vuas moved by Leuthold and seconded by Beslanw~tch that
Mr. Rathbun work out a list of recommended rated to be presented to the
Council at i~he next meeting. I~Zot~.on carried.
Rathbun stated that t'rie City has ttiva obsolete chlorinators that were taken out to be replaced wi th a nevu one - that these chlorinators
are considered to be surplus property, and that the City of ~'romberg
tivould be in the market to purchase these chlorinators. It was moved by
Ebersv~ller and seconded by 13eslanvu~.tch that these surplus pro~erty
chlorinators be offerred to the City of Fromber~ for a sum of ~2U0.00.

Mr. ~~reebury asked ~che permi.ss~.on of the City Coun.c~.l to be
absent from ~Ei~?e stake around the first of June . Ise stated that he
expeoted ~o be here for t'ric~ rune meeting. It was moved by Ebersviller
and s~condec~ by ~iuif that this perrniss~on be granted. Pliotion Carried.
11~Zr. I'hrom asked for perrt~ssion to attend the IJlarine Corps Summer
Camp. He stated that he ~s on the aati~e reserve list and must attend
two more summer carps to ~ee~ his status. Iie also stated th~.s time
that he would be glad to ~tak~ his vaca~ion at this particular time. It
was moved by Nlenello and seconded by I~eslanw~tch that this request be

Mel Williams appeared before the Council, asking S'or permission
to have the use of Riverside Ha7.1 ~'or a Dance for the Seniors anc~ their
Fathers. Tkze dance ~Lo be well-chaperoned, and ~o be held on Friday N~.te,
May 21~th, 1957, after a Picraa.c at Riverside. It was moved by Ebersvi.ller
and seconded by Beslanwitch that this perm~.ssion be grantocl, and no charge
made.
1~2r. Parker is to appo~.nt a committee to meet w~ th the Yellow-
stone County Comnlission.ors, the Commercial Club, and other interested
parties, with a view to settling several matters whian Qoncern both City
and County, such as the ozlin~ o~ ei~h~L-h Avenue, and a change to be made
in the ditch on Alder Avenue. It was moved by Ebersviller €~nd Seconde'd by Ru.~f that this meeting be called at the convenience of thq Coun~Ly Com-
missioners, and a tr~yT will b~ made to ~et~le our problems. l~2otion carried.
T4~r. `Thomson, Park Con~r^~issioner, has asl~ed the City Council to
allow him to p~.rchase a small power laVm mover f'or mowing; the lawn around
the curbs and sidewalks. Eborsvil.lor made ~ mot-ion, and ~~reebury seoorided that this p~xrrnission be granted. PJiotion carried.
There being; no further business, it tivas moved by Lbersvillar,
