The City GounQil of the C~~y o~ Laurel, Montana, met in regular session in the Council Chambers, and was called to order by Mayor Parker, at 7:30 otolock P:M., '~ussday, May 7, 1957• Upon .roll call, the follow~.n~ aldermen answered presents ~~I ,Albert E. Leuthold, Tra Rodgers Hoy Horning; Walter Menello ~I John Beslanwitch E. I~. Ebersuiller Jake Ruff J. E. Freeburg ~I the minutes o~ the meet~.ng of April 16, 1~~7, were read, and approved as read with one eorrect~.on. Correction was that the vuork to be done on „Alder and Sixth streets be paid for out of the Floocl Control rather than ~I the Park .Fund. Mr. Richard Gross came to the Council meet~.n~ to pr.ot~s~G the condition I of second and Third Avenues. It uses suggested that the Patrol be gent out and used to ~o over thhe streets to try to help this s~.tuat~on. Mr. i~a~hbun stated that they were getting a little bit behind, and iii recommended that they shoald have some help to keep ahead of the contractors. Mr. Ralph Blankenbaker, a representative of H~.tz Construction, attended the rneetin.g .and stated ~ha~ he had machinery and twenty-s~.x men available. ~~Ir. Rathbun sated 'that ~Ghe Contractors should be taken care of first I beaau~e of .the dime factor involved. Anyone vuho desires a lot line should be next in order, and then th:e City work. Mr. Novar~.o, 706 Second Avenue, asked for permission to install a I p~.cket fence around his ~ron~ yard. He had a permit about tvuo years ago, but because of i;he proposed new zoning ordinance, i.t was suggested to h~.m .that he gel written word from all. persons in h~.s block, to see whether or,' not anyone vuould object ~o sa~,d fence before issu~.n~ him another permit. I ~dCr. Letzthold reported. on the comma.ttee meetin~~ held on the zoning` ordinance. He stated tha~G he had enjoyed working on the comrnit~ee and thought that the new ordin.anee would be of .tremendous value . The zon~:n~ ordinance was read. It was moved by Leuthold and seconded by T~orn~.n~ that this Ordinance be approved and passed. Upon ~ak3.ng Rol.loallvote, all Councilmen present voted ~tAye`1. Tk~irty days from now, ~.t wa.ll upon faking a roll call vote, become, a -lava. A Public Dearing on th~.s proposed ord~nanoe was held ~.n the Counc3.1 Chambers on May 7, 1957, at 7;30 o~cloQk P.M. Several ~entlem~n appeared before the Nlayor and City Co~.nail .vuith inquiries re~ard~ng this. Mr. Ralph Lumsdon inquired- as to whether or not the proposod zoning ordinanoe would have any. ef~'e~~G on his taxes. He was assured that it !i would nod. ~ Mr. ~ e~t~ an~e ee~for dravuin tupkth:s~ordinancee and~whe~her~or~not~~Ghey II ~ ~ Y ~ intended gutting pa3:d for this in the future.... He asked whether or pat i he could put up a six-foot high fence along his back yard on the al7.ey. ~ Eie was assured that he could nit. Some of them- are also ~.n the business of cleaning` sep ~Gic tanks, and are overcharging on their fee s Mr. Bradley suggested ghat an o~d nan.oe be drawn up limiting the len~~h o~ t~.me that these trailers Qould shay, and that. s gnec~:be placed at 3~iver~de ~.nformin~ transien~Gs o~ these facts. Zt was moved by Leuthold and .seconded by Rodgers that this matter be tuned over ~o the Park Committee to dr€zw up such an ordinance l~mi~in~ the tune of stay.. Mots. on carr~.ed. Ira Rodgers, for Pres3.dent. 112r. ~'reebury seconded the. nomination, and moved. that the nominat~.on~ be closed. Mayor stated that any complaints or inquiries about Streets and Garbage bo referred to the City En~ineer~ s Office. P~,~avor Parker stated that l~~Ir. Peter D. Thomson, former Mayor has asked to be allowed to work on the Parks, and Mr. `~hom.son stated that he would serve without pay. ~Zayor Parker appointed Mr. Thomson a~ Park Comm~.ssioner. It was rsoved by :~~'reebury and seconded by Eb~rsvi.ller that this appointment be approved. Nlotion Carried. It was su~~;ested Y~y T~~~r. Ruff that the Clerk check back ~n the minutes to het information an a Plaoque that we.s to have Nir. Thomson s name on it. T+Zr. Rodgers recommended that we get this placque and place ~.t in Thomson Par1~ near the Southwest corner, facing sixth street aid First .venue. This chatter tNa~ turned over to the Park Committee, to be reported on at tine newt Council meeting. Mayor Parker stated that he tnou~;ht Dick Throm should be ~~.ven. a ra~.se, because he was ~ak~n.g on more duties as the Street Co?nmiss~.onor. Mr. Leuthold stated that it vacs his understanding that Mr. Throm be gJven a raise after a year in the City's Employ. A 10~ raise was saggested. T42r. ~odgerg stated that the rare should be more that, that. It was moved by Rodgers and Seoonded by Freeburg that Dick be liven a raise of X50.00 per month. Motion Carried. Mr. Ebersviller stated that the ~'olieemen had been talking 1;o him about new uniforms. They have come up with a price of ~b6.00 per unif orrn, and the policemen stated that they would k~e vuillin~ to ~y half of this price. 1U~r. Bradley stated that there was a law l~.m~.~~.ng the clothing allowance to 15.00 per month. Ise staffed ghat there was now a new statute regarding the salaries o~ pol~.eem~nt, and that the salaries could now be raised. As there is not suf~'icien.t money ~n the Folios Fund at the present time, it way decided to place this matter in abeyance until the ne~v fiscal year, July 1, 1957, at tivhich time more money could be h„~a~A+~~ fnr thA Dn1 i ce ?~e~artment. and a raise ~;~ven the men. Parker to appoint another member of the Board to Fill the vacancy. Mr, Rodgers asked for perm~.ss~on to be absent from the Juria ~.th Council moeting. The bills for the month of April were presented for payment. After due considerat ion by the ?i'inanoe (:ommittee, it was moved by Treebury and seconded by Ebersviller that these bills be allowed with the exception of one ~n the amount of18.00 ~bo tlt~.~ !-Montana Power Company. I?ecause of a large refund on a certain meter at the Water plant, there vaould be enough money to take Dare of the purchase of such a machine.
