16 April 1957
Tne City council of the City of Laurel, met in regular session in the Council
Chambers,and was called to order by T~layor Thomson, at 7:30 0' clock p.m. `Tuesday
~pr~1116a 1957.
Upon roll call. the f ollowing aldermen answered present:
Horning Rodgers
Parker Ebersviller
Scott Williams
Leuthold
The m:tnutes of the meetznng of ~,~ril ?n~, vuere read. It was moved by Parker
and seQOnded by Ebersviller the minutes be approved. 1'he motion carried.
The minutes o~ the meeting of the canvassing of the vote were read. I~ was
moved by ~~illiams and seconded by Horning the minutes be approved. Vilhereupon the Mayor called i'or vote on the question of alderman in the ~;~cond ~Jard, there being a
tie of 112 votes for Freeburg and Henry. On secret ballot the voting was as follovas
6 votes f'or Freeburg, 1 vote. for ~~enry.
Tt vas moved by Horning and seconded by V~ill ams that tha vote of the ~ounc~l be
accepted, and that alderman Freeburg be notified of the results off' the msetirig.
The motion aari°ied.
Barry O~Leary, Jr., submitted a petition to bring }31ock 5, o:~ tho Fourth
Avenue ~ubdivis3.on into the City.

Resolut? on No. ~92~ being a resolutign of intention, to e xtend the City Limits
to include all of Block o~ the Fourth Avenue Subdivision, was read. It was
moved by Ebersviller and seconded by Rod~ars that Resolution No. 992 be passed and
approved, end ghat tree Clerk advertise notiQe of proposal to extend the C~.~y Limits.
Upon roll call all aldermen present voted "aysT~ and said ltesolu~ion was declared
passed and approved.
The following letter from Cop construction t,~as read to 'the Council, in which
they raquosted a date and place of meeting to attempt to choose an arbitrator
on the question of liquidated damages:

City Clerk notifying us of the action oaken by the Council ~.n regard
to liquidated damages on the City eater plant. tNe feel th@ amount i.s
excessive and arbitrarily assessed. Therefore, we are requesting arb~.tration according to Section G.C-3L} of the ~?ecif~cat~ons on the
following points:
1. Liquidated damages as assessed.
2. 1ayment for rook oxa~.vation in the intake amount ink to approx- m ~.mately ~8~35.00 as quoted under Section I and Section III of the
proposal and deb fined under spec i~f ications 1-2 and 1-7.
At your earliest convenience, Tease notify us of your choice of date
and place for a meeting to a ttompt to choose an arbitrator.

John Broh~ugh be plzced on the inactive list, and granted a one year leave of
absence was read. It was moved by ~bersviller and seconded by Horning ghat
the request be granted, anal that a letter so stating, and commending P,~r. Brohaugh on his fine serv~.ce, be sent to him, and entered into the minutes of the meetLng.
The motion carried.

A letter from the ~olunteor Fire- D~partrr~nt, dated ~ipril 15th,
1957, in which they requeste that you be placed on "leave of absence~u
list for a year, a~'tQr which they would like to extend such leave, was
read to trio Council on Aril 16th, at Choir regular meet~.ng.

Yaur outs~anc~ing leadersha~p, while on the Department, and especially sinoe
you. nave been made lt~ire Chief, cannot ~o un.reeo~nized. YYou nave made i~.e department one off' the finest in the ~ Cate, vuhich would inal.uda any and all of
ta.~e paid departments, and have kept the Fire losses to a m3.n3.murn. ~lso
because the Department has suoh a fine standing in the State, yqu ave
saved a great deal of money for the ta.x-payers in the form of lower ~.nsurance
rates. such savings more than compensate for the addit~.onal equipment
that has boen purchased.
In th.e department oi' the Hesuseita~nr, the many lives that you have saved'
of course,. cannot be estimated in cost. F3ut t1~e value of suoh lives must be
of great satisfaction to your department.
It ~s a loss to the community of Laurel, that you have moved, but c er~ainly
is f ortunate for the people of Bridgers, f'or the count il. ~s certain that you will soon make that community comparable vaith Laurel.
The Council wants to have you know that any time you return to Laurel,
your place on the Fire lle~ar~rnent will be given ~referenoe, and your years
of n~~ive service will be counted, to qualify for a pension.

A letter from t~~ alunteer Fa. re Department, i.n which they re-instated C. G~
Scott as a member of the Fire Department, to replace Clarenoe .Alex, was read. It was moved by E~k,ersviller and seconded by i~:odgers the re-instatement of C. G. Scott
on the ~,~re vepartment be approved. The motion carried.
A letter from the "street Commute, in which they made the following
reeor~mendation was. presented and reads:

projects completed as soon as the weather anal condit~.ons will permit.

be reio laced with 24" Galvan~.zed culvert connecting to the one under sidewalk on south side of bth Street and extend north of street under sidevualk.
Also extend culvert on East side of Alder Avenue on north sida of 6th S"treat
under sidewalk.
2nd to repair bad places in s tree is wi.5h fine gavel and sand like we are now using.

The police reports f'or the month of March were presented. It was moved by
Parker and seconded by Ebersviller the rep orts be approved. The motion carra.ed.
RESOLUTION N0. 993
Resolution No. 993 being a resolution transferring certain: funds of the
City of Laurel, was read, It was moved by Horning and seoonded by Leuthold that
`resolution No. 993 be passed and approved. Upon roll call all aldermen preser~
voted '^~:Aye'~ and said resolution w as declared passed and approved.
RESOLUTION N0. 99~+
Resolution No. 99~., being a resolution transferring cartain funds of the C~.ty
of Laurel, was read. It was moved by Horning and seconded by Parker that Resol.utio
No. 994 be ;n~ssed and approved. Upon r oll call all aldermen present voted '~ayef~
anal said resol.ut~on was declared passed and approved.
Alderman ~'arke r s L-ated that t~ze use of Riverside Hall, by the South school
P-TA on NIa~ 2~jth, be ~oitho~.t charge.
report on the alley between Idaho and phio ~tree~s,, on the north side of
Main street vas given, stating that the alley was too h~.~h, and ~~~at back yards
are being flooded. Tt was z' ecornmended that ~;rad~s be s~Laked along the alley, and 3.t be out down, accordingly.
Mr. ~euthold~ Chairman of the Zoning Co,r~~.ission roported that they glad had
copies of the Zoning Ordinance written up, at a cost of X75, for materials and
stenographic time. That he believed tr~a t it was ready for final approval at this
time .
Tho City::~lerk was instructed to give 15 days no~Gioe according to law, of the
City Council's intent to pass the zoning ordinance. It was moved by Scott and
seconded by ~+~illiams the Zoning Gorlmission~s ordinance ~e advertised. Upon roll
call tho following alderrlen answered `aye": horning, Parker, Ebersviller, S~ tt,
UUilliams and Leuthold.. "=l~ot~: Rodgers. The motion carried.
It was moved and seconded we do now adjourn. `t'he motion carried.
