A regular meeting o~ the `pity Council of I~aurel~ Montanan was held in the
Council ~Charnbers,, and was ca7.led to order key rsayor J. J. Parker at 7:30 o'clock, P.M.~
on August 19' 1958.
Upon taking roll call the ~'oll~win~ aldermen answered present:
Ira D. Rodgers A. E. L~uthold. Walter Menello Jake Ruff
Roy Horning John Beslanwitch E.H.Ebersviller J. E. Freeburg
The minut,~s o~ the regular meeting of August ,~th9 were read. Motion was made
by Ruff and seconded by Rodgers that these minutes be approved as read. Motion Carried.
Minutes of the Special meeting of ~.ugust 6th were read. Motion was rr~ade by
Ebersviller and seconded by Menello that the minutes be approved as read. Motion Caxried,
Minutes of the Special Meeting of August llth were read. Motion was made by
Eber5vi7_ler and seconded by Menello that the minutes be a~~proveci. as read. Motion Carried.
Mayor Parker acknowledged the persons who had appeared before the Council
in regard to the charges made on the Sprinkling District, and called on the City En~;in.e~r
to explain this matter fully. N1r. Rathbun than made a report. Ruby Wiecher-t Armstrong
asked several. questions. R7r. Stuart Ward Spoke. Also NTatteo DeNittis and Peter Rock-
vam. Several of the Councilmen ventured their opinions, and Dorothy Bundy presented the opinions of several persons who had called her office on this matter. Mr. Rodgers
suggested that a comrnittes be appointed to meet with the Strut Committee on the matter
of this Sprinkling District. It was suggested that Mr. inThitfielcl~ Mr. Wards Nir. ~a~n,
and T,oyd Berry be asked to represent the group. Until this matter is settled it was
discussed as to whether or not the Council would have any more streets fixed without a
petition from th.e property owners involved.
Tn this connection, Dick Throm presented a petition as follows
PETITIQN
W~~ the undersigned property owners, hereby indicate our preference concern-
ing the proposed sprinkling district improvement on. Sough Fourth Street from First Avenue South to Durland Avenue, knowing the cost far this work will b~ X28.00 per lot'
whick~ must be paid by cash or assessed against our property on the 1958 t~ assessment.
This petition was si~r_ed by 60~ of the property owners in this district.
Motion was made by Beslanta~itch and seconded by AZen~llo that the Council accept this
petition. Motion Carried.
another gentleman appeared before the council to suggest that this street
be extended to include another twa blocks. 1~Ir. Throm gave him a petition to have signed
and it was generally decided that th~.~ other two blocks would be done at the same time
on receipt of this petition.
Matteo DeNittis appeared before the Council to ask whether or not the Council could force any property owner to clean up his property. Then it was decided that
Dan. Brown. be asked to report to the Fngineer~s office any property which did not have
the re~ul~.tion cans for gax°bage pickup. Tr.is matter way also referred to the Garbage
Committee.
Mr. Henry S~ich appeared before the council to state that he objected to having hzg neighbor park his car on the sidewalk in front of his house. It was stated that
h~ should be given a citation if rdir. Lich would report h~.m. when this was done again.

Mr. Gross appeared before the Council to state that he wanted some one to
contact Mrs. O'Lear~~ so that she would bs forc~cl to cut down the weeds on her vacant
lots. This eras referred to the engineer's office.
Some of the City employees appeared before the Council to ask that certain
things be granted to the men. ~enhardt and Nunn representing the Union. Dew~~ Nunn staffed that he did not feel that the office personnel should be entitled to a $2 .00
per month raise. Tt was explained to the men that the o~'~'ice personnel was not ~iv~n
a raise last Ju7._y and the men were. I~enhardt also stated that the men had received
infox~riation from the Attorney Genera]. that stated that Veterans day is definitely a
Iegal ho7. day, and asked again that the min be liven two more holidays per year;
Lincoln~s Birthday and Veterants Day. It was suggested that the Council take up ane grievance at a times and get the matter settled.
In tY~is connection, motion was made by B~slanwitch and seconded by Leuthold
that the men be allowed Veterans Dav,~ but not L~ncaln~s Birthday. Motion Carried.
The question was brought up about the City being a Union Shop. Motion was made by Beslanwitch and seconded by buff that this matter be tabled for further study.

~enhardt asked that the policemen be allowed the same consideration. as the
men who work at the pump house as regards vacation time and ~iek lave. Motion was made by Baslanwitch and seconded by Ebersviller that the policemen be allowed the same
privileges a~ the men on monthly salary at the pump house. Motion Carried.
The men then asked that the resolut3_on be changed to include 90 days' sick
leave' rather than the existing 6~ days. Mr. Ruff stated that as none of the men had
yet accumulated given the b0 daysj the question should not be b~ou~ht up at this time.
Motion was then made by Ruff' and. seconded by Be~lanwitch. ghat the Council reject this request. Motion carried.
The men reguested a 15¢ per hour pay increase. After much discussion a~ to
the finances of the pity' P~lotion was made by Menello ~d seconded by BESlanwitch that
a per hour pay increase be granted, retroactive to July lst, 1958. This ineraase
was nod satisfactory to the men, bu.~ it was the decision of the Council that if this per hour wire not accepted, there would be no pay increase at this time. Motion
carried.

Letter was read from the Laurel Achievement Councils as follows:

To the City Council:
The ~aur~l ~~chievemen~ Council would Tike to request permission to have water
made available on the proposed site for a park on the south side of Main Street. This
permit to apply Vahen the Railroad grants the use of sib far Park purposes' a.nd if the
railroad does not ma1~e water available nor our use from the Railroad sources.
The Achievement Council would assume the ~~cpense o~ ].dying the water line
across main street from one of the e~c sting mains, and if the City Council deems it
necessary, wi11 pay for -th.e water used for summer irrigating either through a meter or
through a flat rate.

After much discussion, motion way made by Beslanw tch and seconded by Leuthold
that we accept this proposition, and the City Clerk to write a letter ~o this efi"fect~
making it very plain that the Council has absolutely no objection ~o the dark, but that
the City is to be put to no expense whatever. Motion carried.

The Board respectfully asks your consideration of thin projeet~ and would like to know procedure, cost of necessary signs,, and other information.
I should add that in order to £aci2itate this program, the Board plans to
provide parking for students and faculty members in that area behind the school north
o~ the Gym. If necessary I wou~.d be available to present this in person before the
C~ouneil.
