J. Parker, on Tuesday Februar~r 18, at 7x30 o~clock P.M. Upon roll call, the following aldermen answered present: Tra D. Rodgers A. E. Teuthold Roy Horning J. E. Freebury E. H. Ebersviller John Be~lanwitch Jake Ruff Walter NIenella The minutes from the previous m~~t3.ng were read. Motion was made by Ebersvill~r and seconded by Horning that th~:se min~.tes be approved a~ read. Motion carried. One of the Patrolmen Donald ~erihardt~ appeared to ash the advice i'rom the Council as to what action the Police should take regarding violations of traffic and Parking by Sam Ehrlich while he is driving the Garbage Truck. after discussion, Motion w~.s made by Ebersroiller and seconded by Beslanwitch that this matter b~; turned over to the Garbage Committee, to speak to Mr. Ehrlich. Report o~ the City Treasurer regarding outside s~:wer users who are delinquEnt in payment of their yearly fees. Motion was made by Rodgers and seconded by ~,euthold that these people be notified by the City Attorney. Motion +~arried. Letter was read fc~m a Pete Doyle regarding; employment with the City of T,aurel. Motion was made by Ebersviller and seconded by Rodgers that this letter be placid on file. Motion carried. Letter was read from Judy Gutt~chmidt regarding ~;mployment at the Swimming Pool. this swru~aer. Motion was mad. by ~reebury and seconded by Rodgers that this letter be placed in the Park File. Motion Carried. Letter was read from A7.ex P. Michael regarding employment with the City. Motion was made by Beslanwi~ch and 5eeonded by I,~uthold that this letter be placed on file. Motion Carried. Treasurer ~ s financial. report for the month of January was presented. Mcation was oracle by Ebersviller and seconded by Rodger: that this report be approved. Motion Carried. Report of delinquent City Licenses as of February 18, 1958, was presented. After discussion, motion was ma~l.e bar Ruff and seconded by Beslanwitch that this matter be referred to the Mayor. Motion Gaxried. Hea7.~h O~ficer~s report for the month of January was presented. Motion wa.s made by Beslariwitch and seconded by Leuthold that this report be approved. Motion harried. Representatives of the T,aurel Volunteer Fire Department including Fire Chief, Gay Eas~on~ Chet Scott, Ted C. Bundy and Donald Scheidecker~ appeared before the ~ouneil, and presented a written recommendation regarding the manner in ~ahieh fires outside the City Limits should be attended by the Firemen. Letter was alsa ready addressed to tY~e Firs, Department from the Farmers Union Central Exchange thanking them for the help at a Fire at the Refinery last month. After discussion, it was moved by Beslanwitch and seconded by Ebersvill~r that this recorrmlendation be adopted. Motion Carried. Notion Carried. Mr. Easton also suggested that a copy of the recommendations of the Fire Department be sent to alb persons immediately ad,~acent to the City T~irni.ts advising them of this policy. Letter first to be written to the Stag Fire P~Tarshall, Mr. Dave Thomas, asking whether or. nod this action would b~; p~rrnissable. REaOLUTION N0. 1036 ftESOT~UTSON N0. 1036, 13ETNG A resolution of intention to creme Special Improve- ment District No. 86, of the City of Laurel, Montanan des3.~nating the number of said district, describing the boundaries thereof, stating the General Char~.ct~r of the Improvc~- ment to be made therein, an appro~.mat~ estimate of the cost thereo~~ and the manner of paying therefore was presented. It was moved by Rodgers and seconded by Leuthold that this resolution be adopted. Upon taking roil call votes all aldermen present voted ~~Ayerr~ and Resolution PJo. io36 was declared pas~~d and approved. ORDINANCE N0. 517 QRDINAN~E ND. 517, Being an ordinat~.ce regulating the erec-~ion, construction, exz7.argement, alteration, repair, moving, removal, conversion, demolition, occupancy, Minutes of the City Council of Laurel equipment, us~~ he3~ht, area and maintenance of buildings or structures in the City of Laurel, Montana; collections of Fees thereof; declaring and establi~hin~ firs, zones; providing penalties for the violation thereof and repeal3.n~ all ordinances and parts of ordinances in conflict therewith was presented. It was moved by Ebersviller and seconded by Menello that this Ordinance be adopted. Upon faking roll call vote, all aldermen present voted ",Aye", and Ordinance No. 517 was declared passed and approved. T,etter was read signed by several dog owners pro-~esting the fourteen-day quarantine of dogs. Ater discussion, it was moved by FberSViller and seconded by Rodgers that we table this matter. Motion Carri~;d. Mr. Freeburg stated that none of the City employees or members of the City Council, desired to attend various meetings throughout the state because of the small amoiuit of expenses paid particularly if a man had to take a day off his job in order to attend. He then made a motion to raa.se the per diem pay from $x].0.00 to 20.OQ, leaving car expense of b¢ per zriile to remain the same. Motion seconded by Horning. I~~otion Carried. Discussion was held regarding; a place to store some of the City's machinery. After regarding the cost of such a storage building over a period of two year~~ it eras decided not to store the equipment right no~r~ but to seriously consider building a storage building of our own on City-owned lots. Mr. Beslanwitch reported on the City~s T,iabil.ity Insurance. After stating figures, it was moved by Beslanwiteh and seconded by Leuthold to increase oar liability insurance, at a cost to the city off' an additional ~180.C~0 per gear. Mfltion Carried. Nir. Beslanwiteh reported again on City Licenses. He suggested -ghat the epmmit~ee on licenses come up with a recommendation. after discussion of some of our surplus funds, Mr. Freeburg made a motion and it was seconded by Horning that we invest our surplus funds in oar C~neral. Obligation, Bond ~lecounts~ after checking with Mr. Lathom as to whether or not this is permissible. ~4otion Carried. A~Tayor Parker stated that he had heard a great deal of comment from persons who were under the impression that Mr. Jim Bare had been removed from the House at the Sewage Disposal Plant. After discussion, it was thought that we should have a caretaker at this house at all times. It was decided ~o leave this matter to the Mayor to see whether or not he could get Mr. Bare to return. Mr. Parker reported on a circular received .from the Montana Mlan.icipal Zeag~e. It was suggested that ~veryane turn in their questionnaires. There being no further business, Motion was made and 5econd~d that we do now adjourn. Motion Carrir~d. orothy P.
