en~inPer~s office check the fee schedule as outlined in "A'~ of Section TI which
provides for a flat ~7'000.f?0 plus additional. percentages for additional vrork. I have
n.o Way of knawing if the total engineers 1 fees will tae covered by the ~y10~000:1p0 ad-~
vancernent from t;he Federal Government. You also should check t~;is out.
The second i.tPm ~d~~ich should be checked by jour office or at least understood is that Section TIS proviaes 'that the city must furnish cert~_n facilities inclu~in.g
ci L-y manpower, if .n~:cp7~ar~r, at the city ~ s expense, to Blaek & VeatcYt during their
performance of the contract.

Timmons stated 1-~~at the Great '~Testern `.~u~ar Gompany was the sixt-,h 1.ar~;est; taxpa,~er in Yellows-t~ane ~ol~nty. As the ou.tsi~.e toilet seemed to be ane of tY~e comp~a.ints against
the Sugar Company, PZr. K~_rnm.ons stated that they z~rauld not conaid.er indoor plumbing for
~vcY~ short seas an, but tha-~ they t~rould remove the toi7~et ir~.mediately if it is a~a~.nst
tree City Ordinar_ce. T-Zr. Fre~bury asked ~wrhether or not the Sugar Company would o along
with the Ci_t~.T, County and -L-he T~forth~rn ~'~cii'ic~ provided a program tirere inaugurated for
a hea~n~T duty street. NIr. Y~.mmons stated that of course they would pay their proportion-
ate share accord~,.n~; to t'cie:ir prnpert~r. After lengthy discussion, mot~_on Teas made by Ka?ser and seconded by Nave that t'_nis matter be referred back to the Ma~ar~ the City
Attorney and the Great `W'estern ~~~.~ar Conip~.tzy to i~ork gut.
Mr. Gibbs arrived, and after lengthy discussion, motion was made by Fre~bury
and seconded by Beslan~ritch that the contract with Blacl~ & Veath be accepted. 1~~lotion
carried.
' Gene B~xsness, Dan Burka' Dave Niurray appeared be~'ore the council regarding
Parker t s report o~ las-t week an the Nu-t-ting Drain. i'arker reported t}ia.t Nir . & NTrs . i~arcl~ L~r. NicCaul.ey,, Dick Throm, and himself along with l~lyd SUTueller~ mgt at the Pduttin~ Drain.
The Board of Directors stated -L-hat they are going to dredge this ou~c immediately. Fair.

material to caner this ~.~..trh from first avenue west to Second kvenue. TrLe Nutting

costs to present to the col.,nci'1 at the next rrlee~ting. Seconded by Kaiser. Motion Carried.
Fr~ebury stated that he would go along if the other ditches would be considered this
winter.
There have been complaints because of the holes in ~~venth Avenue in front of
the North school.

Kaiser reported that Stoltz is not aumpin~ any sez~ra~e into the ditch. The
other people, north of '~i~hth .venue, were to~1d that they must do sometYiing about the
sewage situation, or the City jaould take action.

to put in the public Lavatory at Riverside Park. The C etaker to,da the work. Motion carried.
Letter was read from the T~Zontana iiun.icipal League r~~arding gasoline tax
percentages for Cities.
Laurel Achievement Council requested through Alderman ~1ave th~.t the T~~ayor issue a proclamat3_or~ to the effect tYlat Qctober ?1st should be t}~e day for the Un~t~:d
Fund Drive, also stating; that only amour of the seventeen charities involved cared -~o
participate. Mayor Parlor stated that he would Want to look into this matter further
be#'ore issuing a proclamation of this type.
Z'he C t~T C7.erk askew. to keep the clerk in the water o~~ice indefinitely as long as she is needed, and at a slight increase in pay. AftEr discussion, motion. was
made by Beslantaitch ar~.d seconded by R.ame~ to keep her at a rate of X1.25 per hour.
Potion carried.
Alderman. Kaiser brought up tYie subject of a raise in pay for the Cit~r Clerk.
Beslan~w7.tch stated t~1at the job should carry a hi~,her rate of pay9 re~axdless of whether
a man or waman is on tha job. Brac3.ley also stated that the c~f~ice should pay from ~p~.25 to p~.~0 per month. After lengthy discussion. of the pay of the 'City Polie~rnen., T~ayor
Parker referred this matter to the l+i.nance Cor~~naittee for further ~.nvesti~ation arad
report.
Henry stated that he had hack several com~p~aints about shacks in different
parts of the City. Freeburg stated -that we can not touch private property. City 1?ttorney reported on this situation. This matter was final:l.y referred to the aldermen
from each ~~1ard -to make a survey in their own particular part of the city and report
a.~ t~.e next meeting. Motion T,~as rna~e by ~3eslanUri-tch and seconded by Henry to that effect,

Dick reported that same t~_me ado the City had a petition for street work between. 7th street and Wyoming. The Council at that time voters to ~o ahead with this
work provided that at least one-half of this money is paid in advance. One snap will not
pay. Dick recommended -l~,h~t this project do nab go through under these conditions.
After discussion, mot~..or was made 1~y Freeburg and seconded by Nave that the engineer
have the authority to ~;a ahead with this project, and P'Ir. A~eier's assessment be placed
on his taxes. Motion carried.
Steve Romee recorru~ndneded that -t;he City purchase a 7 953 Ford Ranch irdabon from
Flo~rd Bean at a cost of '~,~750.00. ~Zotion was made by ~ieslanwitch and seconded by Ron~ee tha
this a~ztomobile be purchased anc~ payment deferred ~'or thirty days. I~rc~tion cas°ried.
Romee also recomrndnec~ed. that the pity purchase a new pick-up truck. Motion
was made bar Beslanwitch and secotzded by Kaiser that specifications be drawn up anal pub7.i.catians made and matter re.~erred to tree same cornrnittee with authority to act.

Nave r~port~d on complaints on obstructing the driveways for people ~oin~ to
Church.
Parker reported that the roofs on the City Buildings have been repaired.
Parker sta~l;~d that he desired to have the Po1a_ce Comm~:ttee ~;o over the ~'olice Car and check the specifications. Beslanwitch reported that the Conunitte~ had already
done t~'115 ~ and he made a report on some of th.e changes that had been. made , TheCost
o~ the po"Iice car is now X7_,,068.25.
Parker reported that he had called Cook in 1~iltings in regard to this
li~;~tin~; D? strict. ~-Ie will have the specifications Yiere in I~.auz'P1. next week.
Parker reported on friary ~r~iitely(s tries, and stated that uchwab will take

Parker reported on the Crwn sewer.
i'arker re}aarted that the sto~~ li~lzt at lst street is -boo Ions. He Mated
that the t7sne should be shortened a 7.ittle. This matter w~.s turned over to Mayor Parker
for checking.

Parker reparted that there was some wind damage to sc3me of the City Buildings
and. at kiverside Park. City Clerk to contact Merritt i~illiar~s on dama~;~s to Athletic
Park T~ite~.
Parker reported an. the Davis Sewer, and G'hris ~Cetzger.
Report t~ras ma..de on a meetin.~ that was called at Bradley's Douse with the
Policemen, Jude Sterrett, City Attorney and the T~Iayor a-~tendin~.
After discussion9 A~lotion way mad€; b~ }3eslanw tch and seconded by Kaiser that
the 1`!iay~or appoint a committee t~ stud~T appl~_catians with a view to getting a new city engineer. Motion carried. Mayor Parker then appointed Ruffs Henrys Romee, and Frar~.k.
Parker reported that the G`ity had settled with. R. J. Harris for ~p75.b0.
Fr~ebury reported that Anderson from Anderson Dair;r had cornplained about
having; to pay for ~;he entire 81t water line to the Dairy.
T~Zotion was made and seconded that the Gauncil purchase some flowers to send
to the funeral of I~lderman kuff + ~ rnoth.~r. T4Iotion carried.

Report of the committee on milk inspections was re~.d.

Motion carried.
Mayor Paxker requested perrn~ssion to leave the sate. NTotion was made by
