Chambers and was called to order by Mayor J, J. Parker, a~ 7s30 o(clock~ P.M.' on Tuesdays August 18,E 1959. Upon roll call, the following aldermen ans~rered present: John Beslanwitch Jake Ruff Cecil Nave Herman Frank flex Henry The minutes of the regular meeting o~ August 4th, 1959, wire read. Notion was made by Beslanwitch and seconded by Frank that the minutes ,be approved as read. Motion carried.- The minutes of the special meeting of Augus~5th, 1959, were read. . Motion was made by Ruff and seconded bar Beslanwitch that the minutes be approved as read. Motion carried. The minutes of the spECial meeting of August 6th, 1959, were read. Motion was made by Ruff and seconded by Frank that the minutes be approved as read. Motion carried. Motion was made bar Ruff and seconded by Beslan~,~;itch that the ~7~.00 fey be collected on Fifth Avenue for water ta~s~ and all water taps in the future be paid for in advance regardless of the charge. Motion carried. Minutes of the ~~ecial meeting of August 10th, 195, were read. Notion was made by Ru..ff and seconded by HenrSr that the minutes be approved. Motion carried. A Mr. McKenna from a roo~'ing concern in Billings appeared before the council to answer any questions regarding the roof on the City I-Ia~.l building and the Library, Dick reported on this matter. Mr. McKenna stated that the bid called fora 15-year roof on the new part, and sated that they would furnish a two-year guarantee on the on the workmanship. Rta.ff stated that it was ~:he reconunendati.on of the purchasing committee to accept Mr. McKenna's` bid. Motion way made by Beslanwitch and se~ond~d by Herry to accept the committee's recomm~ndat~.on. Work to be sta~t~d next week. .Motion carried. Karl George attended the Council mEetin~. P?Ir. Gross again attended the Council P~'_eeting and reported two holes by 4~old's Store. Dick reported on phis. Mr. Bob Cook from the Montana Power Company appeared before the council re~ardin~; putting lights between Seventh Avenue and Maryland Lane. He su~gested a Special Improvement District, which would be named Light ~#3. The Power Company would make the installation, and make a maintenance charge plus the regular charge for power. The idea being to place poles at 200' intervals, and stagger these on each side of the street. After discix~sion~ it was decided that a meting be arranged between Mr. Cook, the Engineer, and the people invo7.~Ted, so that he could explain the situation. Motion was made by Ruff and seconded by Be~lanwitch that Mr. ~'arker and Da_ck meet with Mr. Gooks and appoint whatever extra aldermen needed to help in this project. Tom to prepare the petition. PJtotion carried. Bill Staia.dinger appeared before the Council to complain about the gar~aa~;e pickup at the V.F. w. building. Harold stated that he would take the remaining four trees atzt at ~p50.00 each. 13rad1ey suggested that the Ci~~ take out these tries and make up an ordinance that the prop~r~y o~mers be billed if any other t.r•ees need to be taken out. Thy exception to be welfare eases, as is Mrs. ~+lhitcly's. After discussions it was the decision of the Council to refer this matter to the City enginPer~ the City Attorney and the Ma~ror to take this matter up with the County before taking any action. Ruff made a motion to that effect, seconded by Henry. He stated that the cost is running about X7.00 per 1.4t. 1~ick reported on some lour spots needittg gravel before going ahead Frith the work, and presented a card that he intends to send out to the peopl. involved in this area. Motion carried, Dick repox°ted that,a Mrs. Crum living outside the cit~r and along the Sanitary Sewer c3~5ired a hook-up to this Sewer. Beslanwitch that t~i~ be reported on at the next meeting. Dick reported that the Yellowstone Bank and others are interested in paving the North-south alley, for an estimated 1~0' x 2D'. He stated that this-was still more or less in the planning stage, Henry reported that a drain ditch culvert at the intersection of Mountain~r~.8w Lane and First Avenue n~ed~d cleaning gut. Motion was made by Beslanwitch ar~d seconded by Henry that the City clerk write a letter to the Directors of the Nutting Drain Company and ask that this bE cleaned out, Motion carried. Nave reported that there are two bad holes bet~reen the Laurel Co-op and Tubman's store on Alder Avenue. Parker and Ruff asked for permi~~ion to leave the state. Motion was made by 3eslanwiteh and seconded 'n..r; that this permission be .granted, r , Motion granted. Parker reported that as ~~~k is taking over. additional responsibility L----~ that he should be compensated. Parlor recommended ~~75.00 per month. Frank suggested X25.00 instead. Ruff made the motion seconded by Beslan~riteh that the ~575.0~ per month be paid ~o Tick temporarily, starting for one-half of August. Motion carried caith Frank voting "no". Parker reported that he had been together with the N. P, and the Great Western Sugar Company9 and Bradley reported that these p~aple had.. obtained a petition from hip office to ask that a permanent road be built possibly ti~i~h the N. P, and Sugar Company participating in the cost. Parker reported that he would soon ca11 another meting of the committee to inv~;stiga~e for a new Garbage dump. Parlor rex~ortec~ that Floyd Bean has su Bested that a Police Car be purchased on a rental basis in the futures as is done in saveraZ other cities. This matter was referred to the Polio; Committee. There being no further business to came before the Cii;y Council at this time, motion was duly made end sPCOnded that the meeting be adjourn~;d.
