A regular meeting of the ~i.ty Council of the pity of Laurel, ~Tontana, was
held in the Council Chambers, and was called to order by lUlayor J. J. Parlor, at 7:30
otclock~ P.M., on Tuesc3.ay, Ju1.y 7, 1959.
Upon roll call the following aldermen answered present:
J. E. Fr~ebury John Beslanwitch Steve ftomee Henry Kaiser
Alex Henry Jake Ruff Merman Frank Cecil Nave
Minutes of the regular meeting of June 16th were read. Motion eras made by B~slanwitch and seconded by Ruff that the minutes be approved. Motion Carried.
Minutes of the special meeting of June 23rd were read. Motion was made by
Ruff and seconded by Romee that thy: minutes ~e approved. Mot3.an carried.
wLinu-~es of the special meeting o.f June 30th were read. Motion was made by 13es1anwitch and seconded by Ftomee that the minute9 be approved. Motion carried.
k A dir. Bolan of Cop Construction Company appeared before thy: City Council in
regard to payment of X6,837.08 due them by th.e City of Laurel. Mr. Brad7.ey explained
the matter which involved the clsath of a man on the Water Plant job' and a I.aw suit by
h.~s wife. Mr. Dolan states that the 131.~.1~. paid to the Farmers Union for pips used on the jab was not used, but agreed to investi~at~ th.e matter. After C~.7.5CUS510Yi~
motion was made by Beslanw3t~h and seconded by Ruff that the claim be lower~cl by $~131.I~~i
pending in~restigation. Motion caxried.
A3ex Behra appeared before the council to ask that the Ci~y~ get rid of an
irrigation cZatch in t'ri~ I~forr3s Subdivision, and he stated that he wou~.d donate ~~~0.00
to the pro~eet if this could b~ done. Beslanwitch stated that he had spoken to Archie Richardson and he would agree to covering the ditch if the city would the apprca~-
imately 2,O1~0 feed of it. Parker stated that the County Commissioners should be
contacted. Alex Behm suggested that the Torres brothers be contacted to ~~t the cost
of cement lining. Parker sated that this should be referred to the City Engineer and
the City Attorneys and the Street and Alley Com~.tte~. Bradley stated that a certain
percentage should be a general obligation. Ruff made a motion that the 1~layor appoint
a co~rmii.ttee to meet with the Comrni.ssioners, Archie Richardson}, the City Attorney and the City F.~ngineer. Seconded by Ka3.ser. Pgoti4n carried. Mr. Parker then appaanted
Herman K. Franks Cecil Nave, Alex Henry and Steve Romee to thi.~ comTn3.ttee.
A1e~ Behm appeared before the Council to ask that the water meter be removed
from L. S. Han~on~s property. It was suggested that he take -phis matter up with the
City .T~gineer. Mr. Behm pointed out that he never used even the minimum rate any~ray~ and was paying; two other f1~,-~ water bills on the same property. After discussions motion
was made by Besl~nwitch and seconded by Frank that this matter be referred to the water
committee with authority to act.
Merle Cherry appeared before the Council to ask if he could park his trailer
in front of a new house that he is building for about 90 daysy for conv€~n ence in working in r~i5 house, at ~.Ob West Nl~.ryland Lane. Mr. Behm Mated that the sanitat3.on
facilities are already a.n the house, and the tr~.iler would not be used except .for
sleeping. After d3.scussion, motion was mad~* by Be~larawitch to permit ~7iis trailer house
to remain until September 1, 19 9. Mayor Parker then aall~;d for a roll ca1.l emote which
is recorded as follows Ruff, No Nave, No; ~omee, No; Beslanwitch, yes; Freebury, No;,
Henry, Nod Kamer, No; Frank, Yes; and the motion was defeated.
C. G. tone appeared before the council ~.n regard to a fire that h~ Mates
burned out some of his fence posts and some bushes and tries, along the river. Dick
explained that the insurance company had replaced the fence posts, but did not ears to
replace the shrubbery. Ater discussion, motion. was made by ~e~bury and seconded by
B~slanwitch that -the City Cl~;rk contact the ansura.nce company and inform them that this
was to be taken care of immediately. Motion carr~.ed.
The question of repairs to the library roof was brow€;ht up. Dick reported that the engineer's of'£ice had called several roofing concerns to get a bid on this job.
As three tentative bids were of~'~;rred, the engineerts office suggested that a committee
be appointed to study these quot~,tion~, and decide, with authority t4 act. Motion was
ma~d.e by Frank and seconded by Beslanwitch that T~ayor Parker appoint a comrn~.ttee to
work with the City Engineer with authority to act. Motion carried, and Parker appointed
Steve Romee~ Chairman; Jake Ruff; Henry Kaa.s~r.
Gene Barsness appear~el before the Council again in regard ~o coming into the
City Limits. It was explained to the members of the Council that Dave I~iurray who has
one outside water tap now would come into the City Limits solving the problem' but that
he wanted a stipulation in writing that he could sti11 have an outside water tap.
Engineers office is not in favor of any water doing out of the City L3.mits,, but stated that in th3.s case he felt there was more justification than in others in the paast. He
stated that he felt the City ~ou1d gain by granting this outside tap.

this matter be referr~;d to the water committee to report back to the City Council at
the new meeting. Motion carried.

Reports of the Patrolmen; water registrars report; anti water
Revenue report. Motion was made by Besl.anwi~eh and seconded by Ruff that
all reports be allowEd. Motion carried.

Mayor Parlor reported that a classified ad had been placed in the ~aux~~;1
Ou-Glook asking for a~pl.ieations for patrolmen. He staged -ghat applications would be
re~~rred to the Police Committee anal the Ma~ror for ser~ening.
Ruff reported on lights at the Park. He a~.so asked whether any offers had
been received for certain motors at the pump house.
Frank re~por~d that lots 11 and 7.2 in Block ~ of Park Subdivision owned by
Wi7.'liam S . i~poney had car parts and dunk on them. Parker asked th€~ !City Attprney to

writs a letter to Mr. Mooney and tell him to cle~ri up these lots or the pity would do

Beslanwitch reported on the ditch at Alder and Fifth. Thy comrnitt~e
recommended teat one drain should be placed on fifth to hook up with the storm da°ain~
anal one on 1st to take care of the run-off. r1o'tion was made by Freeburg and seconded
by' Henry to accept the recommendation of the comr~itte~. Dick e~t3m~.ted the cost at
about ~3,~0.~0. This amount to be pa3.d from F'1.ood Control. Motion carried.
`rank reported that Lenhardt had not yet begin paid for four days overt~3.me
worded when CY~.uek Woods left the employ of th.e City. City Clerk was authorized to pay
this overtime.
Frank stated that he had been 3n~ormed that the .1V.~'« Baas to furnish a man to take care of the 'lawn by the Cammercia]. C1.ub build3ng~ but that since the City had
purchased the new equipments the N. P. had not been allowed to use ~t~ and so had nod
taken care of it since that time. Mavar Parker to Look into phis ma~tcr and report at

Be~lanwitch reported on the insect control. He then made a mo-~ion that each lc~t be assessed an e ra X1,00 for insec-~ spray as a part of the Garbage Assessment.

Motion eras then made by Beslanwitch and seconded by ~'re~bur~r to spray in
about a week, and take about ~].~~.00 out of Garbage #2. Sky ~'].ight to b~ cont~.e~G~:d..
Motion carried.
City ~gineert~ office asked for a decision nn the matter of an oil spray
on. the Street for settling the dust. After rnueh diseu~sion~ motion was made by Frank
and seconded by Beslan~it~h that the ~.ty Engineer b~ given the authority to set up
a Ca.ty-wide Sprinkling district. Motion carried.
Navy reported that the Achievement Council desired to have approve]. 4n another Safety Check this year. Motion was made by Kamer and seconded by Frank to
accept the Achievement Council.~s proposition. Motion aarri~d.
Utter was read from the State Highway Commission stating that a representative
would be hear after July 13tYt to talk over the problems of certa3.n highway signs.
This matter was referred to the Chief of Police.
Pars. Bezdek app~ar~c1 before the Council to ask that the Ba1:7. Park be rented
to the Clarkts Fork Post of the American legion for a baseball game on July 8' 1959.
St was the opinion of the Council that the Field be rented at a cost of 3,~.Q0 to b~
paa.d in advance.
Mayor Parker appointed Alex Vogel as e~.ectrical wiring inspector« F"reebury made the motion that the appointment be accepted. seconded by Ruff. Motion carried.
Parker brought up thy, subject of a new polio ear. He stated that the money
which would be placed in the General. Fund from the balance in the pity Hall Bonds ar~d
Interest Fund be used for this purpose. Motion was made by Ruff and s~*conded by
Beslanwitch that bids be advertised for a new car. Motion carried.
City ~hgineerts office reported that the Law^el Servie~nter had been ordered
to replace sidewalks curbs and gutter last years and had asked for an extensimn o~ time.
He stated that this Station wanted to replace the concrete around the station also but
they wanted ~Go be granted the same amount of Curb cut that they now have. Thy
Ser~v~.center is willing to do the entire job on that condition.

corner at Main Street and First Avenue. He reported -ghat the only th~.n.~ 7..eft 3.s sarn~ new sidewalk and some repair work. He stated that Johns-~on and McManus and Sehessler
had not yet made proper repairs.
A:£ter discussion, motion was made by Ruff and seconded by Beslanwitch that
this mater be referred to a com~n3.ttee appointed by Parker« Motion Carried. F~.rker
then appointed Ruff, Besl.anwitch and Henry.
Parker reported that Ru~sE7.l Cole was eomplainin~ about a crack in his
sidewalk. As this s2dewalk was guaranteed for only one year and four years have pa~seei,
it way the decision of the Council that nothing; could be done about it at this tune.
Pax•ker stated that he felt that there should be a budget co~rnitt~e. He then appointed Jack Freeburg, Chairman, Henry Kaiser, C~ci1. Navy, and John Beslanwitch.
Parker reported on water waste.
Parker reported that the Secr~~ary in the Engineers Office bela.eves that
she should be entitl~,d to the same pay as Mrs. Fisher in the ~lerk~s office. Bradley statF•d that changes in pay should be covered by Ordinance. After much discussion,
Motion was made by Ruff and seconded by Beslan~w3.tch that Parker appoint a ccunmi~tee to
look into this situation, and to draw up anew Ord.inanc~, to include provision for
inexperienced help. Motion carried with Parker appointing; Jack Freeburg,, Chairman'
Herman K. Frank and Henry Kaiser.
