A regular meet~.ng of the City ~our~cil of the City of Laurel, Montana, was
held in the Council Chambersa ~,nd was called to order by Mayor J. J. Parker at
7s30 otclock, P.M., on June 2, 199.
Upon reall ca11 the following ald~xr~en answered presents

Minutes of the previous meeting were read. Motion was made by ~u,ff and
seconded by Beslanwitch that the m3.nutes be approved a~ read. Mot3.on. carried.
A delegation froan the +C .ty Airport Commiss3.on app tared before the Co~aric l w~.th
Dr. Nottingham as spokes~.an for the ~roup~ and gave a financial report. Alpo this
group requested a mill levy for one year t~o enable them to improve the condition o~
the Air Strip. Several gentlemen spoke to the council in ~~vor of this Levy anel
mai.ntai.ning i~he airport in a good condition, and ma1~3.ng this strip into a paying commercial bus3.ness. Mr. Phil Morrow, Mr. ~l.ay Greening and Mr. Wes Vanderberg
from the Civ31 Aeronautics Comm3ss3.on, were among those addr~ssin.g the coune~7..
It way reported that the Ce~~rmiission had received 2,~OO.aO worth of gravel free from
the bounty, and had received much equipment and Labor from farmers and businessmen
in town. Also that the Farmers Un~i.on was ~.nt~endn~ to donate ~600.0~ worth o£ 03.1
i~ the ~ommi~sion would purchase a like amount. Mr. Morrow stated that the Federal Aviation Agency was encouraging as many all weather air strips ~ possible. It was
strong'1y suggested by all th3.s group ghat the l"lurii.cipa7. Airport be operated by the
City of laurel.
This delegation asked the opin~.on of the Council on a mill levy9 and an
inquiry as to 'the possible action of the Council was as ~ol~.aws: Ruff anc3. Ramee d3.d
not care to void an opinion at this time. Beslanw Bch, Ka~is~r, and Fr~~bury stated they were in favor and Naves Henrys and Frank3 against.
Qrd3.nance No. 479 getting up the mechanics of the Municipal Airport way read
in. full by the ~3.ty sClerk. Mr. Greening 'Gated ghat money to borrow way available
for a period o~ five years at no int~;rest from the Aeronautice Commission, and
Parker requested the opinion of the council as to whether or not to apply for a loan o~ $2,000.0 for this work. Motion was made by Beslanwt~h and seconded by
Fr~?ebury to hold up the eq~.ipment rental el.air~s ~'or a thirty-day per3.od, ~o allow the
commission a 1~.~t1~ money ~m v~rork wits. Mot3.on es~rried with Ruffs Navy, and Frank
vot3.ng t~A1o~~.
It way suggested that a member o.£ the C3.ty wr3.~e to Mr. ~`ranl~ W~.ley' D r~etor of the Aeronautie~ Commission. The original request should be made by the Gity of
Laurel voicing ~h~ desire ~o obtain the loan. A'~ this same dime,, the rec~aest should
be made to ask tY~at Mark Radcliff3 engineers meet with the Co~nc3:1. Freeburg made
the motion seconded by Beslanwiteh that the pity council ask for a ~i2~~0~.0~ loan.

Gene Bareness, Myron Erb, Mr. Handy, and others appeared before the council to a$k for a definite decision on the street sweeper. Lowell r~pc~rted on ~hi~.
Mayor Parker asked for an opinion of the council, and asked that ~hi~ program b~
accepted. Motion way made by Beslanwitch and ~~conded by Ranee to ~~:t up a ~txeet
sweeping district for ll'7 lots to be distributed to the business district at X1.5.44
per lot' with 10 lots being charged to the City o~ I;aurel at the same price. Motion

City Attorney reported that some of the graduate had purchased two keys mf beer, and had a bier bust, after graduat3.on. t3~ sugg~s~efl that the Po7.~.ce Departmen
be commended for their very load work in this eo~nec~ion.
Tt was suggested that as long as all reports for the month had been properly
s3gn~d by the various cha3.rm~n of the committee, that these reports be approved
all at once rather than one at a ~i~ne. Nio~ion was then made by Ruff and s~conc d b~ Nave that the monthly reports b~ approved. Motion earr3:ed.
Ruff reported on a meeting with the Park ~oM~m3.ttee, end it was their reco~unend~-.
t on that a~ least one piece oaf ~h~ equipment given to the City of Lau~e1. by the
Exchange !~Lub of Bill3.ngs be placed 3.n the ~ot~~h Park, wh3.eh ha.s na playground ~gta.3.p-
ment at all. Ruff a1~o reporteel that the Park hay been sprayed for dandelions.
He also reported that a ~amilg n~,s scone auetts on tn~ 5ou~n ~~.a~ ~n one ~s~y .um~.-~s,
and that there i~ a ~'a~m3.ly in town who have twQ sheep. It way also reported that a
family has a horse in the c~.ty limit. These matters were r~f~rr~d to the Po1ic Comm~.~tee .
Ruff brought up some CfLiE9t,1017~ r~gardin~ the off3.ce force. Parker and I,:owe~11
invited the new members of the Council to appear at ~a.ther o~ the offices and
invest ~at~ some o~ the work that 3.~ being donee if there way any question. ~'r~ebury
sated that the work of the Finane~ Corrunittee during the last two yearn was decidedly
easier than it had been in previous years. B~slanwitch stated that it was false ~eonomy to economize on off3.ce help. Parker stated ~ha~ 3n the fut~e, Cot~neil
meetings should be held in the Co~neil. Gha~mbers.
Nave inqu3r~d about the ,street detail on Fist and Alder.
Parker repor~~c that Frank P~.lrner had compla~.ned abou-~ his water bill.
Ka~,~er asked whether or not the City had an ordinance covering the> di~t~nc~
that was permis~able from the ~idewall~, to allow a h~d.~e.
Beslanw3.tch reported on several unpaid lie~n~es, and stated that he would make
a motion that the City 'treasurer be instructed to is~u~ Citations. Seconded by _ Henry. Motion earr3.ed.

approved for payment except the Airport claims for equipment rental, which are ~o b~

on Pennsylvan3.a and €~th an both sides of the streets Washington and 8th in one plac~~
a~ an approximate cost of $1,0.00 for the t~.le~ which would not cover the cost of
the fill. Kaiser made the motion' s~evnded by Be~lanwitch that the City Engineer f.x

Romee stated ghat there were some School signs which should be moved about a block. Parlor stated -ghat the signs should all be taken down for the sw€nmer.

Kaiser stated that he had had co~plain~s about cement truek~ spe~d3.n~
down railroad street. Tt was suggested that the owners of the truel~s be warned. This rr~at~er was then turned over to the Po]3ce Commit~~e.
Thy subject of the Roundhouse wa.~ main diseuss~d, with Bradley recommending
an amendment to the Licsns~ Ordinance to place more or 1e~s proh3.bit ve license fees
on th~.s time of busine~~.

~'reebury reported that the Water Committee and Purehasin~ comrn3.ttees had
discussed the purchase of pipe, hydrants, snd valve. After di~cus~ion by the City
Coun~3.1~ mat3.an was made by Fre~bury and seconded by Ruff that this material b~
advertised far bids as soon as possible.
Parker reported on investigation of a new garbage dump, and reconimend~d
that a certain plot b~ considered after speaking to Jake Kukes~ the owner, and after
di~gi.ng in several places to discover the type of soil. Mota.on was made by ~'re~bury
and s€~cox~l.ed by Beslanwiteh that the report o~ the cp~unittee be approved. Motion
carried.
Mayor Parker report~.d that the Man~ana Munie~pal League meeting was being
held June lly ].2, and 13th in Great Fal~~, and that some one from the City should
at-~~nd. Motion was made by K~.iser and seconded by Beslanwltch that Jake Ruff be
appointed to go to the meeting. Motion carried.
Subject was di~eu~sed about a barn for the City equipment, and it eras s~zggest~d that this matter be held in abeyance for .little while.
It was brou~h~G to the attention of the Couz~czl that now teas the time to
ad~rerti~~ for bids for the City Liability Insurances if the Counc3.1 desired to do so.
After discussion, it way the opinion of the Council th~.t the method of purchasing the
Instzra~a.ce not be changed. Motion was made by Frank and seconded by Beslanwitch that the insurance be carried as before. luIotion carried.
D3.ck Thrum stated that Pete Thomson had asked for a peti-~ion For curb to
curb blacktop,, end r~port~d that the cost would be at least ~6~..0~ plus the dill
gravel. He also reported that Dr. McLane and others had guaranteed 104 signers for
one side of the street, but the City Park is an the other side, and i~ way decided
that, the Park could not participate in this much expense this year. Thy City Engineer wanted to go on record as stating that h~ would guarantee this cheap fob ~'or two
Meeks.
Mr. Gross appeared before the coune3.Z and asked whether or not a letter had
been written for facts and fi~ure~s to the ~.tv o~ Glendiv~. A'i~. Rathbun. read figures
from a letter receiv~:d in return.
Dick sugg~~t~d that several plwr?bers be called to inve~tiga~e the cost o~
plac~n~ a drinking fo~ta3.n outside the Council Ch€~nbers. Medan was rr~adQ and
Seconded that this be done.
