May 19, 1959
A regular meeting of the City Council of the City of Laurel, Montana,, was
held in the Council Chambers and way called to order by Mayor J. J. Farker~ at 7s30
o~clock, P.M., on Tuesday, Mr~y lgth~ 1959. The meeting was opened Frith a prayer by

The minutes of the previous meting were read. Motion way made by Ruff and
seconded by Freeburg that the minutes be apprev~d. Motion carried.
Mr. Mansikka~ appe~.red b~for~ the Co~aricil regarding a City Directory ~'or
19 9. Motion was made by Freeburg and seconded by Ruff that this directory be purchased,
and kept 3.n the police depar~men~. Motion carried.
Mr. George Ulschak appeared before the eovnc3.l to ask whether or not there were
any improvements planned for Third and Fourth Avenues.
M;r. Gross appeared before the Cot~nail and quoted certain figures that a group
had obtained for blaektopping curb to curb. H~ quoted 7¢ per square foots or ~29~.0~
per thirty-foot lot.
Bi11 ~taudin~er appeared before the council in regard to open ditches. Motion was made by Ruff and seconded by Romer that th3.s matter be referred ~o the Street and
Alley Co~nmtte~. Motion carried.
The question off' creating a Special Improv~xnent Di~triet for the above work
was discussed.
City Clerk reported that she had received no ob~ectio~,~ to the vacating and abaMdonin~ that certain alley in Block F3vc of Hageman u~.bcl.3.vi~3on~ S~eond Filing.

ORDINANCE N~. ~ ~7~ BEING AN ORDINANCE DI5~C(3NTINUTAIG~ ABAAID~IING, AND VACATING THAT CERTAIN ALLEN IN BLOCK FIVE OF TfiE ~iAGEMAN BUBDIVTSION, SECOND FILING, TO THE
TOWNSITE OF EAST LAUREL, N0~ CITY OF LAUREL, MONTANA.
In this connection, motia~ was made by B~slanw3.teh and seconded by Ruff ghat
this ordinance be adopted. Upon ta1~3.ng ro1.1 ca11 votes all aldermen present voted '~Aye~~
and paid Ordinance was declared passed and adopted.
City Clerk r~:ad a written report of a meeting held by the Recr~atian Board.
Mot3.on was made by Beslan~r3.teh and seconded by ftomm~e that this report be approved.
Motion Qarried.
Regard~.ng the request of Mr. Gene Barsn~ss for a water taps Mayer Parlor re-
pvrted on a meeting with Dr. P+i~Cauley' and other repre~ent~.tives~ and stated that it was possible that the entire block wc~ald come into the City and consequently ~mlve t1~~
problem.
The Police Committee was asked to report on the Monitor Receiver for the Police
Department. Beslariwitch stated that the T,atarel Radio Shop had ordered the Receiver at
an approxa_mat~ cost o~ $59.C!0.
Dick reported that Mr. Clarkston from the utat~c Board of H~a1th had begin i.ri
Laurel, and had asked. to inspect the Sewage Disposal. Plant,, and the Water Plant. He inquired wh~th~r or not anything; more had been dpn~ regarding the land f 11 project.

Report was given on the number of water yaks that had. occurred during the

Ruff reported that an overflow manhole dotan by the digester was all rotted
out, He stat;ec3. that it would need to be replaced. Mr. Ruff also stated that the N.P. mater line way 3.n a bact shape and the council should b~, thinking about 1ay3.ng our
own line. Also discussion about water hydrants.
Ruff reported that the Park Committee had looked at the P1.aygro~and equipm~:nt
that the B~.1lings Exchange Club had donated to the City of Laurels and. reported that w~.
had received one combination unit with two sma11 swings and two basketba7.1 backstops. Thy question way raised as to which park to place this equipment 3n. Motion was made
by Beslanwitch sand seconded by Kaiser that this mater be referred to the Park and
Recreation Committee with authority to act. Motion carried.

The City q.erk reported that she had been authorized by the GJomen~s Club
to order one heavy-duty Merry-go-round for the Park.
Beslanwi.-Gch reported ghat the 1'o1i~e Committee had investigated the
possibility of allowing a right turn. by the Post, office after coming tc~ a complete stop
as req~.~sted by Judge 5terre~t. He st~.ted that the comm3.ttee recommended that the
right turn be a17.awed on First Street' on the e4rner where the Thriftway is~ by cars
going wegt~ and intending to turn north. Diek reported that two signs had been ordered informing dr3.vers of this fact. He also reported that the committee had investigated
Mr. Hu~f~~ request for ~.'~No Truck Parkin~f' sign from Fourth Avenue past Greening
t~.evrolet on Main Street. It was the recommendation o.~ the Police Cor,~m3.ttee that
Mr. Huffts request be den3.ed.
Romee stated ghat the old tower on the grand stand had its windaw~ broken outs and asked that this be taken down. Motion was made by Beslanwi.tch and seconded by
Romee that this be done. Motion carried.
Nave asked what could be done about overflow water from Bernhardt~~ ditch at
Fourth Avenue and Alder.
Romee asked whose trucks were doing the work at Dr. Hansonts on First Av~nue~
and then reco~m?ended that a letter be sarit~en to Alex Behm and ask him to put up
danger sins.
Frank agreed what disposition had been made on the Claims for Chuck Wood's
Severance pay. It was r~;ported that this had been taken care of.
Frank inquired about the aa.rport, and whether or not the City cnrwne~3 the land.
He was informed that the land is leased and A'Ir. Bradley stated that the lase had been
obtained wa.~h a good deal of di~'~iculty, and reconunended that it not be let go. Mayor
Parker explained abort the m311 levy.
Tt was brought to Mayor Farker~~ attention that he had neglected to ask for nominations for President o~ the City Council. Ruff nominated Mr. x'reebury~ as Senior
m~mb~r of the C3.ty Council. Motion was seconded by Kamer. There be~i.ng no further
nom3.na~ions, Mr. Freebury was el~c~ted by unanimous vote.
Mr. Throw stated that he had met Frith -the Chamber of Commerce in regard to
the purchase of c~~ar ~tr~~t sweeper. He stated that the members unan3.mou~ly agreed to support the engineerts proposal of the ~1~.~0 per lad per year charge for the sweeper.
H~ stated that two persons had not ~~t been con~acted~ and there would be a report very
goon.
Karl George was reported for dumping wheelbarrow ].Dads of dirt in the City
gutter.

After discussion, motion was made by Beslanwi.teh and seconded by Freebury that w~ rent
this equipment for a dime, to ~.ry it out. The rental to apply on the purehase~ price if
the equipment is purehas~d.
Street Sprinkling Districts ~rere discussed. Motion was made by ~'reebury and
seconded by Beslanwiteh that we create they Distriet~ upon receipt of petitions cont~ina.ng
signatures flf 90~ of the property own~r~ involved. Mayor Parker called for a ro3.l eaLl
vote with the following results. Freebury~ Yes3 Beslanwiteh, Yes,, Ruff, No; Rorriee~ Yes;
Henrys No; Kaisers Yes; Nave, No; Franks N4. 3'here being a t,3.e 3.ri the Councils Mayor Parker voted ~1Yes« to break the ties and the motion carried.
RO1T1E~ stated that the Council should consider same housing for the City Equipment. .
Bradley stated that there had been complaints about the Round House'~and
recommended that the license ordinance be mended to include teen-age clubs and. malc3.~g
license fees high engngh to discourage any of th~s~ clubs. This matter was turned
over to the Police Committee, and the City Attori~.ey' and motion was made by Frank and seconded by Kaiser that the meeting b~ ad3o~arned so that the entire council could
investigate this Club. Motion carried.
There being no ftar~Gher business to come before the Council at th3.s time
motion etas duly made and seconded that the meeting be adjourned. Motion carried.
