January 6, 1959
A regular meeting of the City council of the City of L'aure~~ Mon~ana~ was
held in the Council ~ChamMers, and way called to order by Mayor J. J. Parker at 7:30
otclock, F.M., on Tu~?sday, January 6 1959. Thy meeting w~ opened with a prayer
offerred by ~he~ Reverend Holland Vernon of the F~.r~~ Methodist Church.
Upon roll call the following aldermen answ~,red pr~ssnt: .

Mr. dim Deleeuw appeared before the Council relative to the contract to ~.andle
the g~.rbage collectit~n for the City of Laurel. Zn this connect one Z~t~~r w~,s read
from Tim's Enterprises. as follows

We would like to submit a bid for the collection of garbage with the C3.ty limits
of ~aurel~ Montana.
We (Timis te~rpris~~) of Billings Montana, offer the price of ~?10,000.QO {Ten
Thousand dollars and no/10t?) to purcha~~ the busine~~ and ~x st3.n~ equipment, con~i~t3.xig
of.a 1953 GMC truck and Garwood Paaker.
This offer ef~'ective only if a con~raet with the ~Ci.ty of ~au~el is drawn up making
T3.m~~ Enterprises the ~o1e collector of garbage withix? the City of Laurel, Montana, for a period of not less. than f3.v~ years from date of contr~et.
W~ wlll obtain and maintain the garb~.ge dump accard3ng to sanitation laws,. by
%bur~i.ng and land fi7.1.~ and of course would appr~eiat~ any help frmn the City Council ar
members in obtaining the proposed dump ground,
Rates to b~ as ~'oZlnws;
One day a week pickup service including dumping of incinerators or barrels and garbage collections X12.00 per year.
T'wo days a week service, including ~am~ as above X18.00 per ~Fea~.
Daily pickup on commerci~. aceount~ ~3.x days per. week deluding dump3.ng of inc n-
erator barr~Is price to be worked out and approved by the City Council.
All moneys contracted within the City 13mits wi:11 b~, paid to the City of ~aurel~
according to the accounts on record and Tirn~~ EYiterprises to be pa3:d by: monthly billing on or b~:fore the iQth of thy, follo~r3.ng month.
Equipment necessary to perform the proper service to the customer is available

Mayor Parker called for opin3.ons of the Council. It ways the opinion of
most of the Counc3.1 that the City would keep on with th~;ir own-.set up for nowt and s~~
how ~ would work out. Mr. Ruff staffed that he f~l~ that we could not accept this
bid until. we have advertised and r~cei~ed other bide. Mr. Deleeuw s~a~ed that he would
like to have us keep ham informed.
Report of the Health officer was presented. Motion way made by Ruff and
seconded by,Rodger.~ that this report ~e approved. Motion earr~.ed,
L~.brary r~por~ for the month off' December was presented. Motion w~,s ~nad~ by
Menello and s~cancled by Rodgers that the report be approved. Motion carried..
Vetter was read fro~? Modern Chevrolet r~gardin.g 2J~-hour wrecker service.
Mx°. I,euthold suggested that -this Zetter be turned over to the Polies comm3.tt~e who
would meet with the patrolmen and inform them that Smith~~ Super ~~rv3.ce and Modern.
Ch~vroiet be given every other wrecker call.
City Clerk repor~~d on charges being paid by custc~ers who had to b~ charged additional on their tars.
City Clerk reported on ].3.eense fees not. being paid by Doc ~ka~es. Mot3.on was
made by Beslanwitch and seconded by Leuthold that this mattEr be called to the attention

of the Police Depar~rnent, «~nd that citation be issued. Motion carried.
~icen~e fee paid by Beverages of Billings was paid uz~d~r protest. Motion
was made by Freebury and seconded by Rodgers that th.i~ letter be turned over to the City Attorney. Motion carried.
Report of the Poliee Judge was presented. Motion was made by Menello and
secancied by Rodgers that, the report be apprav~d. Motion carried.
Reports of the Patrolmen were presented. Motion. was made by M~n~llo and
~ecai~ded by Rodgers that the reports of ScYrmicit,, ~enhard~~ and Gaston be approved and that the report e~f Mr. Woods ~e rejectcsds and turned over to the Police Committee
with instrvetions fir a meeting at E:30 o~clock on Thursday, January 8, 1959.

Motion way made by FY~~ebury and seconded by Menello that the claims be approved.
Motion carried.
Lowell reported on the water rates for the lamer meter. Motion was made by Horn3.n~ and seconded by Ruff that this matter be turned over to the water committee
for f'~rther investigation. Motion carried.
Hoa~rLin~ stated that ~e was asked about T„aur~ l~s connection with arty Civil
Defense Program. H~ stated ghat the American Legion has no programs and no other
organi~zat,i.can that we have been able to locate has done anything about it. Mr. Parker
stated that he had some literature on tYiis mater.
Mr. Ruff stated that he had h.ad some requests as to where out of town peop7.e
cou~d get w~.ter when we had afoot-day holiday.
Mr. Rodgers st~.t~d that there way a shortage of manholes in c~;rtain pasts of
town. He stated that he would 13.ke to see extra ones installed where they are needed.
Mr. Rodgers also requested that the mechanics overhaul some of our equipment
at this time arzd get all of it in first class condition for the time whin it will be
needed.
Rathbun recommended that the pity purchase asewer-roddin~; machine at an approximate cyst of ~l~,600.00. Mr. Throm asked for permission to advertise for bids
for .street department truck. The truck owned by thQ Street Department now, would
b~ sold to the Water Depar~,m~nt. Motion way mods by Rod.~ers and seconded by Horning
the the engineerts offYce be given the authority to purchase a new truck. Motion
carried with Ruff voting '~+No~~.
Throm recommended to the council that the city pay the balance due to Farmers Union and Krug 13roth~rs~ from the Sprinkling District Funds. Motion was made
by I;euthold and seconded by Ebersvill.er that these concerns be paid in full. Motion
Carried.
As the above transaction will overdraw -the Sprink3.~n~ District Funds by
about Five Thou~ar~d Dollar~~ the following resolution was then presented:
RESOLUTION RiO. 1086 M
Resol~u~ion N'o. 3086, being a resolution transferring certain fronds of the
.City of Laurel to the Sprink3ing District to close out the di~triet. Motion way
made by Leuthold and seconded by Rodgers that tl~i.s resolution be adoptEd. Upon taking ro11. call votes all aldermen present voted ~~Aye~~, anal resolution No. 1086 was decl.are~d
passed and adapted.
Them being no further business to come before the council at this ~imei
motion was made and seconded that the meeting be adjourned. Motnin Carried.
