J. Parker at 7:30 o'clock, P.M., on Tuesday, vecember ?0, 19bo. Upon ro11 call the following aldermen answered present: J. E. Freeburg St~~re Rome Jake Ruff John B~slanwitch Cecil Nave Alex Henr~r Henri Kaiser Herman K. Frank The minutes of the previous meeting wire read. Motion was made by Beslanwitch and seconded by Freeburg that the minutes be approved as read. Motion carried. Mr. Kreig, a representative of the law firm of Coleman, Jameson and Crowley appeared before the Council stating that he was representing Bev~rage~ of Billings in regard to their license fees. His request was that the City council take action and instruct the City Treasurer not to attempt to collect from the Billings Beverage Association, as they have paid their 1960 license fees under the protest and them is a litigation pending in the courts as to the legality of such a license fee. After much discussion, motion was made by Freeburg and seconded by Beslanwitch that our pr~5ent license ordinance b~ enforced, at least until. a derision is reachad on the law suit. Refund of both the 360 an~ 1961 license fees tQ be made if the decision is in favor of the Billings Beverages A~sc+ciation. Motion carried. A Mr. Cameron appeared before the council on-a matter of the same nature. HP is in the loan business and is using Groshelle's mffice as a place to pick up Y~is mail. He says he does not have an office here, however, h~ i~ doing business here. Mr. Cameron was told that the same decision went for all parties concerned. He then stated that his company would n~ longer do business here, and left the council chambers. Ed Fox, Robert Wagon, and Don Lenhardt appeared before the council to protest the fact that Earl Crows Ed ~'ox, and Herman Mich~El dick not get their automatic 1~¢ per hour raise after they had been here with the City for a period of six months. The fact that these men were given a l~¢ per hour raise after 22 months with the pity should not be considered, Lenhardt said. Lenhardt was under the impression that the automatic raise after six months was incorporated into the City's minutes. ~'he City +~lerk reported that since she had come to work for the pity that there was no such item in the minutes. Freeburg stated that Y~~ thought this matter had come up in committee meetings rather than at a regular council meeting, and he also stated that he remembered discussing this matter, but there had been no decision made. Ruffs Frank, Kaiser and Beslanwitch were of the same opinion, but Lenhardt did nod appear to be convinced. After much discussions Frank suggested referring this matter to a corsunittee, and made such in the form of a motion. Seconded by Kaiser, and the motion carried. kfter due consideration, in which A4r. Freeburg, as chairman of the fina.r~ce committee asked to b~ excused from working on this committee, Mayor Parker appointed Frank, Henry, and Beslanwitch. George Metzger appeared before the council regarding the following petition; Honorable Mayor and City Council Re: Alex and Lorene Be~.m We, the undersigned, of East Maryland Lane request that the water taps on both of the Alex Behr properties on East Maryland Lane be turned off, until full payment o~ ~26n,n~ be made to the undersigned. Also, if said properties on ~:ast Maryland Zane are sold and water taps are unpaid at the time of sa7.e,-water taps are to be paid by party or parties purchasing properties. Ater discussion, whereby it was the opinion of the City Council. that phis was private business, and no concern of the City,, motion was made by Ruff and seconded by Henry that the City write to Mr. Rehm, and inform h~.s that the utter had been brought before the council, and asking that he take care of this problem. No discount to be allowed on Sewer, as it would necessitate too mue~ expense to trie City of Laurel, bit the regular advertised rate of X1.2(? per month be lowered to ~l.l~ instead. Motion was made by Frank and seconded by Beslanwitch that this Qrdinance be passed aa~d adopted. Upon taking roll call vote, all aldermen present voted "Aye~+ and said ordinance was declared passed and adopted. Motion carried. After much discussion as to the feasibility of placing seals vn the spindles and candy boxes in the bans, motion was made by Kaiser and seconded by k~reebury that this matter be turned back to committee. Motion carried. li I Minutes of the City Council of Laurel ~'arker asked for a report on the polio car. Be~l~nwitch reported ghat the City will trade for ~1,2(~0.0~ plus 1~O.Qp for ~ran~ferring theequipmen~. The extra 1t3~.~0 can be paid ire ~Tuly, 1961.,, after the next budget i5 made up. ~hi~ was the recommendation of the committee. Motion was made by Ruff and seeo~.ded by Henry that the reco~amendation of the co~nm tee be accepted. Motion carried. Frank asked for tie sanction of the entire council for putting in-radar equipment for sp~~sders. He stated that it ~ou1d entail no cost to the City, other than a percentage of the dines collected ire this connection. Mr. Bradley stated that this would require an ordinance, and did not know whether or riot ~u~i a~ arrange~aent could legally be entered info bar the City.
