HomeMy WebLinkAboutCity Council Minutes 12.06.1960Minutes of the City Council of Laurel December b, 1960 regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and was called to order bg Mayor J. J. Parlor at 7:3Q o'clock, P.1~., on Tuesdap~ December 6, 196. Upon ro11 call the following; aider~en answered present: J. F`re~bury Jake Ruff John Beslanwitch Steve Rome Cecil Nave Henry Kaiser Alex Henry Herman I~. F`r~.nk The mi.n~.tes of -the previous meeting were read. Motion was made by Ruff and seconded by Henry that the rni.nutes be approved as read. Motion carried. Don Buska appeared before the council with a group of Boy Scouts who are currently studying citizenship. Mayor Parker welcomed the boys. Later in the evening during the recess to discuss the bids, the boys were introduced to the council. Edgar Gam~z and Bill Lofeman appeared before the council to regue~t an easement through certain City property. Bradley stated that the actual loc~.tion of the ~asement~ and cost involved should come before the engineer's office, and he should make a recommendation to the City ~ouneil. Motion was made by Beslanwitch and seconded by Kaiser that the engineer's office be allowed to negotiate with these gentlemen, and come up with a recflmmer~dation to the City Council. Motion carried. The line ~rould cross dart of the water plant property and part of the Riverside Park prop~:rty. Dewey Nunn and Chet Herbert appeared before they Council to r~por~, on their school that they attended in Bozeman. Both of them thanked the Council for the opportunity of attending this meeting. Mr. Prill, Mr. Lowell, and Mr. Norstrvm appeared before the council relative to a problem of facilities to a home that h~ is building adjacent to the Ingraham Subd.ivision~ and part of this property is not yet platted. The 'City-County planning board has approved a tentative plan for this prap~r~y. Parker stated that as the Planning Board has approved a tentative plans the persons invo~.ved would have to petition the City Council for a Special Improvement District for Sewer axed Water. Bradley stated that the State Law prohibits taking any property into the City Limits unle~~ it is platted. He also stated that it must be platted before any Special Improvement District can be created. Bradley suggested that the license ordinance be amended to ir~elude these spindles a,nd boxes. Possibility of purchasing stamp$ Baas brought up. After discussion, motion was made by F'reebvey and seconded b~ Henry that this matt~ar be turned over to the policE committee and finance committee! for further study, and recorr~nendation to the ~i.ty Council. Motion carried. Beslanwitch reported that it has been customary in the past that the City ~ Council allow the police a maximum of 5l~ hours a~ ~2.~~ per hour for overtime put in during the gear, and said amount to be paid before Christmas. motion was made by Ruff and seconded by ~.omee that this overts.me bonus be allowed again this year. Motion carried. City -Clerk asked for p~rmis~ion to leave the State. I~totion was made by Ruff and second~:d by Beslanwitch that permission b~ granted. Motion carried. II I I Minutes of the City Council of Laurel Motion ~aa~ made by Ruff and seconded by Freeburg that these bids be turned over to the finance and police committee for study and report back to the pity Council. Motion cas~ried. There upon Mayor Parker declared t~:n-rrt3.nu~e recess for the consideration of these bids. Upon re-convening the Council meeting, the ?chairman of the Police ~ommit~ee was asked for a report. Beslanwitch reported that it was the com~nittee~s recoTnmendation that both bids be rejected because of the high prices. Motion was made by Ruff and seconded by Kaiser that this recommendation be accepted. Motion carried. Beslan~ritch also suggested that the Mayor appoint a committee to Megotiat~ with both these companies to try to get a better price. Motion was made by Ruff and seconded by Kaiser that the Mayor appoint the Folice and Finance committees to work on this problem w3.th authority to act i~ the cost can be kept within the budge. Motion carried. The following monthly reports were presented for approval. Treasurer's report Cash report, Report o~ the Police Judges reports of the patrolmen, Library report, I~ budget report and revenue report. lE'Iotion was made by Freeburg and seconded by ~ Beslanwitch that these reports be approved. ATotion carried. Official Bond for Police Judge Sterrett was presented for approval. Motion was made by Beslanwitch and seconded by Romer that this bond be approved. motion c~.rried. Application for Police man signed by l~llan D. Smith was presented. M~~tion was made by Freeburg and seconded by Kaiser that this application be placed on file. Motion carried. Letter was read from the Montana State Highway Commission stating that they would not be needing the property for a weigh station any more. Now that this property will be coming in-~o the City Limits __City Engineer stated that we can go ahead with Special Improvement District X90. ~J'he pity will need to vacate a certain alley. The lurch wishes to deed one lot to the pity of Laurel. Bradley suggested that an easement be granted by the Church instead. ,dick suggested that we advertise the bonds for sale. After discussion, motion was made by Henry and seconded by Kaiser that the City engineer be authorized to advertise for ids for S.I.D. #9~. Motion carried. Motion was then made by Ruff and seconded by ~eslanwitch that the City ask for an easement rather than the deed to the ln~. Motion harried. Motion was made by Beslanwit~~a and seconded. by Romee that this resolution be adopted, with the stipulation to dispense with the advertising of Intention by reason of 1Q0~ signatures of the property owners involved, on the petition. Upon taking roll call vote, all aldermen present voted '~Aye~' and said Resolution was declared passed and adopted. Dick reported on a meeting witY~ Mr. Gibbs in regard to the Sewage Treatment Plant. He also stated that we have been given credit for $~3,5Q~•~~ of the original amount of $7,~~`f~.00 that was paid to Mack and Veatch. Mr. Cribbs agreed to hiring 1oca1 ~ people whenever and wherever possible. Should be able to start the plant around the firs of April. Resident engineer to be hired for as long as necessary, which will probably be one year, at a sum of ~1,~~0.~!~ per month. Bradley to draw up the Ord.inanc~ No. 5~2 _ , ~,f, which will set up sewer rates as of January 1, ly~l• Freeburg announced a meeting in the council ~hamberr for anyone interested. To be held on December 11, 196 , at 7:3~ o'clock, P.M. Discussion of th.e railroad merger. Ruff reported that there would be a meeting of the Legislative committee, to be held on vecember 15, 196, and asked that he be allowed to attend. Motion was rna.de by Nave and seconded by Beslanwitch that Jake be allowed to go. l~~otion carried.
