Minutes of the City Council of Laurel November 15, ].960 A regular meeting of the pity Couneil of the City of Laurel, Montanan was held ~in the ~Cvuncil ambers and was called to order by Mayor J. d. Parker at 7 :34 o~clocls, P.M., on Tuesday, November 15, 196Q. Upon roll call the following aldermen answered presentz Jake Ruff John Beslanwitch Alex Henry Henry Kaiser Herrman K. Funk 'Cecil Nave Steve Rome The minutes of the previous meeting of November 1,, 196 ,were read. A'Iotion was made by Kaiser and seconded by Beslanw3.tch that the minutes be approved as read. Motion carried.. Keith Borders, who is currently employed by the Coca Coia Bottling Works, appeared before the Council to ask about the possibility of starting ateen-age recreation center in Laurel. It was pointed out to Mr. Borders that the initial expense would be quite high and that so far this type of thing had not been too satisfactory. Mr. Borders was requested to investigate more thoroughly, get a possible site for this center, and make a written request to the councils possibly with the idea of having some live music. Motion was made by Ruff and seconded by Henry that this matter be held in abeyance until he had more information. Motion carried. W. H. Gaston and D. C. Lenhardt appeared before the council to clarify certain license situations It was the opinion of the council-that this lic~snse ordinance is much better than the previous one we h~.d. Motion was made by Beslanwitch and seconded by Romee that our license ordinance be enforced. Motion carried. 't'his being the time and place for the canvassing of the returns of the Special City Election held in and for the City of Laurel on November 8, 19~~, to vote upon the question of issuing ~3~~,c~0.C~0 in Sewage Disposal General Ubli~;ation Bonds o~ the City of Laurel the amity ~].~rk presented the returns of such election, proofs of the notices and holding of said election, all of which were examined,, approved, and ordered placed in the bond transcript. Ruff as alderman from the first ward, stated that the court of the returns in the First ~Tard was correct. Henry as alderman fro~? the second ~niard stated that the count of the returns in the Second Ward was correct. Beslanwiteh as alderman from the Third TnTard stated that the count of the retzzrns in the Third Ward way correct. Frank from the Fourth Ward stated that the canvas of the returns in the Fourth was correct. Motion was made by B~slanwitch and seconded by Henry that this ordinance be passed a.r~d adopted. Upon taking ro11 call vote, all alderman present voted "Aye" and said ordinance was declared passed and adopted. Certain reports of the City of Laurel were presented as follows: Cash Report, Budget Report, Revenue Report, and Treasurer's report. Motion was made by Beslanwitch and seconded by Romee that these reports be approved. Motion carried. i Dick asked whether or not the council would like to have Bl~.ek and Veatch do the work on the Sewage Treatment Plant. He also mentioned the possibility of getting a refund of ~3,5~~•~'0 on the original 7,~C~0.0~` paid to Black and Veatch for th~i.r survey. Dick stated that he would rECOmmend to the Council that they consider a resident enga.neer Minutes of the City Council of Laurel and stated that he felt that the cost was justified. Also mention in the contract that local labor is to be used on this construction project wherever and wherever po~5ible. After discussion, motion was made by Beslanwitch and seconded by Romer that the Mayor be anthoriz~;d to negotiate with Black and Veatch for the completion of the contract regarding plans and specifications, including supervisory work for the Sewage IIispos.al Plant ~.nd i.nterceptor lines. Motion carried. Ma~ror Parker asked that each alderman studg over these plans and recommendation. Parker stated that he would also recommend that these new sewer rates go into effect on January Z, 1961, with no discount on the new seer charge. Motion was then duly made and seconded that the M~~orts recommendation be accepted. Motion carried. Dick reported that they have been looking for a new place for a skating rink. He stated that there was space .cross the street from Nutting Park owned partly by the C3i-,~r and partly by Ids. Margaret Stegriy. Mrs. Stegriy wil]. allow the property to be used a~ a skating rink. Water will have to be run to the rink. Motion was made by Beslanwitch and seconded by Ruff that this spot be approved. Motion carried.- Dick reported on the Water Replacement work. He showed a piece of pipe that had. been replaced lately. ~Ie stated that he f~±~ls that copper should be put in place of the galvanized pipe, and the property owner be charged for this. It was the opinion of the council that the Gity Engineer be autY~orized to replace whatever water lines are necessary from the water main to the curb stop. Parker stated that Barn O'Leary had been contacted abort sidewalk, curb and gutter replacement. Dick stated that the company had agreed to replace phis right away. .'his being the time and place for the opening the bids on the Police car,, after discussion, motion was made by Ruff and seconded b~ Frank that the time be continued until the next regular meeting on December 6, 196. Motion carried. Parker stated that when the boy' Scouts delivered the parnphl.ets on the ~.D. Plant, the Council agreed to give a series of four talks on various s~b~ects to the Scouts. He said that he would take the first one on 1~Iednesday, Novemberl6~ 1960, and Mr. Bradley to tak~± the last one. The other two mill be decided upon at a later date. Ruff reported on Riverside Fark, and the possibility of an emergency budget. Ruff alsfl reported that we have a chance to b~.y a pickup truck for the Parr. After discussion, it was the opinion of thc~ eo~ncil that sae should waif until springy and then make arrangements to buy one after the budget. Parker reported on the police investigation of Bezdak's broken window. Kaiser reported a request from the Gem Floral for a loading zone. Tt was pointed out by Bradley that we have always refused such request be denied. Motion carried. There being no further business to come before the council at this time, motion was duly made and seconded that the meeting be adjourned. This being the time and place for canvassing the returns of the Special Bond Election, held. in the City of Laurel, Mcntana, on November 6, 1960, and pursuant' to the requirements of the revised codes of the State of Nlcnta.na, to-wit, Statute 11-2312, 1947, the City Council met as canvassing Board for the purpose of canvassing the returns of the Special Bond Election held. in the City of Laurel, Eonta.na, on November 61 1960, Player J. J. Parker, presiding. Upon roll call, the following aldermen answered, present: Jake :Liuff John Beslanwitch Alex Henry Cecil Nave Henry Kaiser Herman K. Frank Steve aornee The Ilaycr appointed as tellers to report c'n the returns of the Special Bond Election held on November 8, 1960, Aldermen .guff, Kaiser, Frank, Romee and Beslanwitch. The tellers having c.pened and canvassed the said. returns reported as follows: "Shall the City Council of the City cf Laurel, Plontana, be authorized. to incur an indebtedness of said City by issuing in the name of said City its negotiable General Sewage Disposal Sys-Lem Bcnas, in the total principal sum of $300,000.00, sai.c. bonds to be payable cn the am6rtization plan c'r to be serial bonds as provided by law, and to bear interest at a rate not exceeding 4`0 per annura, payable semi-annually, said bonds to be issued to provide funds to be used for the purpose cif construction and installation cf a Sewage Disposal System and improvements to the existing System, including main interceptor lines within and. without the corporate limits of said City, and may the City Council levy a direct annual ad valorem tax upon all the -taxable property in said. Upon roll call vote, all aldermen voted "Aye", and said motion was declared passed and adopted. Aldermen huff presented the following motion: VHEiUM the returns from the various precincts cf the various wards of the City of Laurel, Montana, for the Special Bona Election of qualified electors who are taxpayers upon property within said City, and whose names appear upon the last preceding completed assessment roll for State anti County 'T'axes as taxpayers within said. City, which said Special Bond.
