November 1, 1960
A regular meeting of the City ~~tancil of the pity of Laurel, Montana, was
held in the ~ovneil Chambers and was called to order by Mayor J. J. Parker at 7s3~
o~clock P. M., on Tuesday, November 1, 196 .
IIpon roll call the folla~.ng aldermen answered present:

The minutes of the previous council meeting wire read. Motion was ~a
bar Kaiser and seconded by Romee that the minutes be approved with the correction
that the purchase of the chain saw be re~err~d to the purchasing committee. Motion carried.
S-~eve Ro~ee reported can the possible of a new saw. after discussion, motion
was made by Freebtary and sECOnded by Huff that the p~zrchasing cotmmittee make a little
further study of this item, and purchase same if it tees fit. Motion carried.
Arnold B~zdak appeared be.~or~ the council and stated that the Achievement Council was havri.ng a Sears Roebuck man here to meet in the council chambers to discus
the matter of a medical center, and any interested parties invited tm attend.
He also reported that a rock had begin thrown through his store windows and
stated that he was not satisfied with the investigation made by the polio. Parker
to investigate and report back.
The following reports were presented for approvals
Library report; Trea~urer~s report; Report of the Police Judge; R~port~ of
the patrolmen. Motion was made by duff and seconded by P1ave ghat these reports
b~ approved. Motion carried.

PROPOSED SE(nTAGE TR~~A~MEN~ ~~QRI~ OF THE CITY OF I~UREL, was pres~:nted. Motion was
made by Rtiff acid seconded by Fr~~b~r~ that this resolution be adopted. Upon taking
roll call vote, all aldermen present voted ~tAye~ and said resolution was declared passed and adopted.

Motion eras made by Freeburg and seconded by Ruff' that the claims be
a110wed. Motion carried.
Freeburg asked permission to leave the State. Motion was made by Huff and
seconded by Dave that permission be granted. Motion carried.
Ruff reported that as Riverside Park was short of money, we should try again
to collect the ~165.~?f? that is owed on the ~abin~ from the Victor Pear~ons. Freeb~u°y
reported that ~l~e Rifle Club has not yet paid their insurance. Motion was made by
Ruff and seconded by Nave that the City clerk write to the Rifle Club about this bill.
~ Motion carried.
Kaiser reported that the South fide PTA ~rould like; to get their curbing
painted around the school because of the parking problems.
Dick reported that Alex Vogel had been off with. an injured back.
Dick reported that the south side skating rims is ready.
Dick reported on the dynamiting of st~unps.
Minutes of the Airport commission meeting of ~etober 1CJ, 1960, were read.
Motion was made by Ruff and seconded by Frank ghat the City ~ouneil approve the minutes
as read. Motion carried.
Minutes of the Airport Commi~sio~. meeting of October 31, 196 ,wire read.
Motion was made by Kaiser and seconded by Freebtzry that these minutes be approved as read.
Motion carried.
Dick reported that there had been a complain about outaoor pl~unbing on the
'south side. He stated that if the Council would go on record as standing firm and
requiring sewers in the City Limits, that possible the welfare could do something. After
discussion, motion was made by Ruff and seconded by Kaiser that the City make no exceptions regarding outdoor plumbir~. Motion carried.
Dick stated that in the past the City Gozzn~il has approved the sending of
one or more mien to the G+Tater and Sewage Works meeting for 2 or three days. ~ft~r
discussion, motion was made by Nave and seconded by Frank that Dewey Nunn be sent from
the Sewage Disposal Plant and one, probably either Herbert or Beven, from the Water Plant. Motion carried.
Parker stated that due to the resignation of B. Tester Mi11er as Civil
Defense Director, he wo~zl.d like to appoint John Lackman to this job. Motion was made
by Ruff and seconded b~ Nave that this appointment be approved. Motion caxried.
Parker reported on his Civil Defense meeting in Bi1J.ings, He stated that the
duties and authority of everyone concerned should be set forth by ordinance. ~'ar~er
to write to Mr. Keys for any suggestions as to what the ordinance should specifically
contain.
Minutes of the City Council of Laurel
Parker reported that these would be a meeting of the Police and Fire
eoinmittee, and Finance committee on Wednesday' November 9th, at 7x:30 o'clock, P. M.
in the council chambers.
Parker asked that l~r. I,acla~an be allowed a small amount for stationery, po$tage, and supplies in connecticm with his appointment. .Motion was made by Ruff
and seconded by Kaiser that these supplies be paid for from the General Fund and
taken from the City Cl~;rkts budget, Motion carried. Make a note to budget for ~a.vil
Defense in 1961.
Parker reported ghat Mrs. Ri1ssell is objection to paying; for inject control
on her 32 lots. After discussion, motion eras made by Frank and seeond~d by Naves that no adjustments be made, as it would entail adjustments for other people as we11. Motion
carried.
Petition as follows was presented:

We, the undersigned, being property owners concerned herewith petition the
City Council to include us in a Lighting bistrict for the purpose of installing street
lighting to serve the following area:

Motive way made by Ruff ghat this lighting district be approved. Seconded by
Freeburg with the stipulation that the propertg owners involved be billed for whatever
extra months of Light used before next ta~c tine comes around. Motion carried.
Dick stated that a Mr. Bennett wants water service on Hazel Avenue. This
estimated cos-G will be about ~i1,,20~.~30. Mr. Bennett will finance this projects provided that the Gity wi11 help him get his proportionate sham returned by property owners
wishing to dap into the line. Motion was made to this effect by Ruff and seconded by
Kaiser. Motion carried.
Dick and Pa~~ker reported on election notices to be prepared and distributed
around town. Also on a large ad to be placed in the T~aurel Clutlook. ~'he boy scouts to distribute the bills, provided that members of the council will speak to them
about civic affairs. After discussion, emotion was made by r'rank and seconded by Kaiser
that we go ahead with the pamphlets and the ad. Motion carried.
Dog situation at Metzger's was brougY~tup. Bradley sugge~t~d,that o members
of the council talk to the neighbors to try to discover if the dogs are really bothering them. Frank and Nave to do this, and report back at the next meeting. Motion carried.

motion was duly made and seconded that the meeting be adjourned. Motion carried.
