E. Freeburg, President of the ~Gouncil, at 7:3~ o'clock, P.M., on Tuesday, September 6, 196n. Upon roll call the following aldermen answered present; J. Freeburg Jake Ruff John Beslanwitch Steve Romee Cec~_1 Nave klex ~ienry Henry Kaiser Herman K. Frank The minutes of the previous meeting were read. P~Iotion was made by Kaiser and seconded by Beslanwitch that the minutes bE approved. Motion carried. Bill ~taudin~er appeared before the council to ask permission for t}~e Achievement council to conduct a safety check for motor vehicles on October 1st and ~ October 8~h on Main Street b~T the Yellowstone Hotel. Motion was made by Ruff and seconded b~ Romee that permission be granted. Motion carried. Roy Hatcher appeared before the council to ask whether or nit his neighborhood wag zoned against businesses. He states that one of his nei~hbor~ is operating a blacksmith shop and is disturbing the neighborhood. His name is Reinhold Guenthner. He has no business license. Also, Hatcher reported that aecond Avenue and Maryland Lang was being used as a race track between the hours of 11 ti.NI. and A.M. After discussion, this matter was turned over to the Policy committee. Jake Reichert appeared before the cotancil to complain about his neighbors using his property for dumping trash. He reported the neighbor as Alex Henry, one of our aldermen. After much discussion, motion was made by Kaiser and seconded b3T Beslanwitch that this matter be turned over to the ald~rm~n from the second ward and it was also suggested that Mayor Parker appoint one more member to work something out between the two men. Mayor ~'arker then appointed Kaiser to this committee, and the motion carried. Certain reports of the city of Laurel were presented for approval., as follows: Library report, report of the Police Judge, Reports of the Patrolmen, and Health Officer's report. Motion was made by Beslanwitch and seconded by I~omee that these reports be approved. Motion carried. Maims for the month os August were presented for approval, as follows Mountain States Tel. & del. Ruff reported that the sewer committee was not yet ready to report on a plumbing code but would have a report by next meeting. Park~:r reported that there was no Police sign available, and so one is going to be made, and there should b~ a report on this by the n~;xt council meeting. Parlor reported that the Library Board has liven permission for a rack to b~ made to hold the baseball trophies; suggested at the last meeting. Ira Rodgers is going to build such a case, and Dewey Nunn will help. Letter vas read from the Skate Board of Health asking for a N.esol.ution giving the Mayor permission to sign the application for the Federal Grant for oux• sewage ~ disposal plant. Tt was suggested that there be such a resolution amending the minutes of Apri]. nth, 19b0, at which time this matter was discussed and not carried thro~.gh. OF THE CITY C~?t7NCIL OF THE CITY Q~' I;AUREL. MONTANA. Motion was made by Freeburg and seconded by Ruff that this resolution be adopted. ITpon taking ro11 call vote, all aldermen present voted "Aye's, and said resolution was declared passed and adopted. Letter was read from I~7rs. Washburn in Mundelein, Illinois, thanking the Mayor the Police Force and the people .of Laurel for the courtesy shown them while they wire in Laurel. This letter should be acknowledged. Parker reported what was being done by toy Dewsll, caretaker at Riverside Park. He stated that there had. not as yet been any contract entered into with Yii.m. Ater discussion of i'unds for fixing up Riverside Park, motion was made by ~'reebury and seconded by Beslanwitch that a resolution be dr. awn up transferring up to y~2,000.C?0 from Park to Riverside Park for this work, providing that the budget will clear such expenditures. Motion carried. Motion was made by Ruff and seconded by Kaiser that the Mayor be authorized to enter into a satisfactory agreement with Mr. :~ewell. Motion carried. Fr~.nk made; certain recommendations of the Police committee as follows: Lr. Rosselot gave bid of v~6.00 per dog for board for ?2 hours and disposal of same at the end o~ that time if unclaimed, prov~.ded ha can have the contract for one year. • , Minutes of the City Council of Laurel Ordinance to be abided by. Recommendation that they buy a license and pay all fees. Policemen to get ~1.5~ pPr dog. Recommend the purchase of a tranquilizer gun and the police chief to be responsible for its proper handling. Recommendation of the police committee that no equipment rental b~ allow~:d. Change the sign at Montgomery's block from three hour parking to two-hour parking. Entire ccsuncil is invited to the Achievement council meeting I~Tednesday, September 7th to hear a speaker. Freebtary made a motion that the tranquilizer gun be purchased along with the necessary equipment for its operation. Seconded by Ruff. Motion earried~ T guess, but it wasn't voted on. h7otion made by Kaiser that Turcotte be given a chance to meet the prig of Dr. Rosselot. It was the opinion of most of the council that Turcotte should be given this chance. Frank and Navy donut think so. Freeburg made a motion that this matter be referred back to the Police committee. Seconded by Henrys motion carried. Ruff s-~ated that he had a letter from Al Klingler. He states that there will be a meeting o~ the legislative committee at Lewisto-~an on S~pt~mber 8th. NIotion was made by Navy and seconded by Romee that Ruff be sent €~s a delegate to this meeting. Motion carried. Freeburg reported-that he had received ca11s about garbage burning a~ odd hours. It was the opinion that this should be thought over until the next council meting. Dick reported that the sprinkl3.r~g districts are almost all done except 7th and 8th streets. Fifteen blocks of the chipping out of the 37 intended are finished. Dick reported on refund on price of Dave IVlurray~s water meter. There being no further business to come before the council at this time motion was duly made and seconded that the meeting be ~.djourned.
