A regular meeting of the City Coune~l of the City of laurel, Montana, was
held in the Council Chambers and was called to order by Mayor J. J. Parker at
7:30 o'clock, P. M.~ on Tuesc~ay9 ~u~ust 16th, 3960.
Upon roll ca11, the following aldermen answered present;
J. F. ~'reebury John Beslanwi~ch Steve Romee Cecil E. Riave
Henry Kaiser Alex Henry
The m~_nutes of the regular meeting of August 2, T960, were read.
T'~otion was made by Beslanwiteh and seconded by Kaiser that the minutes be approved
as read. Motion carried.
t~ginutes of the special meeting of August 3, 1960; were read. Motion
was made by Beslanwitch_and Seconded by Nave that the minutes be approved as read.
~^Zotion carried.
Minutes 4f the Special meeting of Au~u~t 8, 1960,, were r~;ad. Motion was
made by ~'r~ebury and seconded by Beslanwitch that the minutes be approved as. read.
Motion carried.
~'rance~ Fisher, deputy ~Ierk and Treasurer, appeared before the ~auncil and asked. permission to leave the state for the first two weeks in September. ~~otion
was mace by B~slanwitch anc~ seconded b~ wiser. that pex•mi_ssion be granted.'Motion
carried.
Proposed letter to be sent to 1"~arijean Ingraham, setting forth certain
figures, was read as follows, and council asked. to give permission to send this letter. .

Dear Madam:
For the purpose of having; something upon record anc~ for clar3.ficat3on, the city has checked the cost o~ installation of-the sewer on your premises on
Fi~hth"Avenue, anc~ finds the total cost was ~1,50~.00. This was f'or 380 feet
of sewer from the corner of kith street to nth Street , on Eighth Avenue.
l~ividin~ the ` 1, 605.00 b3T 600 feet (being for both sides of the Street j,
wc~ arrive at a cost of 2.675 per lineal foot of sewer. .You, yourself, have 18~ feet of property fronting upon the sewer. 't'herefore, 185 times. 2.67 equals
~1~9~.88 of the cost a~plicable'to your own property. This, subtracted from the.
total of 91,605.00, leaves a balance to be paid to you of X1,110.12 by the owners
of the property facing upon your sEwer, when they attempt to use the same. 'they
will pay for the same at the rate of 2.b75 per lineal food of their own property.
A copy of this letter is being retained in the city's mi.nute~ and a
copy sent to the engineer's office.

Letter from Judge R. H. Sterrett, r~questin~ permission to be absen~G
from the sta+e at various times curing the. month of ~u~ust. Motion was made by
Beslanwi.tch and seconded by Freeburg that permission bey granted. Motion carried..
Letter was read from,the laurel Post Office complaining about the fact
....that Scott's Cleaners burns trash between the hours of b A.M. and 7 A.M., and also
the fact tha1-~ h~ blows steam in the alley instead of up in the air. Nation-was made by Beslanwitch anc? sRCOnded by Kaiser that +his matter be referred to the Mayor

~?ISTRICT ~TQ, g0, was presented. After much and varied discussion, motion was
made by BPSlanwitch and seconded by Freeburg that, this resolution be approvefl.
~'rovid~.n~? also that the City Forces put in about 100 feet of -sewer at this time,
the cost to be paid from the sewer Improvement Fundy and that the Sewer Improvement
Fund be repaid from the ~pec3.al Improvement Di~triet, and that Yeager be required
to sign an a~reemen~ that he will not protest anv S.S.D. that will be creatad to pay for the sewer. Upon taking roll call vote, all aldermen r,resent answered
"Aye" and sa~.d Resolution was declarEd passed and approved, ~To further action
to be taken. on .this district until something Definite is learnEd from the Mormon
church group. City Engineer to be allowed t,o ac?v~rtisE .for bids for this work
before the.next council m~etin~, provided he h~s.pro~f of the transaction for the
purchase of this property by the Chureh. Bradley su~gest,ed that an easement be obtained from harry O'Leary .for Lot 8, Block l2.

Freebury~ ~,ras a.slce~ f'or a Finance Committee report on the wade c~ues-~ion that came up at the last regular meeting. He stated that the raise should have
been figured on the basis of x.00 per tise~k for 52 weeks, which sum amounts ~o

reaises should be divided b~T 12 as they are paid on a monthly bas~_s. `t'his would make

that the r.ecomm~n~?ation of the finance committee be accepted. Motion carried.

at the office. This would make it possible for him to remain as our city Engineer
for anoth.~r year. After discussion, motion was made by Beslanw:i_tch and sec~ndec~ by
Henry that permission be "ranted for ~~_ck to attend school and keep his job. Motion carried.
HenrK,~ stated +hat we shoul~? have a sign on +he southeast corner of the
C~t~r H~11 to c',irect persons to the Police ~e~ar-~ment and the police Judge. This
matter was ref~rrec? to the Mayor and. the pity Err•inFPr.
:?arker stated that he would like tc have the City Council ~o on record
as approving a bond election to b~ placed on the ballot at, the regular November

tn~i-, same of the cost of the mAter should be refunded to him. After discussion,

the meter, that the cost be pro-rated, and a c~.aim signed by Mr. ?~Iur:ray for the
difference in cost. Motion carried.

Mayor Parker -l;o contact the Librar~T Board to get their pe~^mission to place this rack.
Several street sprinkling districts were discussed. dick r~porte~ that

Avenue from Main Street, to 6th or 7th strut. After discussion, it was decided to
return this ~Ptition to Frank ~Tartley for more signatures, and no more names were
r"c~rt?~com~_n~. emotion. ~•ras made b~ ~`~ave and seconded by Freeburg that the city Engineer
be ~~iven the author~.t~ to delete th.e block from 6th to 7+h. A'totion carried.
