in the Council chambers and was called. to order by Mayor J. J. l~arker, at 7:30 O'cl.aek~
F.M., on Tu~sda~r, July 5, 196 .
Upon roll call the following aldermen answered present:
J. E~ Freeburg John Beslanwitch Alex Henry Henry Kaiser
Jake Ruff Cecil Nave Steve N.omee Herman K. I+rank
David P~lurray appeared before the. council to ask if anyone knew tiahat the O~Le~,ry Brothers were goir_g to do about the sewer on the four new blocks that just came into the
City limits. Dick reported on this matter. In this connection, the ~ollo~rin~ Resolution

Motion was made by r;reebury and secondea by Ruff ghat phis resolution be adopted.
IIpon taking roll call vote, alI aldermen present voted 'Aye", and said Resolution was declared passed and adopted.
Freeburg made the motion that an ordinance be drawn up l~.miting the interest rate
to be paid on special Improvement District Bands not to ~xce~d per a.lnum. Seconded by
~.u.ff. Motion carried.
Lavid Powers and Guy Stormont appeared be~forE the council to state that tihey were
pro-~~stin~ the charges made for hangar rentals at the airports a1sQ stating that there had been
a misunderstanding of. the meaning of." the higher rates. Powers presented a copy of the Airport
rules and regulations. Powers also asked fora 1/2 mill lEVy for the airport for the purpose
~f mo~~in~C the po~r~r Iines~ which are extremely dan~;~rous to a pilot who dae5 not knoVa they are
there. after di.scussion~ motion was made by Kaiser and seconded by frank than 'this matter be
referred to the budget committee. Motion carried. Powers asked if it would be possible for the po7,ice to make a spot cheek ~.t the airport once ar twice a night as someon^ has been
~;aking ~;as and have done some c3ar!~a~;e 'to the pump. After a great deal more discussion as to
the rates to b~ charged .for hangar rentals, Frank was of the opinion that the rates should
stand as i,h~;y are according; to the minutes of April 5, lyb0. Beslanbaitch made the motion that
the Airport Commission recommendation that the oId han;ar rentals remain at ~p2~.00 per dear,
rather than the ~~.2.QU. The rriotion died for lack of a second. Dick Throm read the Airport Commission m-~e~Ling minutes of June 30th. Industrial hangars to be charged at the rate of
per s~u.are foot. Tie-down fees at ~v2.d0 per month. existing han_;ar rentals should remain
at X25.00 per year, and new hangars be charged at the rate of ~3.~0 per month. Corrunission to
gitre the City; C1.erk a list of names of persons who use the airport and she will send them a
bill for ~$1.Ofl per da~r.
After more discussi~n~ Freebury~ made a motion that the minutes of the airport
commission of June 30, 1960 re approved and the Cit~r's minutes be corrected to conform.
Seconded by Romee. Th::re be ins; some confasi~n as to the voting, Mayor Parker called for a
roll call vo~~e. This vote :aas as follows: Freebur~~r, Yes; Beslanwitch,, Yes; rtomee, Yes;
Ruffs ido; Kaiser Yes; crank, No; Henry, Tdo; iVave, iVo. This being a tie, lvTa~-or Parker was
called upon to voi;e the majority-. Mayor Parker then voted nog and the motion was denied.

Resolution eras declared passed anti adopted.
The following reports for the month o~ June were presented for approval.. Library
Report, reports of the Patrolmen, report o.f the Police Judge, `I.'reasurer's zeport9 and budget and. rezrenue reports. Motion was made by Beslanwitch that these reports be approved. Seconded

had used the ~ drk for five games, and ~~rill have three more. ~'r~~oury sug;~;ested that an
aznonnt of ~p2fl.00 be transferred ley Resolution, from the Genera]. Fund to the Athletic Fark Zites Fund, to take care of the 1.ite~ necessary when the Firemen used the Park on the fourth
oi' Jnly.
Frank reported that ~atPS had gitTen permission for tearing down an old building.
Frank made a motion to .refer the request for rental of the House at Ttiverside T'ark to be referred. to the Park Corimittee. Seconded by ~+r~ebury. Motion carried.
Kaiser reported a 'poard out of a culvert at iiJest 5th Street and Third Avenue.

Parker reported that the City world cut weeds in the mornin o~ Ju.J.y 6th.

wero tzot enough s .~natures~ it way the decision of the council that cards should be
written to those persons who hack not been contac~ed~ to try to ~;et t~h~ required percentage
of si~,natur~s.
Motion was made by ~txff and seconded by Beslanwitch that the garbage situation
in iaack of the Gamble s~;ore be taken c~~.re of. Motion carried.
After discussion. it was subgested that a m~etin~; be arran&ed between the City
Council and the .farmers who own rights in the ditch on Alder Avenue to try to arrive at a reasonable solution to the ovar-flowing of the Richardson 1~itch.
Them: being no further business to come before the council at this time, the motion
was mare and seconded that the meeting b~ adjourned after i~Ir. Freeburg called a meeting of
the Budget committee on Tuesda~r evening, July I2th' 1960. Motion carried.
