HomeMy WebLinkAboutCity Council Minutes 06.21.1960Minutes of the City Council of Laurel June 21, 1960 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and was cal].~d to order by Mayor J. J, Parker at 7:30 o'clock, P.~i., on Tuesday, Jung 21, 1960. Upon ro11 call the following aldermen answered present: J. E. Freeburg John Beslanwiteh Jake Ruff Cecil Nave Herman K. Frank Alex Henx~r Henry Kaiser Minutes of the previous meeting were read. Motion was made by Ruff and seconded by Na~Te that the minutes be approved as read wi,h two minor corrections. Motion carried. Parker reported that the ford and Chevrolet 'rucks mentioned at the 1a~t council meeting had begin traded for $160.00 worth of gravel rather than the X100.00 worth that was mentioned previously. Parker reported that some D.D.T. 10 had already been Spread in the sloughs, and also that the City is t.r~ing to get some more. Application for Beer an~:i Liquor licensE from the Palau Bar was presented, with cash i_n the amount of ~h300.00 attached. lotion was made by Ruff and seconded by Beslanwitch that this application be approved. Motion carried. Application from the Mill Drive In far l~etail~Beer License was presented with a check in the amount of 1~0.0~ attached. Motion was made by 13es1anwitch and seconded by Henry that this application be approved. Motion carried. Application from Harold's Beer Mug for Retail Beer License with a cheek in the amount of X150.00 attached was presented.. Motion was made by Ruff and seconded by Beslanwitch that this app>lication be approved. Motion eras made by Ruff and seconded by Freeburg that this application be approved. Motion carried. Application from the Board of Trade Bar for Retail Beer. and Ligtaor License with a check in the amount of $300.0 atta~:hed eras presented. Motiion was made by ~3eslanwitch and seconded by Kaiser that this application be approved. Motion carried. Application from the Ve-teran's of ~orei~;n 6M1iars for Retail ~3eer Zicense with a check in 1,he amount of ~SO.Ofl ai-,tached was presented. Motion was made by Ruff and seconded by Kaiser that this application be approved. Motion carried. Apr~lication from Frank's Grocery for Retail Beer License with a check in the amount of X150.00 attached way presented. Motion was made by Beslanwitch and seconded by Kaiser that this application be approved. Motion carried. Lenhardt,, Gaston, Schmidt, Nicholas and Beven, City employees, appeared before the Council to state that the Union had accepted the 10¢ per hour raise offered by the City Council at the last regular meeting. Motion was made by ~'reebury and s.ecox~ded by Beslancritch that the formal notice ~f acceptance by' the representative's of the local be accepted and said move be placed in the minutes. Mo~,ion carried. Later on in the evening I,enhardt again spoke to the Council anc~ asked. that the Police department, the Operator at the 5~~,~age Disposal Plants and fh~erators at the UV'ater Plant, all of whom are on monthly salaries9 be compensated at time and a half for necessary overtime. It was the opinion of Alderman Frank andA~:~er~nan Ruff that if the necessary work could not be dons on re~a.lar shift, that another man be but Qn rather than pay 'the overtime. After discussion, motion I I Minutes of the City Council of Laurel - was made by ~eslanwitch and seconded by Ruff' that the mat~,er of the Water plant Employees be referred to the water committee krith the Water Commissioner to investigate and report back to the City Council at the next meeting. The matter of the Police has been referred to the Police and Finance Committee at an earlier m~:etng~ and they have not y~ met so were unabl€~ to make a report at this time. Motion carried. Parlor asked fc~r a report of the outstanding committee on Police Revenue. No report as yet. ~'r~nk reported some water running 3oose on rorrest ~~venue. Parker reported that the reservoir had been cleaned out. There eras much :discussion on whether or not certain funds could be tappEd for money to relieve the Police Fund. Tt was the opinion of most of the Council thatthis matter should be deferred until the en.d of the s.'iscal year to find out Where the finances stand for the ,year. Upon taking roll call vote, all alderrr?en present voted 'tAye" and said Resolution No. 17.L~7 was declared passed and adopted. He stated that if the corm he presented met with the approval of the Council he would intend ~o bring your or five chapters to each of the next succeeding four or five council meetings to be approved. After discussion, motion was made by Beslanwiteh and seconded by Ruff that the form presented be approvAd. Motion carried. Ruff reported on the lites at Athletic Park. Meter readings to be referred to the City Clerk, and she is to send out bills to the various organizations that use the lites etch month. duff then made a motion, seconded by Beslanwitch that outside organizations be charged X35.00 for na.;ht games, X10.00 of which is to be applied to the lights, and X25.00 for rental of ~1~;hletic Park; and ~p25.fl0 for day ~;a.~ries. Motion carried. after discussion of how much .should be paid to the boys who work at the 'ark, motion was dv.ly made by kuff and seconded by ~'xyank that the pay ~or these boys be set at X1.25 per hour. Motion carried. Parker reported that another set of playground eglzipment had been donated to the City Parks by~ the Laurel Junior Women's Club, and stated that a place fox this equipment would be designated later after contacting the Club to see whether or nat they III Minutes of the City Council of Laurel had a preference. A Letter of thanks to be written ~o the Clubs as this is the third such set of playground devices which has been donated bf these ladies. Henry reported on ,,rater r~~nning down the street along the South side park. Motion carried. Several of the aldermen brought up certain addr~gses where a firs hazard exists within the City Limits. Henry reported on the smith place nn Woodland Avenue. Frank reported on the Bates prox~erty on Elm. Parker stated that the Welfare Board should be contacted but it was the opinion of the council that this has been done before without any satisfactory results. Bradley stayed that the City could i;ake the City E:_,uipment and clean it up, or move such property' as a hazard. Motion was duly made and seconded that this matter be referred to P~ayor Parker anc~ the City Engineer when he returns. Motion carried. Beslan~aitch reported that isomer Sheets would like to have some gravel. Nave reported on the Thomson property in the Fourth Ward. Beslanwitch asked when the City~~.ntended ~o spray for insects. Parker asked ~'or Council approval to his re-appointment of I~S°. S~. A. 1`Jottingham and John Lackman to the 1~oard of Appeals as their term has run out. Parker reported on street signs on ~~ain Street. Alderman Frank asked permission to leave the State :,he second week in Jul~r. Parker reported on application for rederal Grant-in-aid in the amount of ~118,Ov0.00. As this is getting on toward budget time,, Parker appointed the following to the budget committee. J. E. Freeburg, Jake .Puff, and Iisnry Kaiser. ~'reebury stated that he felt that a member of the Police Committee should also be appointed. Parker reported at length on the iAontana Municipal League meeting in Helena, which he attended, Ruff reported on this matt~_r briefl~r.
