J. Parker, at 7.3Q o~clock, P.M., on Tuesday, May 17, i95a. Upon roll call all alderm~rt answered present: J. E. Freeburg John Feslanwi~ch Alex Henry Henr~r Kaiser Jake Ruff Steve Romee Herman K. Frank Cecil Nave Minutes of the previous meeting were read. Motion was made bar ~eslarn,~i.tch and seconded by Ruff that the minutes be approved as read. Motion carried. Mayor Parker stated that Mr. have Murray was present in the Council Charnber~ to present a petition. Murray Emma Mae Murray After discussion, during which it was the opinion of the City Council that Mr. Barsness pay the X75.00 per lot for water, so that his share would be paid, motion way made by Be~lanwiteh and seconded by Ruff that this petition be granted. Motion carried. Motion was made by Beslanwitch and seconded by Freeburg that this resolution be adopted. Upon taking roll call vote, all aldermen present voted "Aye", and said resolution way declared passed and adopted. Mr. Harold S. Collins appeared before the council to inquire whether or not his application for summer employment as relief policeman had been presented to the council. At this time we would like tY~~ following request to be entered 3.nto the minutes of this council meeting. The members of ~oca1 #316 request the council to set the budget of 1960-61 to allow City Employees a raise to correspond with the average of the wags paid b~ local industri~;s. Certain reports o~ the City of Il,aur~l were presented for approval a~ follows Cash report, treasurer's report, budget report, revenue report, Health officer's report, treasurcr~~ financial report, and trial balance. Motion was made by Beslanwitch and seconded b~ Freeburg that these reports be approved. Motion carried. Copies of inspections of various public pl~ees in laurel were pres~nt~d to the City Council for approval. Motion was made b~ B~slanwitch and seconded b~ Romer that these reports be approved. Motion carried.. AGREEMENT This agreement, made and enured into this 12th day of May, b~tw~~n the City of Laurel, and Frank and Flom M. Palmer, husband and wife of laurel, Nfontana~ was presented. Utter was read from Holland Vernon, P~s~or of the Methodist Church, commending the City council on their stand on billboard and s~oad signs in and around laurel. PETITION Petition was read carrying 90.?~8~ signatures of the prop~r~y owners involved in sprinkling district for ?~Ta~hin~ton Avenue from Alley between 6th St. and 7th St. to Maryland bane at a proposed cost of $~3~..5C~ per lot, anct gravel at ,~.~?Q zaer lot. Af'~Ger r~iscussi4n, motion was made by Beslanvritch and seconded by Kaiser that this petition be approved. Motion carried. Mayor Parker stated -ghat last year there was some opposition to a certain petition for sprinkling district. dick reported on this, and a litter and a card ~'or the pro?~erty owner to sign was read to the city council far their approval. after ~iscus~ion, motion way made by Ruff and seconded by Henry that this eorre~pondence be sent out.. Motion carried. Parlor reported on his meeting at White ~vlphur Sprin~?s. Ruff Mated that as he is a member of the le~i5lative committee, he would like the opinion of the council on how the members felt about the proposed three bills. In this connection, the pity Clerk reported ghat the league Meeting would be held on June 8, 9, ~ lath, and that d~1Pg~tes shotald be a~~ointed to attend. Motion was made by B~slanwitch and seconded by Henry that Mayor Parker and Jake Ruff be elected to go. Motion carried. The question of a pickup for the Park was brought up. Ruff stated that there was a chancy to rent a pickup by purcha5in~ the gasoline, and 8¢ per mils. After discussion, motion was made by Beslanwitch and seconded by henry that this matter be turned over to the Park Committee with authority of act. Motion carried. duff reported that a certain archery group desired to build a building at Riverside Park. It was the opinion of ~h~ council that this question was a little pre-mature as their plans and specifications were not het drawn up. T3ick reported that it would cost approximately ~~.00 per 1o~G this gear. After discussion, motion was made by 1~a.ff and. seconded by Nave that ~Ghe City seal these s+reets this year that ~er~ b~cktopped last year. Motion carried. ~iek stated that the City was criticized for the manner in ~rhich the Eighth street work was handled end reported that this was possibly because the property ownerc'~d not understand what was being done. He reported that the eo~t to the oTar_er would be about X25.00 per lot which would cover the entire work. At this point motion was made and seconded that this meeting be adjourned and turned over to the High School group of City Officials to conduct their meeting. Motion carried. New group consists of Rosalind Herman, Mayor; Merle Little, Trudy Berklanc~, Lorene Smithy Marvin ~esel~ Bonnie Freund, Wayne Moorman, and Doug He21d, aldermen; Joe Westover pity Engineers Fred ~'euerbacher, City Attorney; John Armstrong, Chief of Police; Virginia Ulschak, City TrF:asurer, Sue winter, City Clerk. i li i Minutes of the City Council of Laurel Amon. the questions that the youngsters asked were: What is the official population of the City of laurel; what is the advantage of being a second c~:~ss city, What about the proposed Sewage disposal Plant, and Federal Grant-in-aid; what mangy er are property owners ehar~ed for sprinkling distr~.cts; How are bonds sold; how about the cour-E fight regarding signs; Asked ~o~ an explanation o:~ the ~aurmac Subdivision; lights on the tennis courts; new aluminum diving board at the swimming pool. ~hirirag the session with the High School councils a Mr. Robert Briske, and a Mr. & Mrs. Ernest Jewell from the Trinity Lutheran Church in Billings asked abou± u4iMg; Riverside Ha11 for sleeping quarters for their young people while they are having a meeting. It was the opa_nion o£ the council that phis permission should be ~rar_ted. Motion carreid.
