April 5, 1960•
A regular meeting of the City Gouncil of the `Cit~T of Laurel, Montana, was
held in the C:;uncil Chambers and was called to order by I~iayor J. J. Parker, at 7:30
otc~_ock, P.I~1., on Tuesday', April 1960.
Upon ro11 call -tY~e follo~r_i_ng aldermen answered present;

The minutes of the previous meeting were read. Motion was made Y~y ]3eslanwitch and seconded by Romee -that the minutes be approved as read. NTotion carried.
N,~. Roger Briggs appeared before the Council to object to a proposed auto
trailer court south of his property. After much discussion, Mr. Bradley stated that
the C~_ty had no jurisdiction over any property' outside the City Lim?ts, and that if the
court iaere built before coming into the Cit~r, the owner could not be forced to dismantle it. However, motion was made by Ruif and seconded by Beslanwitch that Mayor Parker
talk to Mr. Cooper and convey to him shat a trailer court in that locality would not
meet with the approval of the other property oT.~mer~ in that area. Motion carried.
Application for a Club License in the amount o~ ~10(?.00 and one-half year s
beer license in the amount of ~25.OC~~ with check attached was presented to the council. Motion was made by Beslanwitch and seconded bar Kaiser that this application be allowed.
Motion carried.
Mr. Myhre, representative of the ~+oote Sign Company, appeared before the
council in company with 1~7r. Hugh Sweeney, Attorney, in regard to our proposed sign
ordinance. NIr. Sweeney suggested passing the Bi1lin~s Ordinance. He a1.so stated that
the City Engineer should be liven the authority to issue permits to erect these signs and he should ~.lso be given control_ over the building of sane. N1r. Leonard Foley,
representing the ?I,F.W. stated that the ~x~ +~lub was losing re~renue from these signs.
Mayor Parlor asked for a decis~_on of the Council. The date for accepting the Ordinance
has been published for kpril 19, 1960. Motion was made b~ ~eslanwitch and seconded by
Kaiser that the C~.ty Engineer be given the authority to issue permits for the four
sins that the Foote Sign.. Company has now agreements for. ?°1Yien vote was called several dissenting votes were heard, and Mayor Parker then called for a roll call. vote. Upon
roll call, motion carried with Frank anal Nave voting ~~No".

Applications for work with. the City of Laurel. were presented, signed by the

that these applications be p~.:aced on file. Motion caxried. .
Application for head Life guard at the Swimming Poop, signed by Z~rry Nlayes
was read. Application for life guard at the pool, signed by Doug Heald was read. Motion was made b~T Beslanwitch and seconded by Henry that these be referred to the
Recreation committee. P~'iotion carried.
Official Bond for Harold R. Thram was presented. P~Iotion was made by Beslanwitch
and seconded by Freebury that this bond be approved. Motion carried.
Certain reports of the City of ?,aurel for the month of M~.rch were presented as fo~_lows; Report of the Police Judge, reports of the patrolmen, Water registrarfs
report, Water Revenue repor-L-, C1.erk's cash report, clerks trial balance, budget report
rev~nu~ report, and Treasurers financial report. Motion was made by Freeburg and
seconded ~k~y Beslanr,~.tch that these reports be approved. ~Zotion carried.

Motion was made by Freeburg and seconded by Ruff that the claims be allowed.
Motion carried.
Letter was read from Howard Guenther regarding the pity requesting that h.e
replace his sidewalks. He stated that he feels the City should pa~,T for the alley
portion. After discussion, motion way made ~y ~,uff and seconded by Kaiser that the
City engineer contact the property' o~mers ?nvol.ved in this district and report at the
n.~;xt meeting. Motion carried.
Cit~T Clerk reported on a telephone conversation with T~Iayor Jimmy Shaw of
Walkerville, Montana, on the subject of Auxiliary Police.

Minutes of the City Council of Laurel
Letter was read from the Montana Sewage and Ind~zstrial Wastes Association inviting anyone who could to attend a convention at the ?Vortr~ern Hotel in Billings on
April 28, 29, and 30th. Motion was made b~T Freeburg and seconded by Beslanwitch that
the Engineer or the T'Ia~ror or both be authorized to attend any of these meetings.

Zetter was read from the City o~ B~ii~n~~ Water department inviting Niayor Parker to the Billings Water Department open house on April 27th.
Beslanwitch stated that the Police Committee would recommend that the Police
Officerst pad be reduced by X5.00 per day, and that money returned to them in the manner
of a subsistence allowance. 1~fter his report, Attorney Bradley showed a copy of a new
State Law wt~.ich informs Governing bodies that this is no longer a legal practice. Mr. Bradley reported that -boo many of the towns and cities had adopted this manner off' pay
for the Police and the government was loping too much revenue from income taxes.
Nave asked if it were necessary to have ten-minute parking across the street
from the Post Office, ~n.d from the Outlook coY~ner to the alle~r.
Henry brought up the cost of painting the curbs.
Frank reported that he had had a complaint that one of the Police hac3. given
a speeding ticket to a driver who eras going 27 miles per hour in a 25 mile zone.
Freeburg reported on the insurance at Riverside Park, and stated that there
would be a delegation of underwriters here soon to go over the ~,rhole problem.
Henrv was asked for a report on the land south of town with regard to a
lagoon system. He reported that he had not contacted everyone yeti but that Strauch
wanted X0,000.00 for fifty acres.
Letter was read from the State Board of Health, stating that T,aurel was R eligible for a Federal gran-in-aid to build our Treatment P1ant~ ..~o
Parker stated that it was time to designate aclean-up week. After discussion
it was decided that April 18th through April 22nd 'be designated. Notice to be given in
the Paper.
City Clerk was asked what had been done about the new Rod & Gun, Glub lease.
She reported that ~Zr. Bradley had recommended that the Rod ~C Gt~n. 'Club write a letter
stating that they had incorporated, and ask for anew lease. This has not yet been
done, and Mr. ftu~~ is to het such a letter as soon as possik~le.
Insect control project was brought up. Parker reported on phis, as did Dick
Throm. Ater discussion, motion was made by Kaiser and seconded by Henry that Mayor Parker appoint a comm~.~,tee to ~o over this thoroughly and report at the next meeting.
Motion carried, with Parker appointing Franks Freeburg and Nave. Dick reported that
it-would be possible to borrow a machine and try it out. If this is satisfactory
this years alike machine could be.bud~;eted for in the 1960-1961 budget, and could be
purchased in time for the spraying next year. lifter more discussions it was thought that
the City Engineer and the Mayor could take care of this matter without benefit of corrunittee. In this connection Kaiser then rescinded his motion, Henry rescinded his secon
and the suggestion will be carried out.
Parker reported th~.t the American Legion feels that it should not pay the same
rate for Athletic Park Liles, as the schedule that was set up last winter. He stated
that it would have the ~'ffect of cancelling out the baseball program. It was fe.1t by the majority of the council that as the bites fund has been losing moneys that it should
be gi;ren one try under the new set-up before the council could consider a different rate

Parker reported that the name of Dave Powers which had been recommended by the
Airport Commission as the person to fi11 the unexpired term of Dr. Nottingham had never
yet been approved by the Council, and he recommended that tY~e council take care of tYu.s
at this time. Dick presented Airport Commission minutes to b~ read to the Council by
the City Clerk. These minutes contain new rates and charges for hangar rentals tie down fees, and use of the run ways by other parties. The minutes recommended cha,r~;es
of X3.50 per month for hangar reritals~ X1.50 per month for tip;-down fees, and X1.00
per dad for persons using the facilities. Motion was made by Frank and seconded by
Ruff that the recorrunendation of I~~ayor Parker for Dave Powers to serve on the Airport
Corrunission be approved. Ttotion carried.
After more discussion, motion was made by Freebury and seconded by Ruff that the minutes containing new rates, be approved by the council and hereby adopted.
Motion carried.
Dick reported that Mr. Wollan had ordered and received safety signs for all
five schools. The school. evidently plans to pay far these. Dick asked whether or not
the Council would approve his taking the men and furnishing the labor to place these signs, rather than have the school board take tt~.is on themselves. As the council had
been asked for four safety signed, two each at the East School, and the High School,

it was the opinion of the council that the city should furnish the Labor to place these four signs only. The purchase and pZacin~ of the other signs was not authorized by the
.City.
Dick reported on the Laurmac subdivision, and the possibility of putting in
sewer, As this property is out of the City limits, it was the decision of the council
'that the City hold with the decision of last fa1.l, and not allow any sewer or water to go out of the City Limits.
Dick again reported on the height of certain foundations on eighth avenue.
After discussion, it was the decision of the council that tkie contractor be informed
that they must conform to the grade given for sidewalk and a11ey by the City ~gin.~er.
It was thou,~,ht tha-~ it would be a good idea for Dick to meet with. the local contractors and inform them of this fact. Motion was made to this effect by Beslanwitch and seconded
ley Nave. Motion carried.
Dick stat$d that he would like ~Lo have a committee appointed to help him to
decide on two or three more men, and to he1~ to screen the applications which the City
has on file. Motion was made by Ruff and seconded by Beslanwitch ghat the Mayor appoint such acommittees -to meet on Thursda~~ April. 7th 1960. Motion carried and the Niayor
then appointed Ruff, Rornee and Kaiser.
