J. Parker at 7:30 o'clock, P.r~., on ~.i.ESda~r, March I, 1960. Upon roll call the foll~r~ring aldermen answe~ec~ present. J.E.Freebury Alex Henri H~nr~r Kaiser Herman K. Frank John Be5lan~ri.teh Jake RufF Steve Romee Cecil Nave The urinates of the regular meeting of February 16, 1960 were read. Motion Vaas made by Ruff and seconded by Romee that the minutes be approved as read. Lotion carried. The minutes of the special meeting of Februarg 23, 1960 were read. Motion was fnade by Beslanwitch and seconded by Henry that the minutes be approved as read. Mo~Gion carried. Mayor Farker called bn Bradley for a report on the zoning ordinance. Bradley reeomrnended that see~ions C-1 and G-2 be amended, xhich will require a~vertisin~ for a public hearing?. He Mated that this should be do~~ before drawing up an ordinance ~overnin~ sins. Motion w'as made bar Ruff and seconded by henry that Mayor Parlor contact the Appeals Board. to discuss the amending of this ordinance, and het a wri±ten statement su~~estin~ a public haring. After much ~iscussifln, motion carried. Mr. ~Tilliams of the Billings Neon Sign Company appeared. before the council in regard to this muter. Mr. Gene ~v'illiams to be contacted when the ordnance is drawn up. Beslan~riteh reported that the question of auxiliary policy had been discussed among, the police themselves and the police committee. Gaston and ~enhardt appeared before the council in regard to this. Gaston recommended that tt~o men be selected from each ~rard, to be made policemen Y~ith credential, etce-~era, and to work urith no pay. Ruff stated that in `~Jali~erville, each member of the City Council carried a badge and had full police powers. Frank reported on this. He su~~e~ted combining ane unit of Ci~til ~efens~ and A~iliarar Police. If this is carried outs these people wolald work with the Firs Chief and the Policemen in cases of erner~ency, Ater diseu.ssion, motion was made b~7 Ruff and seconded by Kaiser that this matter be referred back to the police committee for further study. Motion carried. Mr. Gi'obs, Mr. Beatty and Mr. Condon from the firm of Mack & Veatch, consulting engineers appeared before the council, and also I~Ir. Wilhelm from the State .Board of Health. There followed a very lengthy discussion on the po:~sibilities of a lagoon system as against a Sewage Treatment Plant. Mr. Wilhelm complimented the City Council on the wait what the Sewage ~?ispo~al Plant i~ be~.ng operated. Certain reports of the City of Laurel for the month of February were presented, as follo~r~: The Ls.brary report, the report of the Police Judge, reports of the patrolmen. Motion was made by Romee and seconded by Kaiser that these reports be approved. Motion carried. fist of delinquent city licenses was presented. It was the decision of the council that the City Treasurer follow up the instructions given him at ~Ghe Iasi meeting, and the hope that the City Attorney would cooperate fu1~.y. Bradley reported on the fact that the Billings Beverage Association T.~as filing suit against the City o~ Laurel. After di~cus~ion, it was the decision of the ~o~ncil t-ahat the pity of laurel fight the cage. Bradley stated that approximately X200.00 to ~2~0.~0 would be required for research and typing. Motion was mare by Ruff and seconded by ~'reebur~r that mor~~y be ~ppropriat~d up +,o ~2~0.~0 for this work. Motion carried. Fr~ebury reported ~tl~at they had. purchased no chairs for the council room as yP~. . Ruff brought a complaint to the council on Garbage collection. This matter was referred to the aldermen from the first ward, as there had not been time before the meeting to in~restiga~e this matter. Nave asked whether or not tMer~ way a differential in pay for some of the hourly-rats men. ~iek reported on this. I3iek also stated that our new maps are almost ready, and stated that each member of the Council could have one in front of hip chair in the council chambers. Minutes of the City Council of Laurel Parker brqu~ht up the subject of the lots in back of the City Ha11 and library. .After discussion, he stated that he would like to appoint a eommittec to invPStigate. Ma~ror Parker thin reported that the Woman's Club was giving a luncheon at ~Ghe ~tztch Mill on Monday, March 7, 1960 for the benefit of the library. H~ invited. everyone to attend. There being no further business to eom~ before the City Council at this timE, motion was duly made and seconded that the m~e~ing be adjourned.
