HomeMy WebLinkAboutCity Council Minutes 02.16.1960Minutes of the City Council of Laurel February 16, 1960 A regular meting of the City Council of the City of Laurel, Montana., was held in the Council Chambers and was called to order by Mayor J. J. Parlor at 7:30 o~cloc P.M.~ on Tuesday, February l6, 1960. Upon ro11. call, the following aldermen answered present; J.~.F`r~ebury John Beslanwitch Jake Ruff Sieve Romee A1.ex Hez~ry Henry Kaiser Gecil Nave Herman K. Frank The minutes o~ the previous meting of February 2, were read. After dis- cu~sion as to whither or not there shoul.ci be a correction of the minutes motion was made by Frank and seconded by Muff that the minutes be approved as read. Motion carried. Ed Butler appeared before z.he council to state that he had been hit three weeks in a row by someone who destroyed his car the first times and twice someone stole ga~o- line. He stated that he would like to see our curfew ordinance enforced. Mr. Bradley stated that this curfew ordinance was on the whole not enForceable. There was a dis- cussion as to what could be started now that would possibly have some effect on the State Legislature. Auxi7.iary Police were discussed, with Mr. Butler offerring some of his time for free as the City is not in a position to pay any more Policemen. After discussion was finished it was the opinion of the Council that this matter should be referred to the Police Committee. Motion was made by Ruff and seeond~d by Henry to that effect. PRoticn carried. James Hogan and Bob L attimer appeared before the Council as spokesmen for a group of persons also attending the meeting in regard to getting some street work done this season. Dick Trrom reported on this. In this connection, Dick asked for permission of the council to draw up plans and specifications and to start the advertising for bids for gravel, aspha~.t, etcetera, if the council intends to sponsor thy; same Street Sprinkling program. this year, with petitions presented to the Council containing at least 90~ of the signatures of the property owners involved. Motion was made by B~slanwitch and seconded by Frank that this permission be allowed, and the Street Sprinkling program continued. QRDTIVAN~CE N0. 545 ORDINANCE N0. 5~i~, BEING AN ORDINANCE ALLO~nTING TIE POLICE AEPARTMF.NT TO SELF AT PUBLIC AUCTION ANY OR ~TFI, ARTT~LES PICKED UP BY THE DEPARTMEE~NT THAT HAVE BEEN tJN- CALLED FAR IN THIRTY DAYS was presented. Motion was made by Beslanwi.tch and seconded by Kaiser that this ordinance be adopted. Upon taking roll call vote, all aldermen pre5ent~ voted ~'Aye~', and said ordinance was declared passed and adopted. o~~~c~ No. 546 ORDINANCE N0. 5~6, BEING AN QRDTNANCE REGARDIATG THE FOLLOWING OF FIRE TRUCKS was presented. A;otion was made by Beslanwitch and seconded by RomEe that this Ordinance be adopted. Upon taking roll call vote, all aldermen present voted 'Aye"~ and said Ordinance No. 5Ct6 was declared passed and adopted. City Clerk presented the list of delinquent licenses. After discussion, motion was made by Beslanwitch and seconded by Nave that the City Treasurer be instructed to enforce the license ordinance after sending out a final notice. Motion carried. Circular from the Montana Municipal League, dated February 1960, was read, This circular states that due to a refund check sent to the League office from the Washington National InSUrance Company, the League will pay the entire premium for employees and employers for t-,he month of April, 1960. Motion carried. Certain reports of the City of Laurel were presented for approval as follows: Cash report; ~Clerk~s Trial. Balance; Treasurer's Financial Report; Report of Treasure 's Receipts; Budget Report, Revenue Report, Water Revenue Report. Motion was made by Freeburg and seconded by Beslanwitch that these reports be approved. Motion carried. Beslanwitch read part of a letter regarding the Po13.ce Academy to be held again this year in Bozeman. As time is essentials he stated that the letter of applicat?on had already been sent out, but that it would be recalled if the council did not approve the Police Committee's action, It was stated that the cost for one man would be ~1~5.00 for the two-week courses and approximately X7.00 for transportation. After discussions it was the recommendation of the police committee that the Chief of Police, W. H. Gaston be allowed to go to this academy if he were one of the forty men chosen. Gaston stated that he would donate seven days of h.is time off for one week. This will not entail much extra outlay in cash as the overtime is to be included in the 5~ hours maximum time that has been allowed in December for the past two years. Motion was made by Ruff and seconded by Henry that the committees report be accepted. • Motion carried. I I Minutes of the City Council of Laurel Nave stated that the Achievement Council would like to lmow the City Cauneil~s opinion on having a hospital in Z,aure7. After discu:ssion~ motion was made by Beslarrwiteh and seconded by Freebury that the City Council go on record as being very much in favor of a hospital here and if that is not possible at l~:ast a place where first aid can be administered that is on the ground floor. Motion carried. Nave stated that the Decent ~,iterature Council would like to have two volunteers to work on this proj~;ct and be authorized to represent the City council. Calvert reported that this group is in the process of re-organizations so that it could be more e~feetive. After discussion, Parker stated that he and Nave could work on -phis committee. Motion was made by Ruff and seconded by Freeburg that the offers to work on this commit-L-ee be accepted. Motion carried. Freeburg reported that nothing had been done so far about the purchase of chairs for the Council room. The Finance and Purchasing comrr~i.ttees have aurhotiry to act on this matter. Letter was read from the Laurel Garden Club object~.ng to the type of spray being used in the insect control program. Letter in answer to the ladies and signed by Parker was also read. Motion was made by Nave and seconded by Ruff that these letters be placed on file. Motion carried. 2hrom staffed that if the City intends to do quite a bit of re-placing of w~.ter mains this season, he would like permission to draw up plans and specifications to advertise for bids for ~Y~e needed materials. Motion was mad.: by Ruff and seconded by Besla.nwitch that pe~ni~sion be granted. Motion carried. Dick stated that he had contacted the West End L~Tater Association and had explained the recommendation of the wader committee on their request for information on replacing their water line. He stated that so far he has not heard from them as to what they wish to have done. Parker stated that he would like to see the light posts on Main Street re-painted. After discussion, motion was made by Ruff and 5econd~d by Beslanwiteh that the City ~gineer be given the authority to go ahead and supervise the painting of these poles when the weather permits. Motion carried. Ruff stated that some decision should be made at this time regarding the replacing sidewalk program that was s-~arted two years ago. He stated that some of the persons involved had asked for, and been granted a ane-year's ex- ten~ion~ and had still not complied with the order. After discussion, it was the decision of the Council that these persons b~ notified one more time to comply with the regulations as soon as possible, or the Gity will make plans to go ahead with the work' sending the bill to these parties. Parker reported on the plans and specifications regarding the proposed SeTaage Disposal P1ant~ and presented each member of the City Council with a copy of the report. After di:~cussioi~, motion was made by Beslanwitch and seconded by Ruff that this report from Black axed Veatch be accepted as a whole subject to further stud= by the members of the council, and subject to the results of a Special Meeting to be held on this subject on Tuesdays February 23, 1960, at J~r15, P.M. Motion carried. There being no further business to come before the council at this time, motion was duly made and seconded that the meeting be adjourned. Motion carried. J J Dorothy P.
