February 6,1960
A r~~ular meeting of the City Council of the City of. laurel, Montana,
was held in the Council Chambers, and way called to order by Mayor J. J. Parker,
at 7:30 o'clock, P.M., on Tuesday February 2, i96o.
Upon roll. ca11, the following aldermen answered present:

T'rank suppested the ad~~ition of the word "round type" concerning the parap;raph
on b~.ll boards end suns. R?otion was made b~~ Ruff and seconded. by Nave that the m~.nutes be approved as corrected. Motion carried.
Mr. Bradley then called the attention of the council ~o the fact that
he be1_ieved th.e E~rd~ranee as sug~e5ted by the committ~~ at the January 19th
m~etin~ way too strong. He supgestec~ amending the ~oninp ordinances and. amending
the build-i n~ c~c~e before adopting the ordinance as rscommended.. Aft~;r discussion of this matter this was referr~ci back to the committee which
included the street & alley committee, the police committee, and the Board of
A~beals.
'Phe minutes of the special meeting of January 2~th, 19 0, were read.
Motion 1a-as made b~~ Ruff and secon~3ed by PTave that ~khe minutes be approved as
read. ?lotion carried.
Certain reports were presented for approval. Report of th.e Police
Jud.Qe, reports o.f the patrolmen., and. library reports .for the months of ~eeember
and Janu.axy. Motion was mace by T1ave and sPCOndPd by duff that these reports
be approved. Motion carried.
JoP :arson appeared before the council as a re;~resentativ~ of the
Chamber of Commerce. He s±ated that he had heard that an o~'.fer would be made
for the lots which the city owns, a.f'ter removing the old eit~ barn. He stated
' +hat the Chamber of Commerce ~ou1d recommend strongly that the City keep these
lots with. a view to making a 1'arlcin~ Lot out of these lots. After discussion,
motion was made bar RU.i'f anc~ seconded b~ Kaiser that the City should not sell tie lots. ?`Rotion carried.
Chief of Police Gaston a~p~ared before the council with several
reau~sts. HP stated that ~hP South. Silo P.T.A. had asked h7_m to nave a
bicycle .rack placid by the Commercial Club ~3uildin~ to keep the bicycles oFf
th.e sideT~ralk. Tt was the c~pa_nion of the council thai-~ this woial.cl not be a
Good idea, as it would n~~essi-t,ate the children crossing the highway after ~aaxkin~ their ba..cycl~s. It was thought that there would be, too much op~urtun3.ty
for accident. The City trill st~c~y this matter and come up with a recomm.enc~ation
as to a suitable place for a rack, and in the meantime, the ~'olice will confiscate
'the b~.cycles foun~3 l~inp on the sidewalk.
Gaston also requested. an ordinance allowing the Police 1)epartmen~t; to dispose of uncalled for articles which are found, such as bicycles,, hub caps,
etcetera. Possibly at an .Auction. This Ordinance should sta+e that the
Police department will hold these articles for thirty days, and then dispose
of them, with the money ~oin~ into the Police ~~partment.
Czaston also requested an ordinance governing persons who follow
rs re ~trucxs. tsraa..~ey reportea teat there is already a Mate .haw, and ~ha~
an ordinance by the City is un-necessary. Gaston pointed out that whatever
fines are collected, unless the city has its Dian ordinance will ~o into the county. The Fire Chief h.as already requested such an ordinance, anc3 a copy
of same. T~fr. F3rac~ley s+.,ated t~,hat ~e would prepare such an ordinance.
Gaston also requested an ordinance g;ovex~:zin~ the disposition of persons
who drive ~ahile their driving licenses are revoked. Bradley to prepare such
an ordnance.
After discussion, it was also the decision of the council that -the
-hwo-week quarantine ?period far dogs to allow the policem~;n to pick up the
strays will be .from February 15, ~a March 1, 1.960.
Claims for the month of January were presented for payment

Motion was made by F'reebury and sPCOnded by ~tzff that the-claims be I allowed .with they .exception. of a claim in the amount of 7.0~ to Bun.d~r~s
Plumbing & H~atin~ .for cleaning; a sewer. This c3aim c3. d not have enough
explanation as to the reason for this, anc~ the City Engineer was ~.ll at home
and. did not attend the meeting. Mot3.on carried. -
Application for ~rark signed by Fart Crow and one ~i~;ned by Jams Blocker were read. Motion was made by Koff and seconded by ~Tav~ that the applications
be placed on f3_le. ?lotion carried.

Parker asked for a report esn the water line west o£ town. Freebuzy r stated t~~hat it was the recomrne~~ion of the Committee that if the line is
j replaced, that it be replacedwith an eight-inch line with ~'ir~ h~rdrants' and
financed -~hro~~h the customers own financing or ~hrou~h a Rural Improvement District.

cotancil chambers. Motion was made by ~'reebur~r and seconded by Kaiser that
this matter be r.ef~rred to the purchas~n~ anal finance committees. Motion ~
carried.

Parker reported that we have had twelve wat~;r 1.eak~ in January.
Mr. Talmac~~;e Robinson, the new employee who started with City on
Februar~r 1, 1900, rer~orted that dynamite is very expensive., H~ su~~ested that
one man with a ~ra~ line could-clear certain ob5truetions in the river away from I
the intake. Tt was hip opinion that.it would be less expensive in the 1on~ run.
