A regular meeting of the City council of the City of Laure~.~ Montanan eras

o~elock~ P.M.~ on ~'uesday, January 19~ 1960.

Minutes of the previous meting were read. Motion was made by Freeburg and
seconded by Henry that the minutes be approved as read. Motion carried.
Several men appeared before the council. in regard to the possible replacement
of the wader line which goes outside the City to the West. Dick reported on this.
City Attorney is to be asked what to do in order to create a Rural Special Improvement
District. Mayor Parker reported at length and fina7.ly appointed the ~Tater ~ommitte~~
the Finance Committee, the Gity Engine~r~ the !City Attorney, along with himself to study this matter, and come up with a recommendation ~o the City Council., After finding
the origin~,1 contract with these; men, it was found that the contract ca11s for eight
legal wader taps on this line and there are now fourteen. Motion way made by Ruff and
seconded by Nave th~.t a meeting be call~:d with these men. rToton carried.
Joe Stoltz Sam Caine and flay Thompson appeared before the council in regard
to what can. be done about the alley betvreen fourth and fifth avenues. Dick reported on this. After much di~cussion~ Dick stated that he would be happy ~o give these people
an a11ey grade. He reported that the sidewalk grade was in bore ~.ny work was started
on these houses. Dick is to report back on this matter at the nex-~ council meeting.
Mayor Parker called on the Airport Commission Representatives for a r~;port
on the Airport Committee. In this conneetion~ the minutes of the A3.rpor~ meeting were
read by the City Clerk. Tt Baas brought to the attention of the City Council that Dr. Don Nottingham had resigned from the Commission. Motion wa4 made bar Ruff and seconded
by Kaiser that the resignation be accepted. Motion carri~;d. In this connection the
commission presented the name of Dave Paw~rs to fi11 the vacancy on the commission.
After much discussion, it was th.e op~na~on of a few members of the Council that them:
should be another alderman on the Airport Comani~sion. Freeburg suggested that the
t?rdinance be amended to state that there should be another man on the Bo~.rd. Motion way made by Freeburg and seconded by 1Vave that the Airport Corrunis~ion be informed that
the City Council was contemplating amending the Ordinance to include two m~;mbers of the
council. Motion carried.

Wei the undersigned property own~rg~ hereby petition the City Council of the City of
Laurels Montanan to extend the two-hour Parking Zone on First Avenue to include the
Block between First Street and Third Street. We find that with all-day Perking allowed on this bl.ock~ them is no place for our customers to park to come into our places of
business. (signed. by 1~0~ of the property owners in the blocl~)
Motion was m~.de by Ruff and seconded by Kaiser that this petition b~ adopted,
Motion carried. City Erigine~r to get some new signs.
Ater discussion, motion was made by Ruff and seconded by Henry that the Firs
Department be informed by letter of the cancellation of the H & W Fire protection

Frank reported on a meeting; that was held in connection with a sign. ordinance.
Ke stated that the committee would reco~rnend that the City of laurel adopt the Billings
Sign Ordinance with the one exception that there would be no permanentybi7.7_board signs
permitted within the City Limits of Laurel.. City Attorn~~T to drag up such an ordinance.
A,.fter discussion, motion was made by Freeburg and seconded by Ruff to adopt the recommendation of the committee. Motion c~.rri~d.
Letter of commendation was read from Kalman & Company.
After a report on the house at the Se~~a„e Disposal Pl~nt~ and Dewey Nunn.
motion was made by fluff and seconded by Freeburg ~ that Dewey Nunn be charged x].0.00 per montlla for the house' and he is to pay his own utilities, and a i~].at rate water
bill to the City. H~ i~ to be charged the regular irrigat3.on rate if he puts in a garden.
Motion carried.
Ruff reported on a letter sent 3n by C. W. Copper regarding snow removal and
chaff From the elevators.

Ruff reported on the 3anitor~ aid ~tate~d that they ire getting a 13.ttle lax.
Motion was made by Ruff and seconded by Navy that the Mayor write the ~an3.tor~ about
this. Motion carded.

RE~IUIRING ADDITZONAZ E~PENDITUR~'S FROM SEVERAI, F[TNL)S AND DIRECTING PUBT~ICATION OF NOTICE OF A PUBLIC HEARING:
Motion way made by Ruff and 5~conded by Henry that this resolution be
adopted. Upon taking roll call vote, a17. ald~;rmen present voted "Aye~'~ and se~id
resolut3.on was declared passed and adopted.
Parker reported that WG W~l"E going to ask for athirty-day extension of
time an 'the Sewage Disposal Plant Planning proposal.. This time was requested by
Blaek & Veatch, Consulting Engineers. Mayor Parker then called a Special Meting for
Januaxy 26th, to meet with Mr. Gibbs from Black Rz Veatch on this project.
Parker requested that the Park Committee look into the situation regarding Riverside Park Hall. The floor needs some work on it.
The following reports were presented for approv~.l. The Cash report, Clerk's
Trial Balances Treasurers report. Motion was made by Ruff and seconded by Freebury-
that these reports be approved. Motion carried.
There being no further business to come before the eounci7. at this time
motion was duly made and seconded that the meeting be adjourned. Motion carried.
