Minutes of the City Council of Laurel
December 1961
A regular meting of the City ~Cot~ncil. of thcs pity of Laurel,Montana, wag
held in t~~ council Chambers and was called to order by Mayor Beslanwitch at 7s3~ otclock, F.M._, on Tuesday, December 5, 1961.
Upon roll ca11, all aldermen answered presents

the minutes of the previous m~e~~in~ were read. Motion w~.s made by Romee
and seconded by Olson ghat the minutes be approved as read. Motion carr3.ed.
Certain reports of the ~Gity wire presented Far approval as follows:
Library rEport for the month of November, report of the police Judge, reports of
the patrolmen and Health offiear~s report. Motion was made by Ruff and seconded
by Kaiser that these reports bs approved. Motion carried.
C~rt~.in Leases w~r~ presented to the council concerning obligation of
individuals:.""for skating rims. St. Anthony~~ Catholic ~hureh, Episcopal Church,
and Margaret Stegriy were involved. Motion was made by Ruff and seconded by gave
that these lease agreerne~ts be approved aid sign~.d. Motion carried.
Claims for the month of l~ovemb~r were presented for pay~?ient as fellows

Motion was made by Ruf£ and seconded by Olson that these claims be
allowed. Motion carried.
Paul Gj~fle appeared b~for~ the courncil to ask tYa t the bars b~ allowed
to have live music for New Year's Eve. Motion was made bar Ruff and seconded by Rorn~e
that live music be alls~w~d on N~~r Yearns eve, bud adhering to the 2 o'clock closing
hour. Motipn carried.
A Mr. Sanderson, represen~at3.ve of Western construction Ec~tiipm~nt Compariy~ appeared before the council, willing to ans~r~r an,y question regarding a proposed
new gaxbag~ packer.
Kaiser reported on the meeting which was held with the ?Church representativc~~,
and others with regard to decr~a~ed sewer charges duri the swnmer when the
irrigation rate are in effect. He stated that was the recommendation of the committee that as no decision had been r~ach~d at the ~1ElEt~.11g' that the committee
would like tv have more time, and try to reach a decision before next irrigation
season. Motion was made by Ruff and seconded by Gass that the reeomtnendation of the
committee b~ accepted. Motion carried.
Edwards reported on Civil Defense and read a letter from Major Gibson, in
which he asks £or four representatives from Laurel to attend Gisril A~f~ns~ Classes. The narr~e~ suggested o~ persons who would b~ willing to attend were as follows:

Joy Nicholas, superintendent of the dater Plant
Gaylord Easton, Fire Chief Roy Edwards, Chairman Police ~ommitte~
Motion ~ra~ made: by Ruff and seconded by ~aiscr that these names be a~~proved, and a
letter confirming this action sent to Mayor Gibson, motion carried.
~dwaxds reported on a sign, and showed a small repli_ca~ wh~.eh wi1.l b~ placed
at Riverside Parr. This sign i~ to be delivered early in the spring. The Cityis
µ share in this sign will be approximately ~5~•~0• Other organizations located a~ Riverside Park are expected to sham 3n this cost. $eslanwiteh stated that the ber
of Commerce would donate about 5~•~?~• Thy Bank has stated that it will give sora~.
After getting as many donations as possible, the City ~ri11. pick up the balance of the
cost.
B~slanwitch asked the City Engineer and thy; street and A11ey eommitte~ to make a study of the possibility of using a part of RivErside Park as garbage dip.
Decision is up to this group, with authority to act.
There was a good. deal. of discussion about getting sr e ground for a land fill..
Bradl~~r stated that som~ome should go to Helena to talk to the ~tat~ Land Board, and
the 8ta-~~ Boas~d of Health about this. ~1a~~e and Bradley to investigate the possibilities.
City engineer sated that there have been a lot of eomplz.ment~ given to the
Fire Department on their decoration.
Otto statdd that we have received the loaders and that so far it is very
sansFactory.
Otto reported on the Nutting Drain Project.
Otto reported on the water school which h~ and Joy, Nicholas atta~nded.
Beslanwi-~ch stated that he h.ad talked to the Health Department in Denger~
and they wil]. make an inspection on December 12th, of the new plant,, w3~h a view
toward possibly betting a portion of our Federal Grant.
Gaston appeared before the council to report on the radar equipment.
B~sZanwitch recommended that this matter b@ turned over to the Police mmittee, to
report at the next meeting.
