Atovember 21, 1961
A regular meeting of the City Council of the City of L~~urel, A~on~axia,
was held in the ~;ouncil ~tambers and was called to order by Mayor John ~3eslanwitch
at 7:30 o'clock, ~'.M.~ on Tuesday' November 11, 1961.:
Upon roll. call the following aldermen answered present:
Jaeob Ruff Roy Edwards Cie l Navy Kenneth Olson
Henry Kaiser, Jr. Steve Romer Harold Wilson
The minutes of the previous meeting; were rc~d. Mot~~.on way made by ~.ome~ and seconded by Olson that ~rhe minutes be approved as read. Motion carried.
Claim from Drake Henne, in the amount of $38,362. 6 was presented for
payment. Motion was made by Dave and seconded by Olson twat this claitrl be allowed.
Mot?on carried.
Request from Jake Huschka to rent Riverside Ha7.1. for a wedding dance was
presented and read. Motion was made by Ruff and seconded by Navy Ghat permission
be granted. Motion carried.
Application from Margaret Robertus for work in the. office was read. Motion
was made by Ruff and seconded by wiser that this letter b~ placed on file. Motion
carried.
Health Officer's report for the month of October was pr~sen~ed. Motion
was made by Ruff and seconded by blson that th7_s report be approved. Motion carried.

made by Ruff and seconded by Romee that this resolution be adopted. Upon taking
roll ca11 vote, a1.1 aldermen present voted 11Aye" and said Resolution was declared
passed and adopted. Motion carried.
Letter tiaras read from ~%dna R. F~orris asking that a refund be granted to
her on the Garbage assessment on her building down town. After discussion, motion
Baas made by Kaiser and seconded by Nave that the requE>st for refund be denied.
Motion carried. City Clerk fs to write a letter to Mrs. Morris stating this fact.
City Clerk reported on the necessity for re-advertising for the sale of bonds on S.I.D. #91. F3radley' reported on th~,.s also. Tiids to be advertised in the
sum of ~27,~~~.Ot~. After discussion, emotion was made; by Ruff and seconded by Olson
that this notice be re-advertised, and bids opened on January 2, 1962. motion
carried.
Beslanwitch asked Ruff for a report on the sanitary land £il1 project. He reported on this and also the City Engineer stated that the land should cost about
~13.~0 to ~1J~.OQ per acre. The cost should be about 86~.~C~. After discussion,
motion was made by Nave and seconded by Kaiser that if the land can be purchased
in a 40-acre tract, that this be purchased at a cost of not to exceed X20.00 per
acre. finance Gommitte~, City Engineer and the City Attorne~r to work on this.
Beslanwitch asked for a report on the purchase of a gark~ag~ truck. Nave,
as chairman, recommended that we purchase a 16 or 1? yaxd garbage truck with Wayne

that the recommendation of the comrnitte~s b~ accepted. Motion carried.
Till Staudinger appeared before the council to ask that some gavel
be hauled in by the mail box near his property. This matter was referr~:d to the
City engineer with authority to act. Staudin~er also again k~rought up the subject
of the ditch. After discussion, several of the aldermen felt that a petition sYiould be circulated, and an S.I.IJ. created, with the City obligating itself for about
i 25~ of the total cost. Beslanwitch turned this matter over to the aldermen from
the third. and forth ward.
Lenhardt appeared the council again, and asked that the Policemen working
time for vacations and sick tithe be given full time now, instead of the half time that they had agreed to in the past. After discussion during ~rhich time several
of the aldermen .felt that there was an e ra man available, and that in the future
the regular policetn~n would work no extra tine except in case of an emergency.
Motion eras made by Kaiser and seconded by Koff that regular time for overtime be
paid to Gerke for the month of November 1961, b~zt that the time worked by Lenhardt
in July, amounting to 12 hours, or a difference of X12.96, for which Zeilh.ardt wanted to be paid, not be allowed... Motion carried.
Minutes of the City Council of Laurel
Edwards stat~;d that he and Paxker had done into Billings to have a
meeting with Major Gibson of the Civil I?efense Project. The A~iliary Police
have asked for some side-arms. ~'he sidearms can be had at no cost to the City.
~row~ver, it was the opinion of the council that sidearms should not be issued
without the Policemen being instructed in theme use ~n.d care. There was some
question as to where the money would come from to purchase ammunition for ~arge.t
practice for these men. These sidearms are to be kept in the vault under lock and key and only issued to authorized personnel by the ~Y~ief of Police or the
Mayor, and then only in the case of extreme emergency.
In this connection also Mayor G bst~n would like to have four men to
attend three weeks of school in the matter of Civil Defense instruction. phis
matter was turned over to the Police co~nitt~:e to come up with the recommendation
and the names o~ four men who ~rould be willing to do 'this. Olson felt that the Cit~r of Laurel should b~ getting a little more help from Gibson.
Ruff made a report on the legislative committee held in Helena, Montana.
He stated there would be a meeting held the s~~ond week of May, and the
Montana Mun~_cipal L~agu~ is re~uest,ing the presen~~ of all City Glerks and City Treasurers.
B~slanwitch stated that we are hiving trouble finding a skating rink.
He said that the episcopal Church gave permission to again use that property
behind the Laurel Co-op for a rink. atto said that Father Maher gave permission
to use the Catholic Church propE~rty for a rink ~.lso.
Otto reported that the loader will be here on Monday.
Otto reported on the hauling of river gavel in certain strF~ets and alleys.
f3tto reported that the Nutting Drain should be covered next week.
Sorge discussion of putting an extra light pole in the Northwest part of
the Ca.ty. ~'hese persons involved are to be added to the Light #2 assessment for
1962-1963, with a double assessment for the first year, to take care of the added
cost.
A sign is to be arranged for stating "No Dumping", on a certain lot
owned by the City Wept of Town.
There being no further business to come b~~ore the council at this time,
motion was duly made and seconded that the meeting be adjourned. Motion carried.
