Upon roll ca11 the following aldcrm~n answered present: Jacob Ft~ff Gerald Gass Harold Wilson Henry Kaiser, Jr. Gecil Nave K~nn~th Olson Sieve Romee Rod Edwards the minutes of the previous meting wire read. Motion was made by Ftu~~ and seconded by Nave that the minutes be ~.pproved as read. Motion carried. Motion was made by Ruff aad seconded by Gays that t~.e recommendation of the Mayor b~ accepted. Motion carr3.ed. The City Clerk reported that the money had been received from the Civil D~f~nse body to pay for one-half of the expense of tY~e base station. Application was read from the Billings I~~~.ted Qv.adrille to rent River- side Half. on the night of Saturday, Nove~ab~r_18~h, 1961, for a dance was presented anc~ read. Motion was made by Kaiser and seconded by Gass ghat the request be granted. Motion carried. Beslanwiteh stated that the P.T.A. would .Like to rent Riverside Hall for a dance. Motion eras made by Ruff and seconded by Nave that the r~que~t b~ granted. Motion carried. Library report, Treasurer F'in~ncial Report, deport o.£ Treasurert~ Receipts, Clerk's Budget and Revenue Reports for the months of September and Qc~ober~ r~po.~s of the patrolmen, report of the Police Judge, ~it~r ~lerk~s ~a~h Balance, Motion was made by Kaiser and seconded by Edwards that the reports of the City be approved. Motion carried. wank Riesinger appeared before thy, council to ask that the water be shut off at, his address. Riesinger also complained abo~.t the mud between the street and the curb. H~ wants it graded out about four inches below the curb and states that he will haul is some gravel. It was the d~ci~ion of the Gouneil that this b~ done. Beslanwi-~eh asked about the reason for two water 1ine~. Ruff reported on this. Bradley also reported on this. Rie~in~~r stated that he had the sma11 house sold, and it is to b~ moved across the alley. He Baas i.riformed that the buyer would need a permit to move and remodel such a house. Beslanwitch reported that the employees wanted Friday, November ia,a.96i, with pay for Veteran's Day. After discussion, motion was made by Ruff and second~:d by Nave that we stay with the working agreement. State law does not recognize the day before a holiday which falls ors 5~turdau;, -though it recognizes the follo~ri.ng Monday if the holiday falls on 1~Zotion carried. _ ~c,,N.D Minutes of the City Council of Laurel Beslan~riteh called ~o thQ attention of the Council that Wayne had been hire for six months, and the ~'i.rst ~25.~Q raise ~rould go into effect with the November payroll. The A~ayor brought up the subject of the tutting drain being covered, btto r~port~d on this. Nave reported on Alder .venue. He asked whether or not there could b~ a way of draining the water from around the Co-op. City ~ginee~ wi11. look into this. Ruff ~uggest~d that the City ~].erk contact the Fower Gorapany~ with regard to the g0¢ per month charged to the skating rink. The Mayor asked for a report from the cor~ittee appointed to deeid~ on a loader with authority to act. Ruff report~d~that the Tro3an loader, beir~ the lowest bid had been purchased. Ruff reported that h~ would like to advertise for a near garbage truck as the e~enses are too high on the oId one. The street and a lley committee to make a study of the garbage truck situation and come back with a recommendation to the council at the next meeting. Th~.s committee to work with the City Engineer. Ruff stated that the City had started to purchase a garbage land fi11. some years ago, ar~ci nothing had been done about it. kft~r d~.seus~ion the Mayor appointed the Finance Ccm~it:tee, the City Engineer and the City kttorney. Ruff stated that the City had paid the caretaker a~G Riverside Park $1~0.C~Cl for taking; care of the campers this stuffier. He reported that the Park Co i.ttee had had a meeting, and recommended that the ear taker b~ paid at the rats of 25~ of the r-ioney which he takes in. He must be bonded. Tom i~ to look this r~att~r up and write up an agreement between Gi11~tt~ and thy; pity. Mot3.on was made by Romee and seconded by Nave that the reco~nrnendation of the corr~rc~ittee be accepted, provided it is found to be legal. Motion caxried. Ruff reported that requisitions ~houl.d be marked as to what the materi~,1. is for ~o that the office can separate these expenses into their proper categories. Kaiser reported on West Avenue where the new curb end gutter had been placed. Wayne reported that this street would have to wait until it dries up a 1ittZe. Olson asked about the 18" water pipe. ~nTayne reported on this. Engineer ~Iaydew from Black & Veatch appeared before the council with a report on the progress being made at the sewage Disposal Plant. Ruff reported that them would be a meting o~ the T,~gi5la~ive Co~nitte~ of the Montana Municipal T~ea~ue, and asked that he b~ allowed to attend. Motion was made by Nave and seconded by Qlson that Ruff be allowed to ~o. Motion carried. Otto commended the City crew and stated ghat t~.ey have dons a good fob. There being no further business to come before the council at this session motion was duly made and seconded that the meeting be ~.d~ourned.
