A regular meeting of the 'City council of the City of Laurel, Montana,
was held in the Council Chambers and was called t~ order by Mayor John I3esl.anwitch
at 7.3(? o'clock, P.M., on Tuesday, October 17, 1961.
Upon roll call +he following aldermen answered present:

This being the t~_me axed place for opening sealed bids on leader advertised
the Mayor su~;~ested that the reading of the minutes be dispensed with temporarily,
and asked the City clerk to proc~~d with the opening of these bids in the order of
~th~ir appearance. Bids were then presented as follows:

These being the entire number of bids received, the AZayor referred these bids
to the purchasing and finance cormnittee, along with the Cit3~ Engineer and announced a

ti~on re-convening the meeting Chairman Ruff stated t4 at there had nat been
timF to fully go over the bids, and asked that no bids be let at this tune. He then
asked for a meeting to be held. on Monday, October 23, 1961,~at 7:00 P.M. Motion was
then made by Nava and seconded by 01son that the recommendation of the comrriittee be
accepted with authority to act. T•~~tion carried.
'Lhe Ma~ror asked the City Clerk to read the minutes of the previous me~tin~;.
l'~Iot,ion was made by Ruff and seconded by Nave that these minutes be approved a.~ read.
Motion carried.
Our l.oca]. Cavil Defense Director, John Lac~rian was present to ta1~: to the C~..ty Council. Major Gibson, Yellowstone County Civil D~~~nse Director was also present
to speak later. He stated that he had four recommendations that were up to the pity
Officials. First, i;hat a mall-out shelter be provided to house the Police Department,
the Communications, Hospi~al provisions, and Officials of t~:e City Government. Second,
a need to provide a system of warning far the City of Laurel residents. Third, a
portable hospital including necessary medie~.l facilities. Fourth, put someone on the
job of organizing the City of L~ure1 on a full time basis for three or four mcnth5, a,nd pay them. P1r. & ~Trs. Hi11 also spoke briefly to t'~e council and asked S'or postage,
stationery, etcetera. Mr. ~3Zaylock spoke to tY2e Council on this subject. Major Gibson
+,,hen spoke at length to the Council on their responsibilit~r to their corlmunit,y. H

the Federal Government will pay one-half the cost of a full-time man, and one-half the
cost o.f a siren tc ~.7_ert the public. There was discussion about requiring a permit to
build fall-out shelters, so that persons hiring a contractor to build their fall-out
shelters ~^e adequately protected.
Beslan~ritch then stated that i~ would be advisable to appoint a Civil Defense
A.~~r-~ sort' Board, and a~pointecl the Police Conimitte~ in this capacity.
~?alph Stewart appeared before the council to discuss bricks, their color, and
so forth. Otto showed samples and gave a report. Wayne asked for approval of color. TZot~on was made by Ruff and seconded by Olson that the same color bricY be used as the
water plant. ~~ot~on carried.
~?u~sti~n of some funds that are available to the City for Parks was k~raught
up. l~;ayor I3e51an~,~itch the; appointed the Park Committee to Uroz k with the City Attorney
to find a piece o~ pr~oerty to buy for this purpose in the futu..re.
City Clerk asked for t?ze council.~s approval fox' a difference in premium on
our group insurance, provided most os the employees desired to make the change. ~Lfter
discussion, motion was made by Ruff a,nd seconded b~T Nave that if a majority of the
employees involved wanted the increased protection for t'~~e increased premium, that this
be put into eff~et the end off' this month. Motion carried.
St Laos again br~~agh~ to the attention of the City Engineer that he should make
an effort to advertise for bids for pipe for the replacement for the ~Jater line.
Olson Mated that he had had complaints from residents nn Z^Tashington that
certain trencyies were sicking because o~~' the moisture. This was referred to the City
engineer for att~ntzon.
Ttiie Tta~ror stated that the City Engineer Should be ~rery careful to i.nspec~t the
struts after the ~•Iontana Dakota IJtilitzes Cora~a,ny has dug it up, tv be sure that this street ~s put back in the same cori~ition as it way found.
Ja~~~ asked about a water leak on 7th and 2_nd Avenue.
Jake stated that there ?aer~ complaints about pervans burning le~.ves on the
blaek~topped struts, anti softening them up. Fdward.s also reported on this.
BPSlan~~ritch reported a bad ho1.e on 4~h ~.nd f3th.
Edwar,~s reported on Colorado Avenue behind Johnston Lumber. Olsan reported on
this. ~'?~e mater was referred to the City ~~n~;ineer.
Nave reported on alleys and garbage in the first ward. `I'hi~ matter referred. to the first wa.rcl aldermen.
