A regular mePtin~ of the City council of the Ci-~y of I:taurel, Montana, wa.s
held in the Council Chambers, and was called to order by President of they Council
Jacob Ruff, in the absence of the Mayor, at 7:3~? o'clock, P.I., on Tuesday, septemb~r 19, 1961.
Ugon roll call the following aldermen ~.nsw~red present;

The minutPS of thro previous meeting of S~pt~mber 5, were read. Motion was made
by Kaiser and seconded by Romee that these minutes be approved as read. Motion carried.
This being the time ~.nd place advertised for the opening of bids and the
letting of a contra.et for improvements to be constructed in Special Tmprove~ent District
No. 91, the City Clerk proceeded to open same in the order she received them, ~.s follows:

These being the only bids, President Ruff then declared a 1~ minute recess,
and appointed committee consisting of Olson, Edwards, N~.ve, ~.nd Kaiser to meet with
the ~ngin~~r and consider these bids.
?Jpon re-convening the meeting, Ruff called for a report, which came in the
form of a recommendation by K~.is~r followed by his motion and seconded by Nave that
the bid of Barry O'L~~,ry, Inc. lie accepted. Motion carried.
Minutes of the City Council of Laurel
Frank Riesinger ~.ppeared before 'the Council to protest the shutting off. of
hi.s water at a tim~± ~rh~n h~ intended to move into hzs new house. ~~ter discussion,
motion was made by Kaiser a,nd seconded by Olson, that this matter be referred to the
water committee, to investigate this situation, giving this committee the ~.uthority to
act, and ordering that the water for Mr. Riesin~;er be turned. on immediately until a
decision is made. Motion czrried.
Don Lenh~.rdt appeared before the council to ask whether or not a decision
had been made regarding a. change in the Group Insurance Flan. Ruff reported on this
and requested that no decision be m~dc~ until we had further Figures from thQ Company
with which we now carry our insurance. This was sa.tisf~.ctory.
Utter was re~.d from Marlene ~3ernhardt and Gerald Bromenshenk requesting
permission to rent Riverside hall for a wedding dance on November 25, 1961. After
discussion motion w~.s made by Kaiser ~.nd seconded by Romee that permission be granted
with the stipulation that these parties be responsible for any damage. Also making
the stipulation ths~.t the dance close at 2 o'clock P.M.~ or that the extra Folice be
paid extra by the hour for the extra time necessary to spend on the job. Motion carried.
Certain reports of the City of Laurel were presented for approval, as follows:
Cash Report, Tr~~.sur~r's reports Budget Report and Revenue Report. Motion was
made by Kaiser and seconded by Olson that these reports be a~.~prov~d. Motion carried.
City Clerk asked the City Council whether or not they wished to purchase the Folk City directory which is purchased for the Police Dep~rtm~nt each year. ~h~ also
reported that the Chief o.f Police was of the opinion that new one every other year
would be sufficient. Motion wr~s thin made by Olson and seconded by F.,dw~.rds that this
matter b~ set aside until the year 1962. Motion carried.

OFFICIALS 0~ THE CITY OF LAUREL, MONTANA, w~.s presented. Motion was made by Olson and
seconded by Edwards that this ordinance be adopted. Upon taking roll c~.11 vote, all
aldermen present voted "Aye's and s~.id ordinance was declared passed and a~.opted.

ORDINATdCE NQ. X62, BErNG AV OF,DTNAI~I~E SETTING TE~F SALARTFS OF CERTAIN
APPQINTED C3FFZCIALS QF THE CITY ~F LAtTf'~,L, MONTANA, was presented. Motion was
made by Kaiser and seconded by Romee that this ordi.nane~ be adapted. Upon taking
roll call vote, all ald~rmer present vo~ed "Aye" and said ordinance was declared passed and adopted.
Edwards stated that the ~h.i~f of Police has asked for a r~ciar installation ri
the Police car. He quoted a price of a.~p1,0~~.C10 unit, and st~ttd that it would cost
°~3~O.f`0. City clerk Mated that we would need ~.n emergency budget, awl rnentioned that
them was only °~~69.0~ in the Police ~"und to l~.st until DecembEr 31, 1961. discussion
on this matter sus to a rental agreement was held. After this discussion, motion was made by Kaiser and seconded by Qlson that if the City can purchase: this on a rental
agreement, and an em~rg~ncy budget to k~e considered only after tarms have been reported
to the Council by the Polies committee. P~Iotion carried.
Edwards reported that on South 1st street between Woodland and Cedar, the
residents have complained that the City has taken all the gravel and there is none left. Ruff was of the opinion that there was no gravel there. City Engineer said that w~
could possibly haul in what w~.s considered to be two loads per block.
Edwards and the other aldermen stated that they had complaints about too much
'water on the streets a.nd in basements. Wayne reported that the sewers were not plugged
up but ~rere just toa smell to carry aw~.y x.11 the water. It was also brou~~t up ghat
the people of the City of Laurel. have defeated the Storm Sewer election on two separate
occassians.
~'dtia~ards stated that the Polio have been complaining about the signs sitting
forth the speed limits in the City of T,aurel. ~ourist~ stag th~.t these signs are
hidden partially, and are also toe small to gee. Edwards reported on some of the
plans of the Commercial Club regarding signs, and mentioned a meeting sometime in the
next few days. Kaiser made a motion, s~cond~d by Nave that Ruff appoint a committee from
the City Council to sit in on this meeting. Potion carriedi wi~ereupon Ruff appointed Olson and Edwards.
Nave reported that the water on Alder and east fourth in back of the Laurel
Co-op w~.s bad. Engineer to work with the Street Con~ittee on this matter.
Ruff reported that he had had campl~.ints on Garbage pickup. Several of the aldermen have also had these complaints, as well as both the Engineers office an,d the
City Clerks office. He suggested that w~ have another clean up week about October lst.,
and that two men be assigned to this m~.t,ter, and be instructed to haul away everything
in the atl~y that was not on the individual's property 13.ne. It was thought that October

motion was made bz~ Kaiser and s.~conded by Qlson that the week of October 9th through
the 13th bP des_~nat~d, subject to change, depending on thy; weather. Motion carried.
?nlayne stated that there was a sewer line going right down the middy of rail-
road street, end recommended that it ~rould be better to le~.vP the gravel for the time being, and not finish the street until after it had begin dug up, and the new line laid.
Kaiser reported that them had not yet been a meting of the committee
appointed to look into the watex situation of the Lutheran ~"hurch, and stated that
he would have such a meeting some time during the second week of October.
Ruff presented a letter from Mr. Brinck from the I~Zontana State Board of Health
and asked the City Clerk to read excerpts from this litter as follows:
Recommendations:
1. Maintain a higher chlorine residu~.1 at the water
treatment pl~.nt.
2. Add some alum at all tames of the dear at the water
treatment plant to provide better filtration of the water entering
the distribution system.
3. Operate swimming pool ~'ilter5 twenty-four hours a day.
i~. Control algae in the swimming pool by effective chlorination
or by the use of an organic al~icide.
5. I~~aintain a pool water pH in the range of 7.6 to 8.0.
E~. s~acuum the paol bottom urhen needed.

Ruff reported on the meeting that he and the I~Zayor dad attended in Havre for
the ~?ontana Municipal League. Ha stated ~h~.t they had talked to Mr. T~euthold, State
Examiner, from Laurel, anti he said he was very pleased with the Mate of Finances of
the City of Laurel, and our budget. Z'h~: other state examiners had good co~nents on the
City, also.
Wayne asked permission to set up specifications and advertise for bids on a
loader. This has been budgeted for, and he wi11 adv~rtis~ for these bids with and with-
out the old loader ~.s a trade -in. He also stated that the Sewage Disposal Plant needs
a yard 1-~ght. He stated that the P~ontana Power Company would set up a poly and furnish
the dayli.te~ to dawn light at a cost to the City of X3.00 per month. he also asked that
tY~e S.D.Plant have a private telephone line, or at leapt atwo-party line. Ne s~.id in
case of an emergency, there are so many persons on the ling that the Plant can not be reached. After some discussion, motion was made by Nave anti seconded by Kaiser that all
thr~;e of th~s~ requests .from the City Engineer be granted. Motion carried.
Ruff reported stopping ~.t Roundup on his way to the P~Tontan~, Municipal LPa~;ue
meeting and inquiring into circumstances surrounding Mr. Fllred, and airport Hangar.
