A regular meeting of the City Council of the City of ~,aurel, I~tontana, was
held in the Council Chambers ~.nd was called to order by Mayor John Beslanwitch at
?:3~ O'clock, P.M., on Tuesday, September 5, 1961.
TJpon roll call, the following aldermen answered pr~5ent:
Jake Ruff Harold Wilson Steve Romee Cecil Nave
Roy Fdward~ Kenneth Olsan. Henry Kaiser
The minutes of the previous meeting were read. .Motion was made by Ruff and seconded by Romee that the minutes be approved as read. Motion carried.
The City Clerk reported that she had rece3vEd no written protests to the
creation of Special Improvement District No. 91.~ In this connection, the following
was read.

P E T I T I O N
WE, the undersigned prap~rty owners, hereby petition and consent that
the City Council of the City of Laurel create a Sprinkling District on West Railroad Street from FIRST AVENUE ~OUT"H to EIC~ TH AVENUE for the purpose of
doing street work, to wit: oil ma.t with necessary grading work thereto, ehip-
' ping and sealing shoulders of the street, and do agree that the proposed cost
of ~37.(?0 per lot will either be paid in cash by us or assessed against the
property on the n~~c~t tax assessment.
~ After discussion, it was suggested that action b~ deferred at this time until
the Northern Pacific Railroad had been contacted. Motion was made to that effect by
~ Ruff and seconded by Kaiser. Motion carried.
Letter from the Yellowstone Bank, Laur~Z, Montana, to the Federal Reserve
Bank, of ~Zinneapolis regarding pledged securities was read as follows:

Otto reported on the help that we are getting from the Yellowstone bounty.
Otto reported talking to Jack Mueller, of Billings on the Bridge.
Application for employment signed by A.A.Armstrong was presented. l~2otion
was made by Ruff and seconded by Kaiser that this application be placed on file. Motion
carried..
Certain reports of the City of Laurel were presented as follow : Library
report, Health Officers Report, report of the Police Judge, reports of the Patrolmen,
eta. Motion was made by Ruff and seconded by Nave that these reports be approved. Motion carried.

of the department to replace Ralph Cross who resigned in
May of this year.
The additioM of Scott will bring our membership up
to twenty men.

Motion was made by Ruf~::~,nd secorid~d;by Olson that these claims be
allowed. Motion carried.
City Clerk had been asked to bring up the subject of raise in the amount
the Polies Judge is allowed for Secretarial Services. He had reported that he had
run for office on the basis of increased compensation for this item. After discussion,
motion was made by Ruff and seconded by Kaiser that Sterrett be allowed X10.00 per
month more for Secretarial Services. Motion carried.
Mayor B~slanwiteh brought up the ~ub~ect of the high school students
parking in front of residences, and in some cases in driveways. After discussion,
motion eras made by Ruff and seconded by Nave that the parking matter be referred to
the School, with the idea that action of some kind will be taken by the City if the
School does not. Motion carried.
Gaston asked that some radar equipment bs purchased for the Police
Department at an approximate cost of ~3t?0.~0. This matter was referred to the
Police Cormnittee.
The question of whether or not the pity had the right to license pin-fall
machines if they are illegal. After discussion, it was decided that if the County allowed them in the City, that theCity could license these machines.
Beslanwitch reported on the house o~ Harold Vannice's. He stated that
Vannice had agreed to clean it up within thirty days.
~dwa.rds stated that one of the members of the Po~.ice Department h~.d asked
about the Qrclinance~. Gity Clerk reminded the Council that when she had offered the services of her office, she had specified t~.at it would be the micldl.e of October before
anything much could be done about it.
Rufg reported on the water co ?itt~e meeting about water miters. It was
decided that existing 5ituation~ regarding one meter for two or more businesses could
not be remedied, but that in the future all businesses will be put on a meter, separately. After much discussions such a motion was made by Alderman Ruff, and
seconded by Olson. Motion carried.
Ruff reported on the proposed chan~~ in the group insurance plan. It was
mentioned that the City is bound not to pay more than $5.0~ per month per employee.
After discussion, he made the recommendation, followed by a motion that no change b~ made in the ~.nsurance plan at this t7~me. Duly seconded, the motion carried.
Kaiser brought up the su~j~ct of the water bill being paid by the Lutheran
Church. City Clerk made a report on this matter,
There being no further business to come before the council at this time, motion
was duly made and seconded that the meeting be adjourned. Motion carried.
