Upon roll e~11 the following aldermen answerEd present: Jake Ruff G.L. Gass Cecil Nave Rod Edwards Kenneth Olson Harold Wilson The minutes of the regular meeting August 1, 1961, werE read. T~tufi ask that the minutes be corrected to i.nclud~ Employee's working 2L days and 7 da~rs off, sha11 havF: a 2 day waiting period and then draw sick leave for the remainer of their 21 days etc. Motion was made b~ Nave that with this correction, minutes be approved as read seconded by Ruff. Motion carried. Minutes of the special meting august 9th were read. Motion was ~nadc by Ruff and seconded by Nave that these be approved as read. Motion carried. ~ Minutes of the special meeting August 7th were read. A motion was made by Olson and seconded by RTave that these minutes be approved as read. Motion carried. The July reports of the Polic~~ Treasurer's and City Clerk were presented. Motion was made by Ruff and seeond~d by Olson that these reports be approved. We are returning two copies of Part B to you for the Mayor's signature as these will need to be signed before approval by the U.S. Public Health Service. If the Mayor has not returned to Laurel as pet, a Resolution should be passed by the Council authorizing someone else to sign Part B. A speeif is request for the additional grant funds should be made by the authorised representative of your city. W~ cannot sad at this time whether the U. S. Public Health Service will apply additional grant funds to your project. Mr. Wollan, Supt. of School District #~7 appeared before the council with btu prints of the new South Side School and ask if the. School District could be excluded from constructing sidewalks on South 5th St., West Ave. to 8th Ave., until a later date when needed. Motion was made by Ruff and seconded by Olson to a11ow School District 7 trustees to draw plans accordingly to exclude the School District from constructing sidewalks from West Rve. to 8th Ave. Metion carried. Minutes of the City Council of Laurel Lenhardt, representing the emplo~ee~ unions stated that the Attorney General. was written a l~:tter as to rules on sick leave such and as yet had no answer. Lenhardt ask if the City would consider a change in hospital insurance. Frank Kondelis, representative for Mutual of Omaha, staffed that the United Underwriters Insurance w~ia cost no more but the coverage would be more up to date. After discussion on this matter it was referred to the finance committee and the City attorney for further study and to meet Th~.rSday evening and report be made at the next regular council meeting, Sept. 5. RESOLUTIQN N0. 119b A RESOLUTION OF I~TTt!~NTIUN TO CREATE SPFCI.AI, INiPROVEMEN`~' DISTRICT N0. 91~ OF THE CITY OF LAUREL, MONTANA ETC., was presented for adoption the second time a~ property holders in District were not notified by mail at the previous adoption and publication. A motion was made by Ruff and seconded by Olson that this resol~.tion be adopted. Upon takingroll call vote all:ali~ermen present voted "Aye" and said resolution was declared passed and adopted. P E T I T I O N We, the undersigned property owner, hereby petition and consent that the City Council of the City of Laurel create a Sprinkling District on West Second Street from Second Avenue to Eighth Avenue for the purpose of doing street wmrk~ to-wit: etceteras and signed b~ 80.5 o.f the propertg owners involved. A motion was made by Ruff and seconded by Dave that this petition b~ accepted. Motion carried. PET I~' I ON Wei the undersigned property o~rters~ hereb~r petition and consent that the City Council of the City of Laurel create a sprinkling district on West Sixth Street from First Avenue to Eighth Avenue and East Sixth Street from Wyoming Avenue to Eighth Avenge for the purpose of doing street work, to-wit-and signed by 914 of the propert~r owners in district. A motion was made by Navy and seconded by Olson that these two petitions be combined and these petitions be accepted. Motion carried. The Ordinance on salaries of sleeted officials was brought to the attention of tha council by the ~eput~r City Clerk as recommended by the Mate Examiner. Motion was made by Ruff and seconded by Navy that previous ordinances be amended and a new Ordinance be brought up to date by the City Attorney. Upon roll call vote all aldermen present voted "A~e" and paid Ordinance be adopted & passed. Motion carried. Mayor Beslanwitch reported that the fey for the Fire-Chief be for fire cal7.s~ as recommended by the State Examiners so that the firs department will not be classed as a paid fire department. This ma.tt~r way referred to the City Attorney. Applications for Emplo~rment were read from Allan P. Smith & Henry Herbert Dalke. A motion was made by Ruff and seconded by Nave that these applies+_ions bc~ placed on file. Motion carried. Ruff suggested that a relief man was needed to relieve Alex Vogel electrical inspectors when on vacation. He ~~ggested that Earl Grow b~, appointed as he had the qualifications. Motion was made by Ruff and seconded by Upon that earl Crow be appointed relief electrical Inspector in the absence of the regular Inspector. Motion carried. A motion was made by Ruff and seconded by Navy that the City Engineer advertise for bids on 18" water pipe fir water line from the Pumping station to the City. Mot3.on carried. Edwards suggested that somethaxig be done to force the property owner on 2nd Avenue to clean up these lots. This matter was referred to the Police committee. Otto stated he had written the State Highway Department regarding the four- l~ne highway but had no reply. Otto stated one more insect spraying is planned before the end of the swmner. He also reported. on the drain on 8th avenue and that apparentl.y~ Yellowstone Co~znty would. not assist in paying for a new manhole. He stated that until the flow in the drain subsides, temporary repairs will be made. The bend in the drain to be reduced to 30 degrees instead o installing a new manhole. Otto reported that he had written Frank Wiley of the State of Montana Aeronautics Commiss3.en on the Airport grant, and expected an answer in a few days. After discussion on the neta Airport hangar, the City Clerk to write to Gerald Eldred on lease bonds but first to contact Dave Powers if he had any information. Motion was made by Nave & secflnded by Edwards authorizing the Engineer to blacktop between alleys and businesses on Main streets & between First & Montana Avenue providing he has the time. Motion carried. Mayor reported that there would be a Municipal League Convention in Havre, September 7th thru 9th. A motion was made by Navy and seconded by Olson that Mayor Beslanwiteh and Jake Ruff attend this convention. Motion carried.
