August 1, 1961
~1 regular meeting of the City Council of the pity ~f Laurel, Montana, was
held in the Council Chaarr??bers and was galled to order by Mayor John Beslanwitch at
7:3~ o'clock, P.M.~ on Tuesday, August 1, 196L.
Upon ro1.1 call the following aldermen answered present:
Jake Ruff Roy Edwards Harold ~tilson Kenneth Olson
G. L. ~as~ Cecil Nave Henry Kaiser
The minutes of the previous regta.lar meeting of July 18th were read. Olson
called attention to an error in the minutes regarding the wage increase of the
policemen. With this corrected, motion was then made by Ruff and seconded by Olson
that the minutes be approved as read. Motion carried.
The minutes of the special meeting of July 19th wrere read. lotion was made by Ruff and seconded bar Nave that these minutes be approved as read. Motion carried.
The minutes of the special meeting of July 2~th were read. `lotion was made
by Kaiser and seconded by Nave that these minutes be approved as read. Motion carried.
The minutes of the special m~;eting of July 25th were read. Motion was made by Ruff and seconded by bass that the minutes be approved a.s read. Motion carried.
The June and July reports for the library, and the report of the Police Judge
were presented: Motion was made by Ruff and seconded by Gass that these reports be
approved. Motion carried.
Petitions as follows were presented a.nd reads

We, the undersigned property own~:rs, hereb~r petition and consent that the
City Council of the City of Laurel create a Sprinkling District on West Fifth Street,
from First Avenue to Eighth Avenue for the purpose of doing street works to wit: etcetera, and signed by 69.4 of the property owners insT~ZVEC~. Motion was made by
Kaiser and seconded by Edwards that this petition be accepted. Motion carried.
P~ T I T I D N
We, the undersigned property owners, hereby petition and consent that the City Council of the City of Laurel create a Sprinkling District on West First Strut
from Second Avenue to Eighth Avenue f'or the purpose of doing street work; to-grit:
etcetera. Motion was made by Edwards and seconded by Gass tfiat this petition,
carrying 78.~~ signatures of the property involved, be accepted. Motion carried.

from First Avenue to Wyoming Avenue for the purpose of ding street work, to-unit:

was made by Olson and seconded by Gass that this petition be accepted. Motion carried.
Mayor and City Council Laurel, Montana
Dear Mr. Manor and council members,
I wish to put in a claim for a new ti~~ which I ruined
on a street in this t5.ty. Last S~~txrday afternoon, July
29th, I parked on First Street East around the corner from
Pennsylvania Avenue, along the curb at the side of the
Hurzeler Hotel, and as I drove sway, Z did not notice the end of a pipe, metal, I beJ.ieve, sticking out in the street.
I drove over it, cutting a new Goodyear tine so badly it
cannot be repaired.
I hope you will give this claim favorable consideration. Had it been an old tires I would not hive bothered you about
its but a new one is harder to loss.

After discussion, motion was made by Ruff and seconded by Nave to refer this
matter to our insurance adjuster and the street committee. Motion carried.

Motion way made by Kaiser and seconded by Olson that these claims be approved.
Motion carried.
Nervy Kappelman appeared before the council to complain about the fit. John s
Lutheran t~urch water bi11. Beslai~ritch asked that the Board meet with the City Clerk
to explain the matter. No figures can be complied at this times however, City Clerk is to get information together, and meet with the committee, so that a decision ean
be reached at the September Ltth Council meeting. Water Committee also included. clerk
to contact Kaiser when figures are available.
Frank ~'aylor also appeared before the council to protest his water bill. ~hi~
brought another question before the council as to why some businesses havE meters, and some do not. This matter was also turned over to the water committee.
Don Peterson appeared before the council to ask for the use of the Ball 'ark
on August 17, 1£i, 19, and 20th for a softball tornament. There is to be a small
admission charge for the game5~ and only part of them uri11 be played under the lights.
After dzscu~gion, motion was made by Ru7f and seconded bs Kaiser that the Softball
Association be al~.owed the use of the lif;hts at a cost of ~8.d~ per hour. Motion carried.
Beslanwitch brought up the subject of a gasoline allowance for the aldermen.
he staffed that he had been in conversation with the City Attorney, and was told that
this procedure was legal. The ~Zayor stated that the s~n~ll cost involved would not
even cover the cost of ga.~oline, but stated that he would entertain a motion to a11ow
all aldermen a maximum of ~1~.00 per month for gasoline allowances beginning August 1, 1961. After discussion, motion was made by Kaiser and seconded by Olson that car
expenses up to ~+1C~.00 per month maximum be allowed to ~Ghe aldermen, for use of their
cars while on c3.ty business. T~otion carried. .
Ruff reported on drain on 8th avenue. City Attorney stated that both the
City and the County had an obligation in this matter. City engineer also reported on this matter. Beslanwitch suggested that the aldermen from the first ward work this
out with the City Engineer.
The Mayor suggested that the entire council attend the Achievement Council's
regular meting on Wednesday, A~~ust 2, 1961, to hear an address on Civil T~efense.
The City Clerk asked permission to leaw~e the State. Motion was made by Kaiser and seconded by Edwards that permission be granted. Motion carried.
The Mayor asked permission to leave the State. Motion ?aas made by Edwards
and seconded by Nave that permission be granted. Motion carried.
The Chief of Police asked permission to leave the State. Motion was made by Gass and seconded by Olson that perriission be granted. Motion carried.
The Mayor reported that the Library Board was riot in favor of Library books
being taken out of the Public Library by non-residents. Much discussion on t~3.s
matter. Gass reported that he had a library card from the Billings Library, ~~nd
suggested that.; perhaps a higher fie could be charged to non-residents. After some more discussion, Kaiser made the motioxi that the City C7.srk suggest to the Library

Motion carried
Nave stated that he would like to have an article in the Laurel Outlook and
Gazette suggesting that residents with complaints on City affairs be asked to either
call the offices during the day, or to contact their alderrnen~ during the day, unless
it is an ~mergenc~. The City Engineer, Mayor, Attorney, pity Clerk and Deputy are
many business calls dur3.ng the evening hours and on week ends that could be handled ~ during the day.
Rufg suggested ghat a petition be circulated on railroad street for street
repairs. Kaiser stated that in his opinion, the residents as a whole would not sign.
Otto stated that we could get some help from the County, however, the county could not
come within the city lit~its. It w~.s then suggested that Otto write to the State Highway Department with a view to having a tuck route created on that street to take
care of the beet trucks, etc.
After discussions Ruff made motion, seconded by Nave that four years from the
date of the sprinkling districts, the streets be chipped and sealed at City Expense.
~ Motion carried.
Ruff suggested that the police give a citation for minor visa].ation of ozzr
ordinances and so for~Gh, after thr~=first warning is given. This meaning, parking on the

sidewalk, wrang-way parking, and so forth. Ruff reported a garbage complaint at 215
Fcurt~h Avenue .
off suggested advertising for bids on 18" pipe to replace the water
line from. the river to. the City.
Kaiser reported that something should be done to force Huff to clean up
the front of his establishment, on N~ain Street. This mater was referred t,o the
Police Committee.
Ruff reported that Fred Fox should be given a resonable ~,ime, suggested
thirty days, to connect to the City Sewer before being reported to the Health Bcard.

duff brought up Resolution No. 1087, the r~nployees working agreement, and
recommended several changes in the agreemen-t,. Mainly vacation leave, Rule 1. Every employee of the city who shall have been in continuous employment and service
of the City for a period cf one year from the date of employment is en~,itled to and
shall be granted annual vacation leave with full pay at the rate of one and one-
quarter days for each month of service, incluaing any period of sick leave, and
thereafter, the 14 days shall not be accumulated; and according to state law such
~ annual vacation leave may be accumlated to total not ~Lo exceed thirty working days. Also to be changed Sick Leave, Rule 3. to read.; In the event that an employee is an
prolonged sick leave he may commence to draw the sick leave by following the
hereinafter outlined procedure. Sick leave with pay shall begin on the third day
of illness, and then shall be paid for the next consecutive days. There will then
be a two day waiting period or rest days. This will continue until the sick leave e~ires.
~nployees working 21 Gays and 7 days off shall have a two d.ay waiting period a,nd then
draw sick leave for the remainder of their 21 days and then have a seven day rest period. This shall continue until sicl~ leave expires. However, the same shall be
granted only on condition that after three days of illness the applicant for sick
leave furnish to the ci1;y a written statement bar a reputable physician certifying
that the employee's condition prevented him from performing the duties of his position.
Paragraph to be added to Rule 7 of sick leave ti~n~.
When an employee is sick he will receive sick benefits, and when injured
he will come under the Industrial Accident Insurance Act. If injured while on duty
the City will make up the difference between Insurance pay and maximum sick leave
benefits.
After discussion of this resolution, motion was made by Ruff and seconded
by Glson that these changes be ineerporated in the resolution, ana a copy k~e sent
to the employees. Motion carried.
Edwards stated that the Chamber of Commerce would like to have the City
build a good-sized sign at the Entrance to Riverside Park, to advertise the camping
space, the Rile Club, the Rod & Gun Club, the American Legion, and the City of Laurel in genera3. Z'he clubs might be interested in sharing in the cost of erecting
such a sign.
RESOLUTIGN N0. 119?
I~:YJLUTTON N0. 1197, BEING A 2~ESOZUTIUN TRANSFEt2N.ING CERTAIN FUNDS OF THE CITY OF LAUREL, MGNTANA, was presented. Motion was made by Ruff and seconded by
Edwards that this Resolution be adopted. Upon taking roll ca.11 vote, all a3dermen
present voted "Aye" and said resolution was declared passed and adopted.
G1son stated that the loose gravel in front of the Johnston Lumber building
cn the South Side of main street wa,s the cause of many broken windows in the building.
Tt was suggested that there be some correspondence with the State of l~iontana Highway
department regarding the Four-lane Highway proposed some years ago.
l~,uff stated that during a meeting with the outside taater users last week,
these people would be willing to pay for the line, however, they desired to be allowed
~ mire water taps. Besla.nwitch suggested that -this matter be turned over to the water
committee with authority tc act. Olson made such a motion, which was seconded by Nave
and the motion carried.
In discussion the Street Sprinkling petitions, Qtto suggested that the school property be blaclstopped first, to allow the street; to settle a little before School
starts. It was suggested that he use his own judgement on which t,a do first.
There being no further business ~;o come before the council at this time,
motion was duly made <~nd seconded that the meeting be adjourned. Motion carried.
