Minutes of the City Council of Laurel
July 18, 1961
A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers, and was called. to order at 7:30 o'clock, P.Nl., an
Tuesday, July 18th, 1961.
Upcn roll call the following aldermen answered present:

G.L.Gass Roy Edwards Harold Wilson Kenneth G1son
This being the time and place advertised for the opening of bids on the
proposed new Sewage Disposal Plant, Nlayor Beslanwitch entertained a motion to dispense
with the reading of the minutes temporarily, to take care of this matter. Motion was
made by i?.uff and seconded by~ Nave that this be done. Motion carried.
The Mayor then called on the City Clerk to open the bids in the order of
their appearance as follows:

The minutes of the regular meeting of June 18th wire read. Motion was made
by Kamer and seconded by Gass that the minutes be approved as read. Lenhard~y and
Nunn, Citg Employees, stated that a e~rtain motion made by Kaiser was incorrect
in the minutes. Mi.riutes mere found to be correct and the motion eaxried.
The Maymr ca3.led on Mr. Propsom, who was contracted to fix cracks ~n the
swimming Pool for an explanation of his claim prese~tsd to the pity in the amount of
~1,E~37,35~ when the estimate on the fob was ~286.Q~. Mr. Propso~ was ir~fort~ed that
the City could not pay the 1arg~r claim as it was more than ~1,00~.00, and the pity
is bound by law to adeertise for bids sor anything over ~1,t~(~0.00. Mr. Propsotn
explained that he should have contacted the Council before continu3~ng with the work, and for his error he would deduct the profit from the ~lai.m making tl~e claim to
read, X79?.96. Motion was then made by Ruff and seconded by Olson that the claim
b~ allo~red. Motion carried.
Rudy Groshelle appeaxed before the Council to ask ghat could be done about
the water line requested by the ou-~side water users west of town. He st~.ted that the
cost quoted to these persons eras 9~21,0~'~.~n and he felt that this was too high. Bradley - informed this group that the longer they wait, the more the cost. After much discussions
this matter was turned over to the City engineer and the water coimnittee and a meeting
was called for next TnTednesday, July 26, i96i.
Ruff as chairman of the Finance ~ommi~t~e was asked to report on ~h~ wage
raise situation and whether or not the Committee had reached a dif~'esrent ~.greement. Ruff reported that the committee would recommend raises in the following mounts:
Water Plant - 5¢ per hour wade adjustment plus 11¢ per hour raise,
each based on 184 hours per month. Office help and 5~wage Disposal F1ant- 11¢ per
hour based on 176 hours per month. Library Board recommended for librarian, 11¢
per hour based on 15b hours per mo~.th. Asst. Librarian raised from 1.15 per hour
to ~'1.~6 per hour. Janitress, raise of 21¢ per hour from Library and lI¢ from other departments. Grog, Fox, and Michael, a raise of 5¢ wage ad~ust~nent end 11¢ per hour.
Laborer's minimum, raised from 1.85 to i.96. ~ man employed with the City for 6
months to be raised to 2.11, on recommendation of department head, at option of the
Council and not necessarily automatic. 2¢ per hoax from each employee, to be reservEd
for Siek yeave.
Dewey Nunn, as spokesman for the pity Employees stated that at a meeting of
of the IInploy~es Union, the UnioM had voted to ace~p~ the raise as stated by Chairman
Ruff. Ruff then stated that the committee would make a recommendation that the
Working Resolution Ito. 1087 be opened and discussec3~ with some items being changed.
After Some discussions matior~ was made by Kaiser and seconded by Gass that the Committeet~
recommendation be approved, and with the stipulation that the raise be retroactive to
I July 1, 1961. Motion carried. City clerk to make copies of the pair schedule for each

~'unn, as a representative for the Little League Baseball team, stated that they would like to have a tournament vn august 11th, 1.2th and 13th, and would like to
have some games under the lights. As the lights are quite expensive there was some

After discussion on these certain petitions, motion was made by Kaiser and
seconded by Navy that these petitions be accepted as a whole. Motion carried.
Certain reports were presented for approval as follows: Police Judge Report,
reports of the patrolmen, annual b~zdget and revenue reports for. the month of June,
1961; cash report, treasurer's report. Motion was made by Olson and seconded by
Edwards that these reports be accepted. Motion carried.

Motion was made by Ruff and seconded by Olson that these claims be
allowed. Motion carried.

regarding storm drain. He also reported that Mr. Pollan from the High school would
like the pity of chip and seal the seh4ol property bet~reen the school and the Uym.

seconded that Otto look into this more thoroughly, aid go ahead with authority to act. Motion carried.
E. H. Ebersviller, Sr i appeared before the council to protest the sewer
charge on his water bi11 and also that of the Lutheran Church. He feels ~ha~ them
should b~ a maximum sewer charge, ba~~d on the yearly average water bilk. After
discussion, this matter was turned over to the sewer cornmitte~. This comm3.tt~~ is
~o meet with a committee from the ch~.rches and schools.
Edwards stated that the auxiliary police have permission from the Federal
communications C 3.~sion to have two way radios installed in their own private cars.
The City ~ttvrney states that this is legal. ~'dwards also said that the city would
not have to participate in the cost. after discussion, motion was made by Ruff and
seconded by Romer that the City approve this plan. Motion carried.
Ruff stated. that during windstroms cement sar.,ks are blowing around the youth
side. Ater some discussion, motion was made by huff and seconded by Kaiser th~.t
the pity Clerk write letters to Herman 5chessl~r and ~3arry t~~Leary, and ark that they
keep their sacks in their own yards. Motion carried.
Nave asked the City Attorney what was being done about the ordinances. Bradley
stated that they were all finished, and that all that was needed was some typing, to
be done by the office: force.
Olson asked that the City clean the weeds from in front of the De~.ngelos
building. Wayne to see about this.
There being; no further business to come before the council at this time,
