Upon ro7.l call the following aldermen answered present; Steve Romee Jacob .Ruff Roy Edwards Harold Wilson Gerald Gass Henry Kaiser Ceei1 Nave Kenneth t}lson The minutes of the previous meeting were read. Motion eras made by' Ruff and seconded by Romee that the minutes be approved as read. Motion carri~,d. Application for beer license, signed by Harold's Beer Mug' with cash in the amount of X150.00 attached was presented. She repcarted that this had been taken care of. Beslanwitch stated that 3.t had been suggested by the City Clerk that the ke~r to the ~at~r pump be made available to p~rsor~s living outside the City aid hauling water. As the police station is manned 2!~ hours per day, it way suggested that the farmers be eontacted~ and informed that, they could purchase water outside office hours if they went :~o the police station, paid for theix water, received the receipt, and i would b~ given the key. City Attorney voiced the objection that perhaps this would be questioned by the State Examiner as the parties at the Police ~~ation are not bonded. City Clerk to g~:t the okay of the Examiner before going too far with this. Application for work from cordon Nielson, who lives out of the pity 13.mits was presented. Mention way made by Kaiser and seconded by Gass that this application be placed on file. Motion carried, The question of painting a pedestrian Zane on a certain section o~ the hi~hw~.y was brought up. Rod Edwards, as chairman, stated that it was the recommendation of the committee that, a~ there is already a yellow blinker light at the Eros~ing in question, the pedestrian lane would have no ~f~ect in slowing down traffic, if the lightdi.d not do it. Motion was duly made and seconded that the recommendation of the cs~unittee be accepted. Motion carried. Lowe11 Hollis, photographer, appeared before the council and stated that Hested's,, as a sales promotion, Baas bringing in a photo~;raph~r to take free pictures of the customers of Hested's, and wanted to know why he could do business in Laurel without first obtaining a business license. After much discussion, it was the dseisic~n of the council that thi.~ matter be +.~urn~d over to the Police Comrrait~ee. Motion was made by Kaiser and seconded by Ruff that this matter be referred to the Poii~e committee with authority to act and require a license fey, provided that the photographer is se~.ling any of his merchandise. Motion carried, I~ i Minutes of the City Council of Laurel Dewe~r Nunn Lenhardt, Beven, 4~Tatson, and Metzger emplet~rE~:s of the Cit~r appeared before the council to state that the employee had met with the finance committee, and had requested that the PoZiee and Water Plant employees have a a~arting ~alar3r in the future of X2.20 per hour; that the three employees Grog, F'ox and Michael be raised from X1.95 to X2.00 per hour; and then that the employEe~ should ?~av~ a raise of !~0¢ per hour straight acra~s the board except the City Engineer, who has an agreement abcnzt his salary. Chairman Ruff was asked for a recommendation. He stated that i~ was the recommendation of the Finance Committee that the three new mEn in question be rai~Ed from X1.95 to ~2.~0 per homer. When he was questioned by an employee as to whether 0r nat this would be the practice in the future, it was the ream~mendation that this be ironed out when the contract is Opened. Ruff alsm recommended that the emplo~ree~ who get paid bar the Your be raised 6¢ per hour. Employees who are paid by the month.~rould havc~ their salaries evened out to the nearest dollars and then given a ~10.0a per month raise. Ruff then stated that if the employees were going to stand pat on ~.0¢ per hour raise he would desire to be taken off the eommitte~, as it would cost the City more than ~2}~~000.~Q per years and h~ could see no means of f inaneing such an increase. After much discu~~ion, motion was made by Kaiser and seconded by Romee that the committees recommendation on the pay raise be accepted, with the stipulation that ~ the raise take effect when an agreement is reached and not necessarily retroactive to the first of July. Motion carried. Nunn stated that they would like to meet Frith tYie finance committee and the City Clerk to investigate this mater further. The pity Clerk stated that this could be arranged at any tine. Dew~~ then stated thst the ec?mmittee from the Union would turn down any such. raise as offered by the Council, A meeting such as the Union is interested in was called for Wednesday at 7:3~ o~clo~k, P.M., in the City Clerk's office where the records are kept. A portion of a letter from the 1'~partment of Health, Education and Welfare was reed to tY~e council as follows, and tha City Attorney way asked to clarify ~hi~ certain paragraph. "The City is now authorised to advertise for and open bids for this construction. When the City has selected the bid which it wishes to accept, Part B of the Offer and Acceptance of Federal Grant whould bE corr~pleted~ the necessar~r documents attached, and three cepies for~rarded to us through the I~ontar~a. In connectican with the budget, Mayor Beslanwiteh appointed the finan~~ committe~~ FIarmld f~Jil~on from the Fourth Ward and Henry Kaiser from the First hard. A representative from St. John's Lutheran Ch~.rch appeared before the Council to ask that the water rates be lowered for the church. After discussion, Mayor John Appointed tY~ water committee to make a study of this and report back to the neact regular council meeting. Ruff asked about flood control pipe. Otto repmrted that this project will be getting started Wednesday or Thursday. Ruff asked whether or not the bounty Commis~ioncrs had been contacted abo~zt the bridge. Otto reported that they had been. R~zff stated that the City of ~iZlings got some help for their Auxiliary Plant, and asked if the cc~u.nty could not help Laurel. ~zff also asked the pity Clerk to remember to budget for an 1~uxiliary Plant, and for Civil Defense. ~ Ruff stated that tY~ Supreme Court had more or less discontinued the City- Gounty Planning Board, and as this group is no longer functioning, we should be spared the expense of ~3~0.00 per year for this Board. It was the opinion of the council that ~ if tY.~ County drops this Board, the City Would be forced to drop it also. Ruff reported on tY~: water line and pumps. Olson asked abov.t the insect control project, and whether or not the breeding places of insects were being taken care of. Much discussion on tY~~s matter. Otto reported that he would ca11 the company in the morning to ascertain what was holding ~.p the sprayer. Riverside Park to be the first place on the list for spraying. Navy reported on complaints on the Richardson ditch. Mayor then appointed Nave and Wilson to meet with Richardson. The Ma~ror will. find out how many shares in the ditch that Richardson hay, and ford ham to regulate the water. 3radley reported on this matter. I I I I I Minutes of the City Council of Laurel Edwards reported that there was a lot of enthusiasm for golfing in Laurel. He wanted to know if there eras any place in laurel, or adjacent to ~aure3 where a golf course ec3uld be built. Bradley to investigate this matter. Navy: stated that the City woulel donate the airport to the golfers. Otto reported that there were several complaints on improper pl~zanbing procedures in Laurel, and suggested a plumbing inspector. He stated that Vie Hergett suggested a plumbing code and inspector. Ruff reported that last year there had been some investigation as to setting up a plumbing code, but that it ha.d not been continued. The Mayor then appointed Ruffs Kaiser, bass, and the City Engin~:er to work on this and set up a plumbing cods. F~ff reported that Earl Grow had had some plumbing experience and would be willing to go to Helena to take the examination. It was stated that there arm several contractors doing business in Laurel without a license. It was also stated that anyone uzho had this kind of information should inform the clerk's o~'~'ice, or the police department . Otto stated that he had had two requests for petitions for sprinkling districts, on Mountainview Lane. The County will furnish some gravel. The parks would b~ obligated for about 940 feet. Tom stated that he thought the park way out of the Cit~* limit. Otto reported that one petition had been rec~;ived from the Soutn Side with almost 10~~ signatures. He stated that this would be held up because of petitions being circulated for sidewalk, curb and gutter, and with sufficient signatures, a spacial. improvement district would be created. Romee asked about chuck holes on Washington avenue between Main and First. Otto reported that this would be taken care of. Edwards reported that tk~.e chambers o~ Commerce had invited all the aldermen and the Mayor to be the ix gu.cs~s at their regular meeting on Thursday NigY~~.
