The minut~;s of the previous meeting were read. Motion was made by Ruff and
seconded by Romee that the minutes tie approved as read. Motion carried.
First in the order of business was the consideration of the Mayor's appointments

Minutes of the City Council of Laurel
Mayor Beslanwitch asked for approval of these officers, or t~isa~proval. if any. Cecil Nave, alderman from the Fourth Ward asked for a roll call vote on France
P. Fisher, as Deputy City clerk and Deputy City lre~.sur~r, and made the motion to disprove
the appointment. A second to the motion w~.s finally made by Harold Wilson. Roll Call
vote was listed as follows: Ruff, i'No," Romee, "No'r, Gass, '~No", Ed~rards, "Note, Kaiser,
"Nn"~ Olson, "TJo~" Nave ~~Yes~t, Wilson, 'tY~s". This motion was de~eat~d six to two,
and Mrs. Fisher was appointed to Deputy. Motion ~ra5 then made by kuff and seconded bar Kaiser that all other appointments be approved. Motion carried.
This being the time and place for the opening of bids on the dump truck,

Minutes of the City Council of Laurel
Mayor Beslanwitch appointed a committee consisting of Ruffs Kaiser
Olson, and Romee, to meet Frith Wayne Otto, City Engineer, and called a 15 minute
recess to consider the bids.
Upon r~-convening the Council, Ruff was asked for a report of the
comm3~ttee. Ruff reported that it was the recommendation of the Cornrnitt~e that
the bid of the Modern Chevrolet be ace~pt~:d. Motion was made by Nave and seconded
by Kaiser that this recommendation b~ accepted. I~~otion carried.
Beslanwitch. stated that this was the time and place for electing a President o~ the City Council. Ruff being the Senior Member of the +~ouncil, Motion
was made by ~t~ve and seconded b~ Kaiser that Ruff be elected. Motion carried.
Petitions were presented to the 'City Council as follows:

Gentlemen:
We, the undersigned, residents, citizens and businessmen of laurel, Montana
and owners and operators of business establishments located in the City of Laurel,
Ye:Llowstone 'County, Montana, respectfully move the Hon. City ~c~uncil of Laurel, Montana, to repeal, in its entirely, th~.t certain Ordinance No. 503 passed and
approved by the pity Council of the !pity of Laurel, Montana, on the 1$th day o~
Decemb~r~ 1956, entitled. "An Qrdinance r~~u.la.ting music in any licensed premises
in which liquor is served."~ for the following reasons:
1. That ~an ecomonie emergency exists in the City of I;atzrel, Montana.
2. That a good business climate is required in Laurel. to promote and
continue all the businesses in the City of Laurel, Montana.
3. That many businesses in Laurel have experienced a decrease in
revenue partly because of many Laurel residents taking their busin~s~ and buying to Billings and other surrounding cities and towns.
That if a goad business climate can be promoted and maintained
Laurel residents may thereby become gainfully employed in T~aurel, Montana.
The undersigned respectfully request the Hon. Mayor and the City
council to give care and considerat3.on to t~?is matter.
Dated and signed at Laurel, Montana, this day of Aprils 1961.
The Mayor called for any discussion, and Mr Paul G~efle, owner of the
+Che~rio Lounge appeared before the council in this connection. Bradley recommended
that this matter be turned over to a conmiittee for investigation. Ka.3.ser then made a motion ghat this matter be referred to the Foliee Committee. seconded by Ruff
and the motion carried, with the suggestion that a report be made on -phis to the
council. at the next regular meeting.
Applications for work at the swimming pool were read from JoAnn Klein
and Larry Mayes. Motion was made by Ruff and seconded by RomeE that these letters
be referred to the Recreation Cc~mmitte~. Motion carried.
Mr. Larry Schroder appeared before the council in regaxd tv the construction
of a hangar at the Airport. Bradley stated that a resa3ution must be passed calling
.for bids on this hangar. Motion was made, by Ruff and seconded by Oison that this
hangar be advertised for bids provided the plans and specifications meet witn tn~
approval of the City Engineer. Motion caxried.

the opinion of most of the council gnat this work should be continued on the same
General basis as we have had in the previous years. fieslanwitch suggested that we
place a call for 'oids for the materials right away. After discussion, it was d~eided
that we could not call for. bids until it is determined how much material ~e need.

Beslanwitch reported that we have the money to buy our o~tn insect spray eq~.ipment. He requested that we advertise ~s~-bids.for this equipment. He recommended
that we specity l(?0 feet of hope for use in spraying tries in the: Parks. Motion
was made by Ruff and seconded by Kaiser that we advertise for bids fvr the spryer
when the pity Engineer gets back to ~rork. Motion carried..
Beslan~ritch reported that we have had requests ~o ration r~rater. He asked
for opinions of the Council and ~u~f stated that he would like to go on record as advocating irrigation every other day. He-then made the motion, seconded by Rey
Edwards, that w~ ask that irrigation b~ done only every other day,, with odd-numbered
houses being allowed to irrigate on odd-numbered days, and houses with even house
numbers may irrigate on even-numbered days. Ruff included i~ his motion that an
~.d be placid in the Laurel Qutlook to that ef~'eet, and the conservation of water to
be effective on I~Zay 15, 19E~1. Motion carried..
Beglanwitch reported that the new paliee eomr~iittee recommended that the
Police work be kept at the police station. He stated that w~ ~auld need four men,
and they would work 21 days on and 7 da~rs off., They are to be paid 10 .00 per month
plus social security benefits, Retirement benefits if they are not over age, and
Industrial Accident Insurance. Bradley i~ to meet with the Finance coffin ttee, to go over the funds, to try to ascertain a Legal way of fina,ncsng this project. It -could
be possible to levy an additional two mills for the operation off' the fire depart~Pnt.
City Engineer eras asked for a report on the Nutting Arain situ.ation,'and
stated tkia~ they wpuld start on this project next week.
The following monthly reports were presented for approval. Health's officer Report, Treasurers Report, Library repo:~•t, Reports of the Patrolmen, and report -
of the Police .Judge. A~otion was-mad¢ by Edwards aid seconded by Olson.th~t these
reports bP approved. Motion. carried.
In eonnaetion with Lsanne's'app4in~ment to Deputy ~Ci~ty Clerk, BesZanwitch
recommended s~rorigly to the pity Council that she be taken off time slips, and placed on a straight monthly salary of $~2~0.00 per month. Alderman ~u.~f objected ~o this
amount, as ,he said that it would constitute quite a raise,, and that one person should
nit be ~ive~ r~~.se~ when~,no others were considered at this time. ..After discussion of i.r,
this matter, motion was m~:de bar Kaiser-and seconded by plson that a monthly salary of
~235•~0 be allowed. Motion carried.

This program, which runs from Memorial Day through Labor Day, is the saner p~iase
~ of the 'Back the ~.ttack on ~'raffic Accidents t+ program and needs the su~por~ of all
business, industry and the press in particular. the h~ontana Highway Patrol will
again support this program which 'is aimed at the driver with the hurry complex.

sated that the ~chievernent ~oune l would like to have the approval. of the pity Council
to conduct their annual vehicle checks on ~Iay 13th a.nd May 207th. 3'he Auxiliary PoZi~e
to handle this matter. Motion was made by ~uf~ and: seconded by Kaiser that this b
allowed. Motion carried.
pity Engineer' reported ors the Yello~~stone Bowmen Incorporated request ,for
a building site. Fie was informed that the lease is at the present tame already drawn
up, and we were needg a survey to get the legal descriptimn be.fo~e going ahead with
the lease. He stated that.he would do this right away.
Nave asl€ed whether or not the lots owned b~T Mrs. Lois Rus~e11 were being serviced by the Insect Control Spraying. He was informed that the previous Engineer
eras of the opinion that the land was being serviced and that the insect control
charge should remain on t~.e lots.
Minutes of the City Council of Laurel
Ruff reported on the pickup truck for the Park. He was told to get together
with the gruehasing committee and purchase this truck, as he had already been given
the aut'~ority at a previous meeting.
This being the time and place for hearing pro~l;ests on the advertised
~mergenc~~ budget the City Clerk reported that she had received neither written or
verbal protests on this proposed emergency budget. In this connection, it was then
necessary -to present Resolution 1180 for final. passage.

It caws reported that there should be a telephone at, the sewage Disposal Plant
and also an extension for the house. City Clerk was asked to ca7.1 the telephone
company with this request.
Ruff asked tah~ther or not we had a place fixed for our flag. He was informed that this had been done, and he then made the motion seconded by Olson that we purchase
a flab Pole. Motion carried.

Harold Filson asked permission to be absent at the next meetings .rid for
permission to leave the state. Motion was made by Ruff and seconded by ~~omee that
this permission be granted. Motion carried.
Marvlin Hoppel and Gene DeFrance appeared before the Council, and attended the meeting. HoppeZ reported that the Chamber o~ commerce had voted to send two of
their members to each council meeting to observe. Beslanwitc}i stated that w~ were
glad to have them.
There being no further business to come before the council at this time
motion was duly made and seconded that the meeting be adjourned. P•Zotion carried.
