April 18, 1961
A regular meeting of the pity Council of the +City of laurel, Montana, was
held in the 'Council !chambers and ra~a~ called to order by Mayor J.J. Parker, at 7x30
o~elock, P.M., on Tuesday, I~pril 18, 1961.
Upon roll call the following aldermen answered present:
~ J.E, Freebury Jacob Ruff John Beslanwitch Cecil E. Nave
tIerman K. Frank Alex Henry Henry Kaiser
The minutes of the last regular meeting of April nth were read. Motion was made by Ruff and s~eonded by Freeburg that the minutes be approved as read.
Mcation carried.
The minutes of the special meeting of April 1f)th were read. Motzon way
made by Beslanwitch and seconded by Kaiser that the minutes be ~.pproved as read.
Motion carried.
Mayor Parker introduced ftoy Edwards and Kenneth Olson, successful candidates
for Aldermen to the City Co~.nci1. Harold Wilson also attended.
Lenhardt and Gaston appeared before the Couneil, Lenhardt to report on his
trip to the Montana Police Academy. He thanked the council for the opportunity to attend.
Parker then turned the meeting over to J.E. ~'reebury~ President of the Council
for the rest of the meeting.
Letter was read from Feter~on, addressed to the Chamber of Commerce ask~n~
the use of Riverside Hall to house l~5 members of the Trinity Lutheran Youth Group.
After discussion, motion was made to refer the matter to the Mayor and that there be no charge for this use of Riverside Hal3, however, it must b~; left clean. seconded
by Beslanwitch. Motion carried.
Application for work was read from Ch~y Emmett Hedges. Motion was read by
Ruff and s~cond~:d by Kaiser that this letter be placed on file. Motion carried.
Letter was read from Wollan, Superintendent of schools regarding two bills
the School received from the ~i.ty. Parker reported on this. Mr. Wollan does not
feel that the school should pay ~'or cleaning up Wyoming avenue, in the atriount of
~32.5i, and paint and thinner for painting curbs. After much discussion, motion
way made by Frank and seconded by Ruff that the pity be responsible for the bill. for
the paint in the amount of ~$24.~C~, but felt that tYie bill for X632.51 was a Ie~itimate
bill, and should be paid by the school. Motion carried.

RES~ZUTION NUJ. 1180, BEING A RESC~LtTTION DECLARING THAT ~1N EI~rIERGFNfiY EXISTS,,
SNP ASKING FOR AN F.~iFR.GENCY BUD GFT, was presented: Motion was made by Beslanwitch and
seconded by Kaiser to approve this resolution with the addition of ~p1,000.00 for a
pick-up truck for the Park Department. Upon taking roll call, all ~~d~rrnen answered
present, and said resolution was declared passed and adopted. Motion carried.

CSTY OF LAIJRF,L, MONTPNA., WAS P~F,~ENTED. Motion was rr~de by Ruff and seconded by Nave
that this Resolution be approved. Upon taking roll call vote, all aldermen present
voted ~fkye", and said resolution was declared passed and adopted. Motion carried.
t~rtain reports of the City were presented for approval as follow : Cash Report, Budget Report, Revenue Report, and Treasurer disbursements. Motion was made
by Freebury and seconded i~v Beslanwitch that these reports be approved. Motion carried.
Parker reported that the water department needs a new dump truck. Motion
~ ryas made by Kaiser and seconded by Ruf~' that the Mayor be authorized to advertise for
bids for same. Motion carried.
Parker reported on the sewer, and st~~ted that Black & Veatch will have the
specifications and plans here this wFek.
Be~lanwitch announced his proposed appointments and asked the new council
members to think about these and either approve or dis~.pprove these appointments at
the next regular meeting.
Parker received a phone ~aii, and recessed the meeting for a few minutes.
The call was from a Mr. Otto, who stated that he would accept the job of City Engineer
for the City of Laurel, and would be here either the 26th or 27th of the month. 5~arting
salary to be ~55n,no per months with a raise of ~25.0~ allowed after six months, and
ano-~her raise of ~5t~.~0 at hte end of one year. In this connection a letter of application from Mr. Otto z~as read.

Parker reported that the light poles were being paixtted.
Parker reported on cracks in the settling basin. He stated that he would
like to see the same process earri~d out at the Swimming Pool. He stated that the
work would be dons by Propsom and we furnish a man and they furnish the blades. Thy
cost would be about ~330.~0. After discussion, motion was made by ~3eslanwitch and
seconded by Ruff that we carry out this project. Motion carried.
Freeburg asked whether or not anything could be done with ~h~ wading pool.
.T_t was decided to wait for our new engineer.
Parker reported on the helicopter hangax. '~-'his will not be completed until
more information is available.
Parker reported on a request to park a trailer on the stre~:t. Request was denied.
Parker asked Bradley about the easement in Bloelc 12 with the Church. Bradley
reported nn this matter.
Parlor reported on the povTer plant for the auxiliary pol~.ce.
Parker asked for the Police committee to meet with the firemen and get
permission to use a corner of th~±ir fire station for the auxiliary motor.
Parker reported that the fynal specifications on the Sewage Disposal Plant
would be here either Wednesday or Thursday and we would be ready to advertise for bids. These bids to be sent in to the State Board of Health for review. Bradley reported
on this.
Parker read a poem in connection with pity affairs. Parker then t~~ar.~ked all
the members of the council for cooperation with him during his two terms in office.
There being no further business to come before the counc3.1 a~ this time,
motion was duly made and sec~~nded that the meeting be adjourned. Motion carried.

Addition to minutes:
Parker reported on the covering of the Nutting Drain. He stated that
McCauley had paid ~1,~~'n.(t~ toward this project. The Tduttir~~ Drain to pay ~5~0.~0,
and the County to furnish 2~0 feet of 18" re-inforced tile. That would leave between
~1,2!'~.~~' to ~$1,5~~.n0 balance, to b~ paid from Flood Control budget, and (3en~ral
Fund. Motion was made by Ruff and secanded by Kaiser that the pity go ahead with
this project and finish this job right. Motion carried.
