J. Parker at 7:30 o' clocl~, P.M. , on Tuesday, April Ltth, 1961. Upon roll call, all a3d~r~en answered present: J. E. Freeburg Jacob duff John Beslanwitch Steve Romee Herman K. Frank .Alex Henry Henry Kaiser Cec3.l Nave The minutes of the previous meeting of 1~a~eh 21, 1961, ware read by Frances P. ~'ish~r~ Deputy. Motion was made by B~slanwitch and seconded by Romee that this minutes be approved as read. Motion carried. The minutes of the special meeting of March 3(?th, 1961, were read. NIotion was made by duff and seconded by Navy that the minutes b~; approved as read. Motion carried. Mayor Parlor ir~trodua~d doe Von Fnde, reporter for the ~i1l.ings Gazette. He also introduced Kenneth Olson, and Harold Wilson, successful candidates fog Aldermen. Also visiting ware Mel Williams, President of the ~at~rel Chambers of commerce, Dave Powers and several other m~~nbers of the airport ~ommi.gsion and the Chamber of Commerce. Davy Po~r~rs was called on and asked for permission of the pity council for a Mr. Allred to erect a ~1K,5~~.0~ hangar at the airport. He stated facts and figures and desired the permission of~the counc3.l to apply for a loan to finance this work. H~ gave out a schedule of proposed payments and charges to be made by ~~r. Ellred for the purpose of paying off the loan. After discussion, motion was made by kreebury and seconded by Beslan~itch that the council apply for this loan. Motion carried. Mel Williams spoke of the approval of the Chamber o~ Commerce for this idea. He stated that the Board of Directors voted unanimously to go Tong with this and the motion carried. Thy following reports of the City Council were pre~~nted for approval: Library Report, Health Officerts Report, Treasurer's Financial Report, N.ep~rts of the Police Judge, and report$ of the Patrolmen. Motion was made by Freeburg and seconded by Ruff that these reports be approved. PZotion carried. Application far erriployment with the pity of laurel signed by KcnnEth fanner was presented and read. 1~Io~ion way made by duff and secoMded by Beslanwitch to place this let~~r on file. Motion carried. Mayor Parlor asked the council approval for aclean-up week starting April 10th through April 15th. Motion was made by RuFf and seconded by Henry to approve this date. Motion carried. Ruff reportesd certain complaints about the parking o£ vehicles and pars of vehicles on the City 5treets~ and suggested that we ask that these items be moved. Parker stated that the request of NIA. GibZin for the City to blacktop his p~.rking areas was denied as wE could not be put in a position o~ competing with private busine.~s. Parker reported on the empty houses that som~on~ is tearing up. H~: reported that the taxes are paid on the house on Alder and the one on Wyoming and that the City can not do ar~yt?~~ing about it. Parker reported on Mrs. Gomer's property, and quoted a price received from Ted Bundy. Frank stated that he Mould move that t hip work be done, provided that this was the last house of phis type to fix. Dick report~sd that he thought there wire two and possibly three amore. Ruff and Jack to investigate the house at l~19 Forrest Avenue in regard to plumbing. Parer reported that the lease bet~e~n the ~i.ty of laurel and the Xellowstone Bowmen Inc. has not been completed as w~ do not yet have a definitE description of the property. Dick reported that the Airport needs a description also. ~+escription is also ~ needed for the Hagema.n easement. Paxker reported that the easement with Hagerman has been settled, and payment of ~~~~.00 agreed upon. He reported on easement with the Bernhard~s. Dick is to try to het these descriptions out before he ].eaves. Mr. Gibbs of Black & Veatch stated that th~:re is to be a placq~ze tY~at goes into the new SewagE Disposal Plant building. With the permission of the council h~ feels that ±~he names of the present officsr~ be p~lao~d on this placque. Motion was made bar Riff end seconded by Navy that the placqu~ contain the names o~ the present offie~rs. Mot-~on carried. Parker reported on the resignation of the City engineer. Friday, April 10th will be his last da~*. As this resignation pf Dick '~hrom was definitely decided, motion was regretfully mach by Besla~witeh and seconded by duff that this resignation b~ accepted. Motion carried. Parker and Dick reported that a letter should be written to the Interstate Highway COTi7Ii`i3.SSj.Ori Wl't~3. 8Yi explanation of where the sewe~c ~aouid be going in regard to the new Highway. Ruff reported on lights a~ Athletic Park. Parker stated as there was no further business to come before the council at this time that Dick Throw be excused. Fark~r then ststed that the council and officers of the -City ~houldparchase a gift for Dick to presented at l~:OC? P.M. on April l~~h. H~ appointed a com~i.tte~ to contact Mrs. ~'hrom for ideas.
