March 21, 1961
A regular ~neet~ing of the City !Council of the City of Laurel, Montana,
was held in the ~uncil ambers and was called to order by Mayor J. J. Parlor,
at 7:3~ o~clock, P.M., on Tuesday, March 21, 1961.
Upon roll call the following aldermen answered pr~;sents
J. F'reebury Jake Ruff John Be~lanwitch ~tev+~ Romee
Herrman K. Frank Alex Henry Henry Kaiser Cecil E. Navy
The minutes of the previous meeting were read. .Motion wss made b~
Ruff and seconded by Kaiser that the minutes be approved as read. Motion carried.
Dick Throm asked permission to lea~re the State. lotion was made by Frank
and seconded by Henry that permission be granted. Motion carr3.ed.
GY~uek Giblin apr~eaxed before the council to ask that thy; pity put in
blacktop for the Mill Drive In and the A & W Root Beer Stand. Motion was made by
Ruff and seconded by B~slanwitch ~Gh~t Dick be given the authority to figure the
cosh and an estimate be submitted to ~Ir. G3.blin for approval. Motion carried.

After discussion, motion was made by Ruff and ~~cond€d by Frank that
the bill on the repairs at Mrs. ~alores Welseh~s property be paid by the City. Motion
carried.

Gentlemen.
On March 10, 1961, a meeting of th.e 4~ater ~om~nittee was held in the ~Couneil
Chambers with Ruff, Henry, Freeburg, Parker & '~hrom present. The purpose of this meeting was to consider some misunderstandings that had arisen in regard
to the filling of the vacancy at the T~dater Plant, created by P~~Irr. Ronnie~~
retirement.
The question as to whether longevity with the City crew could be applied if an
employes with considerably amount o~ time:, elect~:d to apply for this position.
The Water Committee unanimo~.sl.y agreed that longevity applies only toward qualification toward the job,, but any employee who is appointed to this position
will start as a new employee at the Water Plant and longevity will begin on
appointment data.
`Throm mentioned that Dewey Nunn ~~a~ given Longevity when he was appointed to
his position at the Sewage TreatmeMt Flant. The Committee felt ghat phis way incorrect but in view of the fact that D~~rey had applied for this fob on the
assumption that he would receive longevity, it was agreed his salary could
not be changed.
Another guest3on concerning departmental transfer, e.g., from Polia~ dept.
to Water Dept., was considered. After considerable discussion, the dater
Committee recommended that interdepartmental trans~~rs of this natures not be allowed because it was felt that some departments such as Police, Fire and
Office Force should be separate from all oth~re.

After discussion, motion was made by Ruff and seconds~d by Henry
to accept the recommendation of the water eornmittee, and place the letter on
file. dopy of this letter to be sent to the secretary of the pity Employee's
Union. Motion carried.
Letters of application signed by Wayne Fost~ and kl~x Fogel were presented and read. Motion was made by Ruff and s~cc~nded by Kaiser that these
letters be placed on file, and that Wayr~ Fost be asked to fill out a regular
~ application blank. Motion carried.

Motion was Y+aad~ by B~slanwitch and seconc1.ed by ~~'reebury that these persons
be appointed as electionjudges. Motion carried.
Minutes of the City Council of Laurel
Ruff reported that there u~a~ daiuage being done to ~c~me empty homes.
One on 4JVomir~g and one on Alder. He also reported that there was a problem of
a man threatening little ga.rls on the South Side. After discussion, it was decided
that this was a case for the Polio Department.
Ruff reported on a meeting with t~iE Yellowstone Bowmen Inc. Hc~ stated
that tl~e lease is satisfactory and that they will pay their own in~uranee~ at
least for the first ten years. Motion was duly made and seconded that the Mayor
be given the authority to go ahead and negotiate the contract. Motion carried.
The question of Mrs. Goner's outdoor plumbing was again brought to the
attention of the City council. After discussion, motion was made by xuf~ and seconded by Kaiser that Ted Bundy be asked to give an ~~timate of the work needed
and the cost. Tf the cost i~ satisfactory, Bundy to do the work, the City to pay
the bill, and the Welfare Board to b~ billed each month for whatever they wi11. pay
to repay the City. Motion caxrie~d.
Nave reported about several persflns doing work in the City limi~~, mnd
asked whether or riot they hive licenses. C. Webster dogs not. have a license, and C. J. ~~hitfield does have one.
Complaint received about a bush hanging over the sidewalk on nth avenue
on the Fast fide of Bezdakts property. Motion was made by wank and seconded by
Beslanwitch that this matter be referred to the a7.dermen from the First hard.
Motion carried.
Freeburg stated that F. R. Bradford is still complaining about his alley.
Alley was never fixed as it should have been abou-~ nine years ago.
Applications for work for the stzrnmer were received from Maryilr~ Farksr
and ~'omr~y Parker. Motion vaas made by Freeburg and seconded by ~~ff that all applicants be informed of a meeting of the Recreation Board the last paxt of April.
Motion carried.
Parker r~por~ed on easement for Continental 4i1.
Parker reported on the Netting Drain. He stated ghat they are talking about abandoning the drain.
Parker again reported on the load limit situation.
It was suggested that adour-gray stop signs be plae~d on Eight avenue
and West Fourth Street, by the Nest ~ehool. He stated that have the signs. Motion
was made key Riff and seconded by Henry that these signs be placed. Motion carried.
Parker reported that a Federal Grant ws~ approved for the purchase of some
Civil Defense equipment, in the amount of ~86~.~f?~ and stated that we have been
requested to wait about ten days before ordering the equipment.
Dick stated that the Northern Testing Laboratories at Great Fa11s will ma.k~ about 28 test holes, in connection with the New Sewage D-~sposal Flant, at a cost
of approximately ~1,~(~(`.f?0. Motion was made bar Ruff and seconded by Be5lanwit~h
that this work be done. Motion carried.
Parker reported on trunk line easement through the N.P. I~operty. Hc~
also reported that Barney Hageman or3.ginall~r wanted 4~~,,O~C~.00 for an easement through his 1,25 ft. og property involved. Paxker stated that he had offered

There being no further business to come be~for~ the council. at this time,
motion was duly made and seconded that the meeting be ad~o~.rned. Motion carried.
