March 7, 1961
A regular meeting of the City council of the !~it~ of Laurel, Montana, was
held in the Council Chambers and was called to order by Mayor J. J. Parker at 7:3~
o'clock P.M., on Tuesday, March 7, 1961.
Upon roll call the following aldermen answered present:
J.F. Freebusy Jake Ruff John '~eslanwitch Steve Romee
Herman K. Hrank Alex Henry Henry Kaiser ~cil E. Nave
Th.~ minutes of the previous meeting were read. Motion was made by Beslanwitch
and seconded by Ruff that the minutes be approved as read. Motion carriEd.
Mr. Harold Wilson appeared before the council,~d was introduced as a
candidate for alderman from the fourth ward.
Harold Collins appeared before the council to state that the l~uxiliary Polio
woulc like to give a dance at Riverside hall to make money for the equipment they need. Motion was r~iade by Ruff and seconded by- Beslanwitch th~.t Riverside hall be given to
the Auxiliary Polices on the 25th day of March, 1y61, for their dance at no charge.
Motion carried.
Gaston and Lenhardt appeared before the council as spectators.
Letter was read, signed by G. W. Fenton, secretary-Treasurer of the Stockholders
Old Mill Diteh 'Company thanking the council for allowing this group to hold their annual
Stockholders meeting in the council chambers. Motion was made by I~reebury and seconded
by Kaiser that this letter be placed on file. Motion carried.
Letter was read from Ed Ronnie, informing the council that on March 11, 1961,
he v,~ould begin his terminal vacation, and will retire from the pity of L.aur~l on xpril 11, 1961. Motion was made by Ruff and ~econd~d by BPSlanwitch that this resignation
be accepted and the letter placed on file. Motion carried.

All eligible City employees are hereby informed that the position of Water Plant
Pumper will be filled on or before April 11, i96i.

High School graduate or equivalent, applicant must have some mechanical lmowledge
I and ability and be capable of performing the various chemical analyses as required
~ by the ~;ity, the State Board of Health, and Public Health Services. i

~ SALARY:
Starting salary for Water Plant Pumper is at present X353.73 plus X2.00 per month
for each year of continuous satisfactory service at the Water Plant.
WORK SHIFT:
Ytamper will work ~l consecutive days ana then have t nays ott'. .1n the course of
employment, he will be required to work all three shifts, these shifts being 7:00
a.m. to 3:~~ p.m., 3:~C~ p.m. to 11 p.m., and 11:0 p,m. td 7:00 a.m. All holidays wi11 be added to the employee's accrued vacation. kll other working conditions
are outlined in either the "City of Laurel's E~r~ploye~s Working ~onditions~~ or the
'Water Plant Operators Holiday, Sick Leave, and (}vertime Procedure (Effective
July 1, 19601 ~T ,
Any" City employee who feels he can met the above quaJ_ifications and is interested
in this posit5_on, is requested to make his wishes known by VTay of a letter to the Mayor and City Council. Z`his application must be submitted to the City Clerk'
not later than March ?_9, 1961.

Motion eras made by Ruff and seconded by Kaiser that the recommendation of
the Water Commissioner be accepted. Motion carried.
Letter was read from Archie G. DeRyckere, Lieutenant in the U.~. Navy, regarding perpetual care on his p~.rents~ graves, and complimenting the City for
the beautiful care shown at the cemetery. Motion was made by Ru£f and seconded by
Beslanwitch that this letter be placed on file. l~iotion carried.

Motion was made by Freeburg and seconded by fluff that the cl~.ims be allowed. T~Ioti_on carried.
pertain reports for the month of February were presented for approval;
as follows; Library Reports; ~~Iealth Of.fieer's Report; 'Clerks Gash Report; Clerk's
I~udget Report; ~:lerk~s Revenue heport; Police Judge Report; and reports of the
Patrolmen. Motion was made bar Ruff and seconded by Kaiser that these reports be approved. Motion carried.
Mayor Parker stated that he would like to meet with the Park Committee on
~iday at p.m., to go over Riverside Park.
Lease prepared by pity Attorney' in regard to a proposed building to be built
by the Yellowstone BoT~~rnen, Incorporated, was prPS~nted and read. After discussion, during Tr~r~_ch the insurance was brought up, motion was made by Freeburg and seconded by
Beslanwit~h that this matter be referred back to the l~ar~ ~orimittee to meet with the
Yellowstone Bogen and Parker be .~~~k~orized to negotiate this lease. Motion carried.
Minutes of the City Council of Laurel
Parker and Dick both reported on the l.~a~ limit situation, stating that they
had encountered difficulties in trying to make this limit effective. after discussion,
motion. was made by Henry and seconded by Beslanwitch that the N;ayor and City Engineer
meet with the bounty Surveyor to see if the cr~unty tai11 give uG some assistance in
building some good farm-to market streets. Motion carried.

We, thQ undersigned property owners adjoining Lots 8, 9, and 10, in Block
2~ of the Laurel Heights Subdivision, do hereby state that we do not oppose the granting of variance b~ the Zoning Board of Appeals of the City of Laurel, for the purpose of
constructing anice-cream and hamburger drive-in on the said lots.

The proposed drive-in, to be built and operated by= Mr. & T'Ir~s. Clinton
Anderson would come in +.,he R-2 Zone. Mayor Parker was asked to sign the petition
as a property owner and sign for the pity of Laurel, which owns property across the street.. After discussion motion was made by drank and seconded by Freebury that the
the. Mayor not be liven permission to sign this petition for the City of Laurel.
Motion carried.
Ruff stated that Jim Huff's second Hand Store was scattered all over. After
discussion it was decided -ghat Mayor Parker talk to Mr. Huff., and ask that h~ clean
this up.
Fr~ebury stated that there was a circular dram the Clerk's union, and it has
a list of. organizations and Corporations who are opposed to the Railroad Merger. He
stated that the City of Laurel whould go on record as opposing this merger. Af_'ter
discussion, motion was made by Beslanwitch and seconded by Kaiser that the Council go
on record as opposing the merger. Motion carried.
It was suggested that the Ordinance vac~~.ting a. certain alley be presented to
the Council and passed. City Attorney suggested that this matter be held up until that
certa3_n easement is received from the Church.
Parker reported on easement with the Continental Oil for their 12 x 20~ woven wire fence.
Henry brought up tl~e subject of the codifying of the pity Ordinances. Bradley
reported on this and asked for a little more time.
Freeburg Stated that the Council should consider putting a mi1.1-levy to
purchase equipment on the ballot to come before the people, as the pity' Ereiployeeg had been promised a raise that could be granted fromftirids that are now used to purchase
equipment. ~'he City Clerk reported that another alderman had asked the same question
a week previously. Upon the clerk asking the City Attorney what procedure to be followed
she was informed that due to a thirt~r-clay advertising period, there was not enough time
before the election to put such a matter before the people.

There being no further business to come before the council at this time,
motion Txas duly made and seconded that the meting be adjourned. Motion carried.
