Nave The minutes of the previous regular meeting were read. RZotion was made by Ruff ancz seconded by Kaiser that the minutes be approved, with a correction, a.s to the cost of the new West End water line. Minutes approved with that correction. 'Thy minutes of the previous Special meeting of February l~.th were read. Motion was made by Fluff and seconded by Kaiser that these minutes be approved. Motion carried. Ethmer Morrison appeared before the council and was introduced as a candiat~ for Alderman form the fourth ward. T,eland Branch Manager Whereupon Mayor Parlter declared a recess of ten minutes to go over the bids; Upon re-convening the meeting, Alderman F'reebury as chairman of the water committee; recommended that the bid of the H.D. Fowler Company be accepted. Motion was made by Ruff ar~d seconded by Beslanwithc that the recommendation of the committee be accepted. Motion was made by Ruff and seconded by Kaiser that this ordinance be adopted. Upon taking roll ca1.1 vote, all aldermen present voted ~~Aye~t and said Ordinance was declared passed and adopted. P•iayor Parker called on the Garbage Committee for a report on their meeting with Tim IJe~eeu~r of Billings. Freeburg reported that they hmd met ~~Jith Mr. De~~euw and re had no figures to offer, nor any recoinmendations for service. Ne stated that Mr. Deleeuw was given the present charges an the Garbage, and suggested that he contact the ~i~ty En~in~er for any further information. It was suggested that this matter be held in abeyance until Mr. ~eLeeuw comes up with some facts ~~nd figures. Ruff as chairman of the Park Committee was asked for a report on a discussion with Mr. Roy Dewell. Ruff stated that Mr. Dewell wanted X100.170 per month for at least five months, plus free house rent, and free water. 7.'he committee felt that this amount would b~ more than the Park could afford to pay, and stated that the Park committee was looking for a new c<+retaker.. Motion was made by Beslanwitch and seconded by ~'reebury that the reconun.endation of the Park Corrffnittee be accepted. Motion carried. Ruff reported on their meeting with the Yellowstone Bowmen Incorporated. He stated that all terms and conditions of the lease met with approval on both sides, except the ten-yeas lease limit. The Bowmen feel that as they are going to build their owzz building, they should have about a 50 yeas lease. The City kt+orney is to draw up a lase, for tentative approval of the Council at the next regular meeting. Motion was made by B~slanwitch and seconded by Freeburg that the committee make a further study of this matter, and come up with a further recommendation. I~iotion carried. Ruff reported on the possible purchase of a grinder. Motion was made by Ruff and seconded by Beslanwitch that the City Engineer be allowed to purchase this ~ grinder. Motion carried, 'Cost of about ~6b0.~0. Ruff reported that he had had three complaints about street lights being out. Fie stated that one party-had called the Power Company. City Clerk was requested to cell the Power Company about the light being out at nth Avenue and 7th Street by the Churc Nave reported atoo-high alley approach on Alder, between 5th and 6th. Dick reported on this. ~ Henry stated that he had a complaint from Mr. Kostelecky about not betting his water bills. Dick r~po~:ted on this. Henry asked what we could do about the heavy trucks on our streets. Parker reported on this. After discussing the possibilit;~ of an ordinance ~;overriing load Zimits, motion was made by Freebury; and seconded by Henry that the NTayor and engineer study this load limit situation, with the idea of possibly requiring load-limit certificates. Motion c<~rried. Dirk reported that the Continental Oil Company would like to have an easement to put up a six-foot high woven wire fend . after discussion, mat ion was made by Ruff and seconded by Frank that the Mayor and Dick look into this matter and find out how much they are willing to pay. Motion c~~rried. Dick reported on Sam Ehrlich. Lengthy discussion about Industrial Accident and sick Leave for accident. Some of the members of the council are i.n favor of opening the contract wi-~h the men. It was the decision of the council that this matter be tabled until. the first of May. Dick report~;d that 25' of sewer and one mar~Y~ole were needed on Alder Avenue for the Episcopal lurch which intends to start building soon. Motion was rrmade by Henry Minutes of the City Council of Laurel and seconded by Beslanwitch that the City Engineer be allowed to go ahead with this project. Motion carried. ~3ick asked that a partial payment to fop construction company for Special Improvement District No. 90 be approved. Motion was made by F`reebury and seconded by I~eslanwitch that this claim b~ allowed in the amount of X8,535.52• Motion carried. Discussion about the amount that was owing to the City by Wm.J. Bernhardt for sewer that he has not been charged since 1952. Motion was made by Ruff and seconded by Kaiser that a bill b~ sent to him for these charges. Motion carried. Parker reported on Civil Defense. He stated that insurance for the 22 members of the Auxiliary Police would amount to °47.30 per. year. Motion was made by Beslan~.tch and seconded by Frank that these men be covered by insurance. Motion carried. He also stated that identification cards had been printed with their picturc~~ on and the cost would be approximately ~$~.~.OC?. Motion eras made by Ruff and seconded by Beslanwitch that this bill be allowed. Mot, on c~irried. A list of the names of the ~i~iliary to be given to the City Clerk. This group also would like to have Police Badges and Clubs, which would amount to about 2~1.~f~. Motion was made by Ruff and seconded by Henry that this matter be held up until next budget time. F~Iotion carried. Parker stated that it was necessary to purchase an a~iliary Generator. Toni Collova has one that the City can use until there is a Government unit ajrailable. Parker reported on Nouse Bill #68. The ~i.ty Clerk asked the Council what salary should be quoted to the candidates for the office of City Treasurer. She stated that it had alt~ays been the policy of the 'City to ~o through asix-month training period before receiving the full pay of the current C-f_ty Treasurer. She stated that there had only been one exception to this rule, and that was Mr. ~bersviller who was a qualified bookkeeper at tha time he ran for office. `Tom Bradley quoted some law on this subject. After discussion, no decision was reached at this meeting. There being no further business to come before the council at th is time, motion was made and seconded that the meting be aajourned.
