HomeMy WebLinkAboutCity Council Minutes 02.07.1961Minutes of the City Council of Laurel February 7, 1961 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers, and was called to order by Mayor J. J. Parker, at 7:30 O'clock, P.R2., on Tuesday, February 7, 7.961. Upon taking roll ca11 all aldermen answered present as follows: J. E. Freebzzry Jake Ruff John Beslanwitch Steve Romee Herman K. Frank Alex Henry ~Ienry Kaiser Cecil E. Nave The minutes of the previous mF~eting were read and a correction made. Then a motion was made by Ruff and seconded by Beslanwitch that the minutes be approved. There being some misunderstanding about the extra half time pay for Lenhardt attending the Policy Academy, there was some discussion about this and minutes corrected. Motion carried. This being the time and place specified for the opening of bids for Bonds in the amount of ~11,0(~~.~0. Special Improvement District #9~ bonds, the Mayor called upon the City clerk for the opening of the bids. The City Clerk reported that no bids had been received by her office, Motion was then made by Beslanwitch and seconded by Kaiser that the Mayor and the City Clerk be authorized to negotiate for the sale oP bonds to private individuals. Motion carried. This being the time and p3,~.ce specified for the opening of bids for the Base Station and Allied equipment, the Mayor called upon the City Clerk for thy; opening of the bids. Upon re-convening the City Council, Beslanwitc~. as chairman of the Police co~rm~ittee recommended the Motorola equipment. Freeburg, as chairman of the finance committ~~ stated that this tiaas their recorr~nendation, also. Motion was then made by Ruff and seconded by Kamer that the recommendations of the committees be accepted. Motion carried. Approximate thirty day delivery. Al1ie Dolven appeared before the council to ask that the Yellowstone Bowmen, Incorporated be allowed to build a building of their own, approximately l~0~ X 1~.0~, on property preferably at Riverside Park. AftEr diseussion~ motion was made by Beslanwitch and seconded by Frank that this matter b~ referred to the Park Committee, the Mayor and the Park Superintendent. Motion carried. Two boy seout~ appeared before the council to observe the meeting, and introduced themselves. Mayor Parker introduced the council.. Tim Deleeuw of Billings appeared before thy; council to discuss the possiblility of him taking over the garbage collection for the City of Laurel. Motion was made by Ru~£ and seconded by Kaiser that the Mayor appoint a committee to go over this subject with him. The Ma~ror then appointed F`reebury as chairman, Bohn Beslanwitch, Steve Romee anc~ Cecil Nave. Freeburg then called a meeting of this committee on February ll~th at 7:30 o~cloek P.M. RESOLUTION N0. 1178 R~'SOLtJTION N0. 1178, BEING A TRANSFER OF Y~ZTAIN FUNDS OF THE CITY Or ~AURF,I,, MONTl~NA~ was presented. Motion was made by Freeburg and seconded by Beslanwitch that this resolution be adopted. After discussion, wherein it was the opinion of most of the council that -the age lima.t of 35 years of ~.ge was set too low, motion was made by Flank and seconded by Beslantiaitch that th3.s ordinane~ be referred back to the City Attorney, to delete the age limit for permanent employEes. No .physical examination required for temporary emplogess. Motion carried. Beslanwitch reported that ~ was the decision of the Police Gommitte~ that the dogs piek~d up by the Police Department should be handled by a Ve~erinary~ and recommended this to the City Courieil. Motion was made by Ruff and seconded by Freeburg that the recommendation of the committee be accepted. Motion carried. It was ~ugge5ted that an agreement be entered into with Dr. Rosselot to take care of dogs. Agreement to be approximately the same as the one enured into with George Metzger, except far the costs. The new charges to the City gill be x+2.00 per day or part thereof far the first day; $1..00 fox two days or parts thereof; X6.00 for three days and this to include disposal of the dog. After discussion, motion was made by Beslanwitch and seconded by Nave that the contract with George Metzger be ~erminated~ and that he be informed of this action by letter. Motion carried.. r4otion was thin made by Ruff and seconded bar Freeburg that the Mayor be authorized to enter into a contract with Dr. Rosselot. Motion carried. Mayor Parlor reported that as far as he could fiMd ou~G Mr. Cameron, who had no license for making loans, is. not doing business in Laurel at the present trims. Certain reports of the City of Laurel were presented for approval as #'ollows: Health Officerrs report ; treasurer's reports, T,ibrary report; Report of the Polio Judge; reports of the patrolmen; Clerks Cash Balanced City Clerk ~ s Budget Report and Revenue Report. Motion was made bar Freeburg and seconded by ~eslanwitch that all reports be approved. Motion carried. Motion carried. One claim for refund on 1i~hts from the Northern Pacific Railroad, in the amount of ~25•~~ was questioned by the chairman of the finance committee. After di~cnssion, motion was made by Beslanwiteh and seconded by Frank that this claim be referred to the Chamber of Commerce to investigate whether or nat this is a proper claim. Motion carried. One claim from R.H. Zullig, Sheridan, Wyoming, in the amount of ~~8.Of~, requesting a refund of garbage charges for the year 1958 and 1959, on the basis that the building was vacant, and consequently no garbage collection. Tt was the recommendation that the claim be rejected, according to our ordinance stating that the charges are proper providing the property can be serviced. Refunds cannpt be given on the basis that the owner is not taking advantage of the service. 1~Iotion was then made by Frank and seconded by Kaiser that the claim be denied. - - L. Minutes of the City Council of Laurel Ruff reported an the Cemetery'l.awnmower. Dick reported on Special Improvement District #9~. Dick reported on a two-year supply of chem~.cals. Dick reported that he would recommend accepting the Lyons {;hemieal Company bid. Motion was made by F"reebury and seconded by Ruff to accept the bid of the Lyons Chemical Company. Motion carried. Dick brought up the subjPCt of the sewer charges and there was discussion, Motion was made by Duff end seconded by Kaiser that the charges suggested by Black & Veatch for 17¢ per 1f~0 cubic feet for inside meters, and 19¢ per lOCf cubic feet ,for outside meters be lowered to 16¢ and 18 because we are not allowing the 5~ discount. T`~Ot1011 carried.. Dick reported on the West M~i.n Water line which is going out of the City Limits. 1~2 the cost to b~ borne by the Cit~r and 1~2 the cost to be borne by the useru. Motion was then made by Ruff and seconded by Kaiser that the engineer be given the authority to inform ~;he contractor that the pity will pay one-ha_lf the cost of this main. Motion carried. Dick asked that he be allowed to advertise for bids for pipe. Motion was made by Freeburg and seconded by Henry that the advertisement be made. Motion carz•ied. Dick reported that Bill Fenton would like to have the City property re-appx°aised. Parker reported that the caretaker at Riverside Park has a contract that expire the lath of February. He asked for a meeting with the Park committee, and Park Superintendent the end of this week, possibly Friday evening. Parker reported on his trip to Helena regarding House Bill X68 which dealt Ydl~Yl a percentage of the license plate money to be paid to municipalities. He stated that perhaps he would need to attend again. l~~otion was made by Ruff and seconded by Beslanwitch that the Mayor be authorized to attend the legislature when measures come up before the house that concern City business. Motion carried. also the pity :Clerk be authorized and directed to give the Mayor petty cash wYien needed for telegrams. City Clerk reported that petitions were now ready, for the Office of Mayor, Gity ?'reasurer, Police Judge, and Aldermen, for anyone who would care to pick them up. Mayor Parker reported that he was definitely not a candidate for his third term. Alderman Frank then stated that he would be a candidate for Mayor in that caste. Alderman Freeburg stated that he ~~ould also throw his hat in the rind; for Mayor. Petition was taken out for k.H. Sterrett, for Police Judge, Frances P. Fisher for City Treasurer, Alderman from the First Ward petitions were taken out for Henry Kaiser, and Jake Ruff; Petitions for Alderman from the second ward was taken out by ~1Fx Henry; Petitions for i Alderman from the `t'hird TnTard were taken out by John Beslanwitch and Steve F~omee; Petitions for Alderman from the Fourth Ward was taken out by Cecil E. Nave. There being no further business to come before the pity Council at this time, motion was duly made and seconded that the meeting be adjourned.
