HomeMy WebLinkAboutCity Council Minutes 01.16.1961IVlinutes of the City Council of Laurel January 16, 1961 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and was called to order by Mayor J. J. Parker, at 7:3~ o'clock, P.M. on Tuesday, January 16th, 1961. Upon roll call, the Following aldermen answ~.red present: J. E. F`reebury John Beslanwitch Jake Ruff Steve Rome Alex Henry Henry Kaiser Cecil E. Nave The minutes of the previoU.s meeting were read. Motion was made by E3eslanwitch and seconded bar Henry that the minutes be approved as read. Motion carried. Mayor Parker introduced Melvin Grahams a representative of Black and Veatch to the Cit~r Council. A Mr. Blake appeared before the council to explain certain phases of the proposed short wave system. He stated that it could be furnished and installed for in the neighborhood of ~1,3C~~.f~0, and that it would take about J~5 days to get the equipment. He stated that the City o~ Laurel, having had no base station, is eligible for a Federal Grant for one-half the cost of the equipment and installation. After discussion, motion was made by Freebtary and seconded by B~slanwitch that the pity advertise for bids with the notation that bids will not be accepted or approved until approved by Civil Defense. Motion carried. Bids to carry the following description: 1 Base Station, 25-watt or more 1 Mobile transistor power and receiver 15 watt or more (also bid desired for same at 30-wa~Gt or more) 1 remote dPSk unit 1 necessary antenna for 20-mile coverage a min7mum 30-foot mast or tower adequate to serve bid to include complete installation, F.4.B., Laurel, N[ont. After bids are received and opened, it was suggested that Sheriff Ftoy Stewart would perhaps have forms which the City could fill out and send in along with the bids to Civil Defense for a Federal Grant. Frank Hartley appeared before the council to stake that the facilities at George Metzger~s property for taking caxe of the dogs that are picked up are nod adequate. He stated that he had had several complaints from residents in that area about the noise. He stated that each pen had to be kept clean and dry, with food and running water, and that they should be taken care of by a Veterinary, He stated that he would sign a complaint against Metzger, and that He would ca11 in the h~ur~ane society, if necessary to stop Metzger. After discussion, motion was made by Rif and seconded by Henry that this utter be referred to the Police Committee with authority to act. Motion carried. Motion carried. Dick presented two c1~.ims for approval. One to Krug Brothers in the amount of ~2,635.2l~, and one to Farmers Union central Exchange in the amoun-~ o~ 1,667.5., both, for materials for the Sprinkling district5~ and both claims representing one half payment due. After being okayed by the finance committee, motion was made by Ruff anr~ seconded by Romee that these claims be allowed. Motion carried. Certain reports o~ the City of Laur~;l were presented for approval as follow : Cash Report; Clerks Budged Report; Revenue Report; Treasurer's reports, and health officer's report. Motion was made by Freeburg and seconded by Beslanwit'ch that these reports be approved. Motion carried, Letter was read from the Achievement Council as follows: January 11, 1961 At the last meeting of the Laurel Achievement Council held on January 1~, 1961, the Medical Clinic was under great discussion and it was decided to put they question up for vote. The following motion is to be voted upon by each club and the decision returned to the Secretary before the next meeting February 1., 19b1. "T move that the Laurel Achievement Coianeil abandon their approach to obtain a Medical Center by seeking aid from the Sears Foundation, and instead, the members of the Achievement Council b~ instructed to return to their respective organizations and instruct their members to seek the development of a Medical Clinic by encouraging the doctors now in resi~~ence:3.n Laurel to construct one of their own to serve the people of Laurel." Moved by Don Buska; Seconded by Walt Mer~ello. Read this over carefully and discuss it thoroughly--then vote. City Council of Laurel Nave reported on this, and he was asked for a recommendation to the Council. Nave asked that everyone vote on his own. after discussion, motion was made by Ruff and seconded by BeslanT~iteh that the Council vote "Yes". Freeburg questioned this motion, and wanted to go nn record stating that this was an individual vote, and not necessarily sanctioned by the entire Counc~..l, particularly in the matter of financial help from the City. After discussion, vote was taken and motion carried. City Clerk to notify Mrs. Knaub. Beslanwiteh read a letter regarding the annual Police Academy. He stated that U~,ston had been allowed to attend last year, and the cflst would b~ X55.00 for the two-week eours~. He stated that in previous years the policeman appointed to attend had given one week of his own time, and taken one week of the City~s tirtie. He stated that Officer Lenhardt should b~ appointed to attend this year, and he would give one week of his own time, but h e would be paid extra half time for the other week. He sated there would be some transportation costs, too. It was the recommendation of the Folice committee that Lenhardt be alloTaed to attend this Polices Academy from April 3rd through April 1Kth. Motion was made bV~ Kaiser and seconded by nave that this be allowed. Motion carried. Nave asked about insurance for the auxiliary Police. After discussion, motion was made by Ruff and seconded by Henry that this matter be taken up with our insurance company. Motion carried. Nave also asked that Mr. Cameron's loan business be ~heeked into, to see if'Yhe was doing business hire in Laurel without a license. Dick reported on the sanitary sewer. He stated that it Vroul.d probably b~ completed this week, due to the good weather and the good soil. co~aditions. Dick reported that he had referred the two claims, one from Dolores We3:sch and one from Barry O~I,eary to the insurance company. He stated that the adjuster had taken the claims to the head office for a decision. Dick reported on the easement from the church of Latter Day Saints, and stated that they will give it. The next step necessary is the Resolution of Intention to vacate a certain alley. Motion was seconded by Henry. Upon taking roll call vote, all aldermen present voted 'tAye" and said Resolution was declared passed and adopted. Bradley was asked whether or not he had the ordinance requiring new employees to take a physical examination ready. He stated that he was working on it. 'This month there were 55 delinquent users. It was the decision of the council that while an extra day or two was permissible we should not deviate from our policy of shut-offs. i It was brought to the attention of tY~e council that Ueorge Prill who lives outside the City Limits was reported as getting his water from the Ingraham place:. Diek stated that he had about 3~0' of hose running from the Ingraham place to his own, which is out of the pity Limits. The persons involved in this situation were warned that they would b~ sent three water bills per month, or be put on a meter if this situation continued. St was reported that ~lilliam Bernhardt had not paid any sewer assessment since 1952, and that the Engineer and the Mayor were in the process of negotiating with h~.tn to waive the approximately X100.00 which he owes on this assessment, if he would give I an easement to the City for the n~*w Sewage TreatYnent Plant. Dick reported that the city is renting the Distributor on a purchase: plan and suggested that as long as we have the money and the budget, that this Distributor b~ paid off in full and the City could save some interest. Notion was made by Freeburg and seconded bar Ruff that this distrib~#~r b~ paid off in full. Motion carried. F i Minutes of the City Council of Laurel Parker asked about painting the curbing around the schools. Vick stated that as long as the weather stays nice, this could be done when he has an extra man. Dick reported that Loyd Shay had not yet contacted him in regard to the best place to place the relay boxes that he was asking about at a previous meeting. RESOLUTIQN N0. 117?
