A regular meeting of the ~3.ty ~ouneil of the City of Laurel, Montana, was
held in the Council ~a~nbers a,nd was called to order by Mayor d. J. Parker at 7:30,
o'clock, P.M., on `~u~sday, January 3, 2960.
Upon taking roll call, all the following aldermen answered presem.~s

Motion was made by xuff and seconded by Romee ghat a 1,~ minute recess be
declared for the purpose o~ exami.natian of the bids by the City ~n~ineer, tYie Mayor,
and the Finanee Committee. Motion carried. Mayor Faxk~:r then declared the rec~±ss.
Upon the re-convening of the meeting, Chairman Freebtary Stated that it was t2~e
recommendation of the committee that the Cop Construction Coalpany be aceept~d with the completion date of May 1, 1961, provided that the bonds can be sold. Motion was made
by Ruff and seconded by Kaiser that the recommendation of the committee be accepted.
Motion carried. tidhereupon, motion was r~?ade by wank and seconded by Henry that the
City Clerk be authorized to return the checks presented by the unsuccessful bidders.
Motion carried.
Having let the bid on S.I.D. X90, Ruff thEreupon presented Resolution 1174
and moved its adoption. Seconded by Beslant~ritch.

Loyd Shay, Postmaster, appeared before the council to state that the new
sidewalk to curb combination of sidewalk that them did not seem ~o be any place for the post office to plae~ their relay boxes. Dick reported that the City owns 8~ feet
on the inside of the sidewalk, so there should not be any prabl~m. After much
discussion, it was suggested that Mr. Shay consult with the City Engineer, as ~o the
best place for these boxes and put them up.

P~Iotion was made by Freeburg that the claims be allowed witTi the exception
of the claim by Dolores Welsch and Barry O'Leary for work dons to clean out a sewer
for her. Dick explained that in putting in a water lines her sewer was damaged in 1953,
and had never been repaired properly. ~"reebury thou.~ht this would be a matter for our j insurance Company, and not particularly a liability for the City. After much discussion
of this problem motion was then made by xuff and seconded by Besl~nwitch that these
claims be allowed with the exception of these two claims which should be turned over
to the insur<,nce Company. (Tt was the opinion of most of the Council that these claims
Should be allowed and then mourned over to the insurance company for refund.)
Parker called on Frank for a report of the committee appointed to handle the
labor problem. Ike stated that the committee's reco~unendation was that no raises be
allowed at this time. Motion way made by t2uff and seconded by Beslanwiteh to accept

Frank also was called on for a report on the pull tabs and the candy box
situation. He stated that it was the recommendation of ~h~ committee that this ~a.tter
be tabled for the time being. Motion was made by Ruff and seconded by Romee that the recommendation of the committee be accepted. Motion carried.
frank reported on the radar equipment mentioned at an earlier meeting. He
stated that it would be purchased rather than being rented. Thy cost to be ~6949.3C~
and could be paid for from a percentage of the fines collected from the use of this
equipment. He asl~ed that the City Clerk write to a certain address in Decatur, Illinois for the latest catalog on this subject.
Beslanwitch reported that the Police Car came in and as a four door rather than
the Tudor that was ordered. He stated that the recommendation of the committee was that
*~re should hold out for the Tudor, or accept the Four door at the same price, as our funds
are limited.
Dick reported on sick IPave paid out for the year. After discussion of~-:this
matter Bradley was asked to bring in a proposed ordinance requiring that any new
emplo~ree of the City of Laurel be asked to take a physical examination before coming for
the City.

Ruff reported on the Montana Municipal League meeting that he attended in
Helena, and minutes were read from that r~eetin~.
Dick reported on the easement situation with the Continental Oil Company.
ue stated that the settlement was made at X2.00 per rod for the easement and ~$3.~0 per rod for any damages, or a total of X5.00 per rod. Lotion was made by Freeburg and
seconded by Be~lanwitch that the engineers report b~ accepted, and the Mayor be allow~!d
to enter into this agreement. Motion carried. As this easement will involve about
$265.0, after much and lengthy discussion, it was the opinion of the council that the
entire amount should be placed in the Riverside Dark Fund.
Dick reported that the Chain saw discussed at an earlier meeting had been
purchased but not yet been paid for. It was suggested that part of the payment be taken
from Street and part from Park. Budget should be looked into, before any decision is
made on payment.
Diek reported on the progress of easements for the new Sewage Disposal Plant.
ThPSe are still being discussed with parties involved.
Parker called a meeting with the Polio and ~,inance committees on the short
~ wave system. Meeting to be held on Tuesday, January 10th at 7;00 o'clock, P.P~.
Parker asked for a decision of the Council on the purchase of a Butler
Building so that the barn can be torn down, and the property be used for parking space. Tom to take this matter up with the commercial. Club and report back to the next
council ~?eeting. `there is a serious question as to whether or not this item is budgeted
for. We did budget for a new building, however, it was the Huff building and lots.

be written to the Montana Power Company, asking them to clean up the Street lights.
Motion carried.
There being no further business to coMe before the council at this time
motion spas duly made and seconded that the meeting be adjourned. Motion carried.
